COMMISSION IMPLEMENTING DECISION of 20.1.2025 on a standardisation request to the European Committee for Standardization and to the European Committee for Electrotechnical Standardization as regards machinery and related products in support of Regulation (EU) 2023/1230 of the European Parliament and of the Council
The Commission Implementing Decision of 20 January 2025 issues a standardisation request (M/605) to the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC). The mandate supports Regulation (EU) 2023/1230 concerning machinery and related products. It directs the development of harmonized standards to ensure compliance with the regulation, facilitating the safety, interoperability, and market conformity of machinery within the EU. This request aligns with the regulation’s objectives to enhance legal certainty and streamline market access for machinery and related products across member states.
Purpose
This mandate concerns the development of harmonised standards related to machinery and related products. It supports the implementation of Regulation (EU) 2023/1230 of the European Parliament and of the Council. The goal is to facilitate regulatory alignment, ensuring safety, interoperability, and market access within the EU machinery sector.
Standardisation request
The Commission requests the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC) to develop and adopt standards covering machinery and related products. These standards are intended to underpin compliance with the provisions of Regulation (EU) 2023/1230, contributing to the regulatory framework governing machinery in the EU market.
Expected deliverables
CEN and CENELEC are expected to produce harmonised European standards that address essential health and safety requirements, technical specifications, and relevant conformity assessment procedures for machinery and related products. These deliverables will support manufacturers, regulatory authorities, and market surveillance bodies in ensuring that machinery placed on the EU market complies with applicable legislation.
Context
The mandate was adopted by the CEN Board (CEN/BT C011/2025) on 20 January 2025 as a Commission Implementing Decision. It is a part of the ongoing efforts to update and harmonise the legal and technical framework affecting machinery within the European Union, enhancing safety and facilitating the free movement of machinery products. This initiative aligns with the objectives of Regulation (EU) 2023/1230, which sets out specific requirements for machinery placed on the EU market.
This mandate covers standardisation work related to machinery and related products to support Regulation (EU) 2023/1230 of the European Parliament and of the Council. It focuses on safety, performance, and regulatory compliance aspects within the machinery sector.
General Information
This document is to be used together with the other generic parts of the EN 13001 series of standards, see Annex E, as well as pertinent crane type product EN standards, and as such they specify general conditions, requirements and methods to, by design and theoretical verification, prevent mechanical hazards of hydraulic cylinders that are part of the load carrying structures of cranes. Hydraulic piping, hoses and connectors used with the cylinders are not within the scope of this document, as well as cylinders made from other material than carbon steel.
NOTE 1 Specific requirements for particular crane types are given in the appropriate European product standards, see Annex E.
The significant hazardous situations and hazardous events that could result in risks to persons during intended use are identified in Annex F. Clauses 5 to 7 of this document provide requirements and methods to reduce or eliminate these risks:
a) exceeding the limits of strength (yield, ultimate, fatigue);
b) elastic instability (column buckling).

For equipment to be used at temperature outside this temperature range, the particular temperature range is specified by the user. A risk assessment determines any need for additional precautions.
1.2 This document does not deal with the following types of equipment:
— all control systems outside of the cabin related to hook arm system;
— provisions for non-firefighting removable equipment driven by PTO.
1.3 This document deals with the technical requirements to minimize the hazards listed in Annex A which can arise during operational use, routine checking and maintenance of firefighting and rescue service vehicles.
It does not cover the hazards generated by:
— non-permanently installed equipment i.e. portable equipment carried on the vehicle;
— use in potentially explosive atmospheres;
— commissioning and decommissioning;
— noise (as permanently installed equipment cannot be operated separately from the vehicle, this hazard is covered in EN 1846 2:2024);
— electromagnetic compatibility;
— cyber security;
— cyber safety.
Additional measures not dealt with in this document can be necessary for specific use (e.g. fire in natural environment, flooding, etc.).
