Overview
SIST EN ISO 31915-3:2026 is the Slovenian adoption of Aircraft ground support equipment - General requirements - Part 3: Vibration measurement methods and reduction (ISO 31915-3:2026). This standard addresses whole body vibration as a significant hazard for self-powered ground support equipment (GSE) used at airports.
The document specifies methods for:
- determining vibration emission transmitted to drivers who are standing or seated
- supporting type evaluation and declaration
- verifying vibration emission values
It is intended for use together with the relevant parts of the EN 1915 series and EN 12312 series. Importantly, the measured test results are not for determining a person’s daily whole body vibration exposure. The standard also does not apply to GSE manufactured before the publication date.
Key Topics
This standard provides a practical framework for managing vibration-related risk in aircraft ground support equipment. Key areas include:
Vibration reduction measures
- use of pneumatic tyres instead of solid tyres
- suspension systems
- vibration-isolated cabins
- suspension seats
- shock absorbers
Measurement requirements
- root mean square frequency-weighted vertical acceleration
- measurement of GSE speed
- tyre pressure checks
- ambient temperature recording
Test setup
- straight test track
- smooth surface with two rigid obstacles
- defined speed conditions and valid test runs
Reporting and declaration
- vibration values for standing and seated drivers
- test report contents
- declaration in accordance with EN 12096
The document also includes requirements for instrumentation, measurement location, validity criteria, and use information in technical documentation and operating instructions.
Applications
SIST EN ISO 31915-3:2026 is highly relevant for organizations involved in the design, testing, and supply of airport ground support equipment. Typical applications include:
- product development and type testing of self-powered GSE
- vibration emission declaration for manufacturers
- compliance support for machinery safety and risk reduction
- comparison of GSE models with different seats, tyres, or cabin configurations
- preparation of technical documentation, user instructions, and sales literature
The standard supports practical safety improvements for equipment such as tractors, loaders, service vehicles, and other airport support machinery where vibration affects driver comfort and safety.
Related Standards
This standard is intended to be used alongside other key documents in the aircraft ground support equipment framework, including:
- EN 1915-1 - Basic safety requirements
- EN 1915-4 - Noise measurement methods and reduction
- EN 12312 series - Specific requirements for different GSE categories
- EN 1032:2003+A1:2008 - Mechanical vibration testing of mobile machinery
- EN 12096:1997 - Declaration and verification of vibration emission values
- EN ISO 12100:2010 - Risk assessment and risk reduction
For manufacturers and conformity assessment bodies, SIST EN ISO 31915-3:2026 provides a structured basis for vibration measurement, vibration emission declaration, and airport GSE safety compliance.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out through
ISO technical committees. Each member body interested in a subject for which a technical committee
has been established has the right to be represented on that committee. International organizations,
governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely
with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are described
in the ISO/IEC Directives, Part 1. In particular, the different approval criteria needed for the different types
of ISO document should be noted. This document was drafted in accordance with the editorial rules of the
ISO/IEC Directives, Part 2 (see www.iso.org/directives).
ISO draws attention to the possibility that the implementation of this document may involve the use of (a)
patent(s). ISO takes no position concerning the evidence, validity or applicability of any claimed patent
rights in respect thereof. As of the date of publication of this document, ISO had not received notice of (a)
patent(s) which may be required to implement this document. However, implementers are cautioned that
this may not represent the latest information, which may be obtained from the patent database available at

Introduction
The aim of this document is to deal with vibration as a hazard and to provide methods for the measurement
and reduction of vibration emission transmitted to the whole body of drivers of ground support equipment
(GSE) when driving. See EN 1032:2003+A1:2008 for determining whole body vibrations under stationary
operating conditions and hand-arm vibrations.
The results obtained can also be used to compare GSE of the same category or a given GSE when equipped
with different seats or tyres, etc.
Fitting different seats, changing the tyre specification, etc. can lead to different vibration values. Due to
the specific operation of GSE, however, EN 1032:2003+A1:2008 cannot be applied directly for whole body
vibration under driving conditions, and therefore, the preparation of this document for GSE has become
necessary.
This document cannot be used for field measurements to determine the daily exposure of the driver to
vibration.
This document is a type-C standard as stated in ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organisations, market surveillance etc.)
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
