Aircraft ground support equipment - Specific requirements - Part 16: Air start equipment

This European Standard specifies the technical requirements to minimise the hazards listed in Clause 4 which can arise during the commissioning, operation and maintenance of air start equipment when carried out in accordance with the specifications given by the manufacturer or his authorised representative. It also takes into account some performance requirements recognised as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies.
This European Standard applies to the following types of air start equipment used for civil aircraft:
-   stored air systems without compressors;
-   mobile diesel powered air start units;
-   mobile turbine powered air start units;
-   air delivery systems of ramp or passenger boarding bridges,
as defined in Clause 3 (Examples see Annex A).
This European Standard does not establish requirements for the pressure vessels included in the air start equipment.
This European Standard does not establish requirements for noise and vibration.
Noise and vibration are dealt with respectively in EN 1915 4 and EN 1915 3.
This European Standard does not deal with hazards in respect to a standard automotive chassis and from other vehicles on the apron.
This Part of EN 12312 is not applicable to air start equipment which is manufactured before the date of publication of this European Standard by CEN.
This part of EN 12312 is intended to be used in conjunction with EN 1915-1, EN 1915-2, EN 1915-3 (for vehicles) and EN 1915-4.

Overview

EN 12312-16:2005+A1:2009 is the CEN (European) standard that sets specific safety and performance requirements for air start equipment used to start civil aircraft engines with compressed air. It defines technical measures to minimise hazards that can arise during commissioning, operation and maintenance of air start units (GSE). The standard covers stored air systems, mobile diesel- and turbine-powered air start units, and air delivery systems fitted to ramps or passenger boarding bridges.

Key Topics and Requirements

  • Scope and applicability: Applies to air start equipment for civil aircraft manufactured after the publication date; excludes pressure vessel design, noise/vibration (covered by EN 1915-4 / EN 1915-3) and standard automotive chassis hazards.
  • Safety-focused requirements: Identification and mitigation of hazards (see Annex B), conformity with EN 1915 series and EN ISO 12100 principles, and stability/strength verification per EN 1915-2.
  • Air delivery controls: Requirement for adjustable air pressure regulators to match aircraft engine types; pressure relief valves with exhaust directed away from work areas; bypass valves and means to depressurize hoses before disconnect.
  • Compressor and power-source rules: Compressors must maintain required flow/pressure at the hose end and conform to EN 1012-1. Diesel and turbine units must have sufficient power, speed governors, and protective systems (overspeed, overtemperature, low oil pressure) with controlled overrides during aircraft engine start procedures to prevent damage.
  • Operational safeguards: Interlocks or storage designs to prevent pressurizing spare hoses; secure mounting of pressure vessels and components to chassis; self-propelled units require driver accommodation; information, markings and user instructions are mandated.

Applications and Who Uses It

  • Aircraft ground support equipment (GSE) manufacturers - to design and certify air start units compliant with European safety requirements.
  • Airlines and ground handling companies - to select, operate and maintain compliant air start equipment safely.
  • Safety engineers and maintenance teams - for risk assessment, operational procedures, and retrofit or inspection criteria.
  • Regulators and procurement officers - to reference in specifications, conformity assessment and procurement of air start solutions.
