General Information
This document specifies principles for the design of agricultural machinery and tractors that are used in agricultural applications and that have partially automated, semi-autonomous and autonomous functions. Additionally, it provides guidance on the type of information to be provided by the manufacturer on safe working practices (including information about residual risks).
The purpose of this document is to assist in the provision of more specific safety requirements, means of verification and information for use to ensure an appropriate level of safety for agricultural machinery and tractors with partially automated, semi-autonomous and autonomous functions used in a specified way.
This document deals with the significant hazards relevant to agricultural machinery and tractors with partially automated, semi-autonomous and autonomous functions when used as intended and under the conditions of misuse reasonably foreseeable by the manufacturer during normal operation and service.
Applicability of the design principles and any additional detailed requirements for design, verification, validation or information for use are outside the scope of this document. When risk assessment concludes that hazards are not significant hazards, the principles of this document do not apply.

The autonomous operating zone itself is not within the scope of this document. The autonomous operating zone can include, for example, considerations for the autonomous operating zone location, physical or virtual boundaries, physical boundary types (natural or man-made) and the associated risks with the systems (perception, supervisory or other) to prevent unintended excursions beyond the boundary of the autonomous operating zone design.

1.1 This European Standard, when used together with EN ISO 4254 1 and EN 15811, specifies safety requirements and measures for self-propelled rough-terrain work platforms for orchard’s operations (WPO) operating at a maximum of 3 m high as defined in 3.1, where the vertical projection of the centre of the area of the platform in all platform configurations at the maximum chassis inclination specified by the manufacturer is always inside the tipping lines, used in agriculture, designed to work on unimproved natural terrain and/or disturbed terrain and intended to move at least two persons to working positions in an orchard where they are carrying out fruit picking, thinning out, pruning, or other operations related to orchard from the work platform.
NOTE For examples of rough-terrain work platforms for orchard’s operations (WPO), see Figures E. 1 to E.3.
This European Standard describes methods for the elimination or reduction of hazards arising from the intended use of these machines in the course of normal operation and service, except hazards related to conveyor belts and elevators for the bin. In addition, it specifies the type of information on safe working practices (including residual risks) to be provided by the manufacturer.
When requirements of this document are different from those which are stated in EN ISO 4254 1, the requirements of this document take precedence over the requirements of EN ISO 4254 1 for machines that have been designed and built according to the provisions of this document.
This European Standard, taken together with EN ISO 4254 1 and EN 15811, deals with all the significant hazards, hazardous situations and events (as listed in Table 1) relevant to WPOs, when they are used as intended and under the conditions of misuse foreseeable by the manufacturer.
It does not cover the hazards arising from:
a) use in potentially explosive atmospheres;
b) getting on and off the work platform at changing levels;
c) environmental aspects;
d) road safety.

This document specifies safety requirements and their verification for the design and construction of power take-off (PTO) drive shafts and their guards linking a tractor or self-propelled machinery to the first fixed bearing of recipient machinery. It describes methods for the elimination or reduction of risks which need specific requirements including such risks arising from misuse, reasonably foreseeable by the manufacturer. It is applicable only to those PTO drive shafts and guards mechanically linked to the shaft by at least two bearings.
In addition, it specifies the type of information on safe working practices to be provided by the manufacturer.
This document does not deal with:
- the guards totally covering, but not mechanically linked to, the PTO drive shaft;
- the mechanical characteristics of PTO drive shafts, overrun devices and torque limiters;
- general hazards which are dealt with in EN ISO 4254-1:2015 (see introduction).
Environmental aspects have not been considered in this document.

Are excluded from the scope of this document:
— the above-mentioned equipment when used in another environment than agriculture, forestry and landscape gardening (e.g. tractors used on construction sites);
— material handling equipment other than telescopic loaders, skid steer loaders, wheel loaders and front-end loaders mounted on tractors.
All profiles of harmed persons should be in the scope. There should be no distinction/exemption between employers, employees, self-employed persons, bystanders or other persons involved in the accident.
Situations that are excluded from the scope of this document:
— near-miss accidents and other incidents, not resulting in harm;
— chronic diseases as a result of physical agents.
Fire hazards are only in the Scope for those fire accidents that have caused physical harm.

ISO 17989-1:2015 provides guidelines to assist designers and manufacturers of tractors and machinery for agriculture and forestry to integrate sustainability principles, practices and considerations into their organizations and processes. This part of ISO 17989 is specifically applicable to equipment used in the production of food, fibres, fuel and lumber for humans and livestock.
NOTE This part of ISO 17989 includes three different levels for the application: principles, recommendations and additional information (annexes).
ISO 17989-1:2015 is addressed to the organization management and provides guidance for considering sustainability aspects relevant for the organization and the product life cycle. It defines the factory gate as the system boundary (Figure 1).
ISO 17989-1:2015 is not applicable to contractual or regulatory purposes or to registration and certification.
Except when they are closely related to sustainability, this part of ISO 17989 does not address issues of occupational health and safety or operator safety aspects of a machine's design. Designers can find guidance on these issues in other International Standards.

ISO 4254-1:2013 is not applicable to hazards related to periodic service, machine conversion and repairs intended to be carried out by professional service personnel, environmental hazards, road safety (e.g. steering, braking), or to the power take-off (PTO) drive shaft; neither is it applicable to guards of moving parts for power transmission except for strength requirements for guards and barriers.
ISO 4254-1:2013 is not applicable to machines which are manufactured before the date of its publication.
Not all of the hazards dealt with by ISO 4254-1:2013 are necessarily present on a particular machine. A risk assessment should be carried out by the manufacturer to determine the hazards that are applicable and any hazards in addition to those dealt with by this part or a relevant machine-specific part. The requirements of a machine-specific part of ISO 4254 take precedence over the requirements of this part.

This European Standard specifies a method for combustion engine driven pedestrian controlled and hand-held machines with or without back pack power unit used in agriculture, forestry and gardening to determine those parts of the surfaces identified by the product specific standards that are hot surfaces and can be touched unintentionally by an operator during normal operation.

This part of EN 16590 sets out general principles for the design and development of safety-related parts of control systems (SRP/CS) on tractors used in agriculture and forestry and on self-propelled ride-on machines and mounted, semi-mounted and trailed machines used in agriculture. It can also be applied to municipal equipment (e.g. street sweeping machines). It specifies the characteristics and categories required of SRP/CS for carrying out their safety functions.
This part of EN 16590 is applicable to the safety-related parts of electrical/electronic/programmable electronic systems (E/E/PES), as these relate to mechatronic systems. It does not specify which safety functions, categories or performance levels are to be used for particular machines.
Machine specific standards (type-C standards) can identify performance levels and/or categories or they should be determined by the manufacturer of the machine based on risk assessment.

ISO 4254-1:2008 is not applicable to machines which are manufactured before the date of its publication.
All of the hazards dealt with by ISO 4254-1:2008 will not necessarily be present on a particular machine. For any machine covered by ISO 4254-1:2008, the provisions of the part of ISO 4254 directly applicable to that type of machine, if available, take precedence over the provisions of ISO 4254-1:2008.
