Aircraft ground support equipment - Specific requirements - Part 6: Part 6: Deicers and deicing/antiicing equipment

This European Standard specifies the technical requirements to minimize the hazards listed in Clause 4 which can arise during the commissioning, the operation and the maintenance of deicers and equipment designed exclusively for deicing and washing of aircraft with deicing/antiicing/washing liquids when used as intended, including misuse reasonably foreseeable by the manufacturer, when carried out in accordance with the specifications given by the manufacturer or his authorized representative. It also takes into account some requirements recognized as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies.
NOTE Safety of aircraft in connection with deicing/antiicing operations is not dealt with in this European Standard. Any, even minor, aircraft deicing or antiicing operation directly affects flight safety on take-off. Prevention of aeronautical accidents resulting from in-flight icing principally concerns the fluids and methods used, but it may in certain cases also concern deicing or antiicing equipment design or operation. These aeronautical aspects are not covered in this European Standard (see also Joint Aviation authorities (JAA), Joint Aviation Regulations (JAR) JAR-OPS subpart D 1.345 and any associated material).
This standard applies to:
a) self-propelled deicers with fixed platform or hinged boom;
b) towable deicers with fixed platform or hinged boom;
c) stationary deicing/antiicing equipment (e.g. fixed boom, gantry or tower cranes equipped with aircraft deicing/antiicing fluid systems).
This standard does not apply to:
d) fixed installations, such as separate storage tanks or heating and filling stations, which are not an integrated part of the stationary deicing equipment;
e) hydraulic control systems;
f) pneumatic systems;
g) flow generating systems as such.
This standard does not establish requirements for hazards caused by noise and vibration.
NOTE EN 1915-3 and EN 1915-4 provide the general GSE noise and vibration requirements.
This standard is not dealing with hazards in respect to a standard automotive chassis and the traffic on the apron.
This part of EN 12312 is not applicable to deicers and deicing/antiicing equipment which are manufactured before the date of publication of this standard by CEN.
This part of EN 12312 when used in conjunction with EN 1915-1, EN 1915-2, EN 1915-3 and EN 1915-4 provides the requirements for deicers and deicing/antiicing equipment.

Luftfahrt-Bodengeräte - Besondere Anforderungen - Teil 6: Teil 6: Enteiser und Enteisungs-/Vereisungsschutzgeräte

Diese Europäische Norm legt die technischen Anforderungen zur Minimierung der in Abschnitt 4 aufgelisteten Gefährdungen fest, die bei Inbetriebnahme, Betrieb und Wartung von Enteisern und Geräten auftreten können, die ausschließlich für das Enteisen und Waschen von Luftfahrzeugen mit Enteisungs-, Vereisungsschutz- oder Waschflüssigkeiten konstruiert sind, einschließlich vom Hersteller vernünftigerweise vorhersehbarer Fehlanwendung, wenn diese in Übereinstimmung mit den Anweisungen des Herstellers oder seines Beauftragten ausgeführt werden. Sie berücksichtigt auch einige Anforderungen, die von offiziellen Stellen, den Herstellern von Luftfahrzeugen und Bodengeräten (GSE, en: ground support equipment) sowie Luftverkehrs- und Abfertigungsgesellschaften als wesentlich erachtet wurden.
ANMERKUNG 1   Die Sicherheit des Luftfahrzeugs im Zusammenhang mit den Enteisungs-/Vereisungsschutzarbeiten ist in dieser Europäischen Norm nicht behandelt. Jede, auch geringe Enteisungs- oder Vereisungsschutzmaßnahme hat direkten Einfluss auf die Flugsicherheit beim Start. In erster Linie ist die Auswahl der Flüssigkeiten und der Methoden für die Verhütung von Flugunfällen, die sich aus der Vereisung während des Fluges ergeben können, maßgebend, jedoch können darauf auch die Konstruktion des Enteisungs-/Vereisungsschutzgerätes sowie betriebliche Gegebenheiten Einfluss haben. Diese luftfahrttechnischen Gesichtspunkte werden gemäß der zutreffenden Regulatorien der Zivilluftfahrtbehörde (Civil Aviation regulations IC AO 9640-AN/940, Bedienungsanleitung für Enteisungs-/Vereisungs-schutzarbeiten und EASA EU-OPS, D 1.345 und dessen annehmbaren Nachweisverfahren (AMC, en: acceptable means of compliance) in ISO 11076:2012 (AEA Empfehlungen) berücksichtigt. Sie werden in dieser Europäischen Norm nicht behandelt.
Diese Europäische Norm gilt für:
a)   selbstfahrende Enteiser mit fester oder mobiler Plattform oder mit aufklappbarem Ausleger;
b)   schleppbare Enteiser mit fester oder mobiler Plattform oder mit aufklappbarem Ausleger;
c)   stationäre Enteisungs-/Vereisungsschutzanlagen (z. B. mit Flüssigkeitssystem für Enteisung oder Vereisungsschutz ausgerüstete Ausleger-, Bock- oder Turmdrehkrane).
Diese Europäische Norm gilt nicht für:
d)   fest eingebaute Anlagen wie Lagertanks, Heiz- und Abfüllstationen, soweit diese nicht Bestandteil der stationären Enteisungsanlage sind;
e)   hydraulische Steuerungen;
f)   pneumatische Systeme;
g)   strömungserzeugende Systeme als solche.
Keine zusätzlichen Anforderungen an Lärm und Schwingung als die in EN 1915-3 und EN 1915-4 werden angegeben.
ANMERKUNG 2   EN 1915-3 und EN 1915-4 behandeln die allgemeinen Lärm- und Schwingungsanforderungen an Bodengeräte (GSE).
Diese Europäische Norm behandelt keine Gefährdungen, die von einem Serienfahrgestell und vom Verkehr auf dem Vorfeld ausgehen.
Dieser Teil von EN 12312 gilt nicht für Enteiser und Enteisungs-/Vereisungsschutzgeräte, die vor der Veröffentlichung dieser Norm durch CEN hergestellt wurden.
Dieser Teil der EN 12312 stellt bei Anwendung in Verbindung mit EN 1915-1, EN 1915-2, EN 1915-3 und EN 1915-4 die Anforderungen an Enteiser und Enteisungs-/Vereisungsschutzgeräte bereit.

Ta evropski standard določa tehnične zahteve za zmanjšanje nevarnosti, navedenih v točki 4, do katerih lahko pride pri postopkih usposabljanja za zagon, upravljanja in vzdrževanja sredstev za odstranjevanje ledu in opreme, zasnovane izključno za odstranjevanje ledu in pranje letala s sredstvi za odstranjevanje/preprečevanje nastanka ledu/pranje, ko jih v skladu s specifikacijami izvaja proizvajalec ali njegov zakoniti zastopnik. Upošteva tudi nekatere zahteve, ki jih vladni organi, proizvajalci letal in podporne opreme na tleh, letalske družbe in agencije za oskrbo letal priznavajo za bistvene.
OPOMBA: Varnost letala v zvezi z odstranjevanjem/preprečevanjem nastanka ledu ni obravnavana v tem evropskem standardu. Kakršno koli, tudi najmanjše odstranjevanje/preprečevanje nastanka ledu na letalu neposredno vpliva na varnost letenja pri vzletu. Preprečevanje letalskih nesreč zaradi zaledenitve letala v osnovi zadeva uporabljene tekočine in metode, vendar pa lahko pri nekaterih primerih zadeva tudi zasnovo in delovanje opreme za odstranjevanje ledu ali preprečevanje nastanka ledu Ti letalski vidiki niso zajeti v tem evropskem standardu (glej tudi Skupne letalske predpise (JAR) JAR-OPS poddel D 1.345 Združenih letalskih organov (JAA) in morebitno pripadajoče gradivo).
Ta standard se uporablja za:
a) sredstva za odstranjevanje ledu na lastni pogon s fiksno platformo ali roko na tečajih;
b) vlečena sredstva za odstranjevanje ledu s fiksno platformo ali roko na tečajih;
c) nepremično opremo za odstranjevanje/preprečevanje nastanka ledu (npr. žerjavi s fiksno roko, portalni ali stolpni žerjavi, opremljeni s sistemi s tekočino za odstranjevanje/preprečevanje nastanka ledu na letalu).
Ta standard se ne uporablja za:
d) fiksne naprave, kot so ločeni rezervoarji ali ogrevalne in polnilne postaje, ki niso sestavni del nepremične opreme za odstranjevanje ledu;
e) hidravlične krmilne sisteme;
f) pnevmatske sisteme;
g) sisteme, ki ustvarjajo tok, kot take.
Ta standard ne postavlja zahtev za nevarnosti, ki jih povzročajo hrup in vibracije.

This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by September 2017, and conflicting national standards shall be withdrawn at the latest by September 2017. EN 12312-6:2017 (E) 8 Introduction This European Standard specifies health and safety requirements, as well as some functional and performance requirements, for deicers and equipment intended for de-icing/anti-icing of all aircraft types commonly in service in civil air transport. It contains functional and environmental aspects of de-icing in the informative Annexes B, C and D. The minimum essential criteria are considered to be of primary importance in providing safe, serviceable, economical, and practical deicers and de-icing/anti-icing equipment. Deviations should occur only after careful consideration, extensive testing, risk assessment and thorough service evaluation have shown alternative methods or conditions to be satisfactory. Such deviations are outside the scope of this standard and a manufacturer should be able to demonstrate an equivalent level of protection. This European Standard is a Type C standard as stated in EN ISO 12100. The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are covered are indicated in the scope of this document. When provisions of this Type C standard are different from those which are stated in Type A or B standards, the provisions of this Type C standard take precedence over the provisions of the other standards for machines that have been designed and built according to the provisions of this Type C standard. It also takes into account some requirements recognized as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies. They are not covered in this European Standard. This European Standard does not apply to: d) fixed installations, such as separate storage tanks or heating and filling stations, which are not an integrated part of the stationary de-icing equipment; e) hydraulic control systems; f) pneumatic systems; g) flow generating systems as such. No extra requirements on noise and vibration are provided other than those in EN 1915-3 and EN 1915-4. NOTE 2 EN 1915–3 and EN 1915–4 provide the general GSE vibration and noise requirements. This European Standard is not dealing with hazards in respect to a standard automotive chassis and the traffic on the apron. This part of EN 12312 is not applicable to deicers and de-icing/anti-icing equipment which are manufactured before the date of publication of this standard by CEN.
