M/601 - PED 2
COMMISSION IMPLEMENTING DECISION of 1.3.2024 on a standardisation request to the European Committee for Standardization and the European Committee for Electrotechnical Standardization as regards pressure equipment and assemblies in support of Directive 2014/68/EU of the European Parliament and of the Council
The Commission Implementing Decision of 1 March 2024 issues a standardisation request (M/601) to the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC) concerning pressure equipment and assemblies. This mandate supports the implementation of Directive 2014/68/EU of the European Parliament and Council, which governs the design, manufacture, and conformity assessment of pressure equipment. The decision formalizes the approval of this mandate, referenced as CEN/BT C037/2024, aiming to develop harmonized standards that ensure safety, reliability, and regulatory compliance within the internal market for pressure equipment.
Purpose
The purpose of Mandate M/601 (PED 2) is to issue a standardisation request aimed at harmonising standards related to pressure equipment and assemblies. This initiative supports the implementation of Directive 2014/68/EU of the European Parliament and of the Council, which regulates the design, manufacture, and conformity assessment of pressure equipment within the European Union.
Standardisation request
The European Commission, through its implementing decision dated 1 March 2024, formally requests the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC) to develop, revise, or maintain European standards relevant to pressure equipment and assemblies. These standards are intended to facilitate compliance with Directive 2014/68/EU, ensuring safety, interoperability, and regulatory alignment across Member States.
Expected deliverables
Deliverables under this mandate are expected to include harmonised European standards that cover all relevant aspects of pressure equipment and assemblies defined by Directive 2014/68/EU. This may encompass specifications, testing methods, safety requirements, and conformity assessment procedures. The standards will serve as the technical basis for demonstrating compliance with the directive and are integral to the CE marking process.
Context
Directive 2014/68/EU, commonly known as the Pressure Equipment Directive (PED), establishes a regulatory framework for the free movement of pressure equipment within the EU by setting essential safety requirements. The continuous update and harmonisation of standards ensure that technological advances and safety needs are reflected in the regulatory landscape. Mandate M/601 follows previous standardisation efforts and aims to incorporate current industry practices and regulatory requirements into the relevant European standards. The resolution reference CEN/BT C037/2024 indicates the formal approval and oversight by CEN’s Board.
This mandate covers the standardisation of pressure equipment and assemblies, supporting the implementation of Directive 2014/68/EU. It involves developing harmonised standards for the design, manufacture, and conformity assessment of pressure equipment to ensure safety and regulatory compliance within the European Union.

This document specifies the technical delivery requirements for seamless and welded butt welding fittings (elbows, concentric and eccentric reducers, equal and reducing tees, caps) made of carbon and alloy steel in two test categories which are intended for pressure purposes at room temperature, at low temperature or at elevated temperatures, and for the transmission and distribution of fluids and gases.
It specifies:
a) type of fittings;
type A: Butt-welding fittings with reduced pressure factor;
type B: Butt-welding fittings for use at full service pressure;
b) steel grades and their chemical compositions;
c) mechanical properties;
d) dimensions and tolerances;
e) requirements for inspection and testing;
f) inspection documents;
g) marking;
h) protection and packaging.
NOTE The selection of the appropriate fitting (material, thickness) is the ultimate responsibility of the manufacturer of the pressure equipment (see European Legislation for Pressure Equipment). In the case of a harmonized supporting standard for materials, presumption of conformity to the ESRs is limited to technical data of materials in the standard and does not presume adequacy of the material to a specific item of equipment. Consequently, it is essential that the technical data stated in the material standard be assessed against the design requirements of this specific item of equipment to verify that the ESRs of the PED are satisfied.

This document specifies requirements for qualification of welding operators and weld setters for mechanized and automatic welding of metallic materials.
This document does not apply to personnel who:
— do not control or adjust welding parameters;
— are not involved in the setup of welding equipment.
Qualification of welding operators and weld setters for friction stir welding and friction stir spot welding are covered by ISO 25239-3 and ISO 18785-3, respectively.

This document specifies the technical delivery requirements for seamless and welded butt-welding fittings (elbows, concentric and eccentric reducers, equal and reducing tees, caps) made of austenitic and austenitic-ferritic (duplex) stainless steel in two test-categories which are intended for pressure purposes at room temperature, at low temperature or at elevated temperatures, and for the transmission and distribution of fluids and gases.
It specifies:
a) type of fittings;
1) type A: butt-welding fittings with reduced pressure factor;
2) type B: butt-welding fittings for use at full service pressure;
b) steel grades and their chemical compositions;
c) mechanical properties;
d) dimensions and tolerances;
e) requirements for inspection and testing;
f) inspection documents;
g) marking;
h) protection and packaging.

A European Standardization Mandate is a formal request from the European Commission to the European Standardization Organizations (CEN, CENELEC, and ETSI) to develop European standards (ENs) in support of EU legislation and policies. Mandates are issued under Regulation (EU) No 1025/2012 and help ensure that products and services meet the essential requirements set out in EU directives and regulations.
M/601 is a European Standardization Mandate titled "COMMISSION IMPLEMENTING DECISION of 1.3.2024 on a standardisation request to the European Committee for Standardization and the European Committee for Electrotechnical Standardization as regards pressure equipment and assemblies in support of Directive 2014/68/EU of the European Parliament and of the Council". COMMISSION IMPLEMENTING DECISION of 1.3.2024 on a standardisation request to the European Committee for Standardization and the European Committee for Electrotechnical Standardization as regards pressure equipment and assemblies in support of Directive 2014/68/EU of the European Parliament and of the Council There are 228 standards developed under this mandate.
Standards developed in response to a mandate and cited in the Official Journal of the European Union become "harmonized standards". Products manufactured in compliance with harmonized standards benefit from a presumption of conformity with the essential requirements of the corresponding EU directive or regulation, facilitating CE marking and market access across the European Economic Area.
