Overview

SIST EN IEC 62841-3-3:2026/A11:2026 specifies particular safety requirements for electric motor-operated transportable planers and thicknessers. As an amendment to the European Standard EN IEC 62841-3-3:2026, this document introduces updated safety provisions and aligns the requirements with the essential health and safety demands in accordance with EU regulations.

This standard is applicable to manufacturers, importers, operators, and maintenance personnel dealing with electric hand-held tools, transportable tools, and lawn and garden machinery, with a focus on woodworking equipment such as planers and thicknessers. Developed by the Slovenian Institute for Standardization (SIST), the document adopts content harmonized across the European market and supports conformity with the latest regulatory frameworks.

Key Topics

  • Enhanced Safety Requirements: The standard introduces updated criteria for user safety, especially regarding mechanical hazards, marking, and instructions for transportable planers and thicknessers.
  • Marking and Instructions: Clear requirements for marking tools and providing instructions, including specific scenarios for the use of safety accessories like push-sticks, and detailed guidance on noise emissions to promote informed and safe operation.
  • Mechanical Hazard Mitigation: Modifications ensure cutter blocks comply with manual feeding requirements and are appropriately marked. Stringent criteria check blade stability during operation and address risk factors such as kickback, ejected material, and accidental starting.
  • Noise and Vibration Measurement: Updated methods for the measurement and communication of noise and vibration emissions, allowing users to compare tools and assess required protective measures.
  • Battery Tool Safety: New normative sections specify requirements for isolation and disabling devices in battery-powered tools, reducing the risk of unintentional operation during maintenance or servicing.
  • Normative References: Incorporation of the latest references to international and European publications for consistent safety benchmarks, such as EN 847-1 for woodworking tools.
  • EU Machinery Regulation Alignment: Annex ZZ relates this European Standard to the essential requirements outlined in Regulation (EU) 2023/1230, supporting regulatory compliance and market acceptance.

Applications

The practical applications of SIST EN IEC 62841-3-3:2026/A11:2026 span several industries and contexts:

  • Manufacturers of transportable planers and thicknessers use the standard to ensure their products meet the stringent safety and performance requirements for the EU and EFTA markets.
  • Importers and distributors depend on documented conformity to facilitate market entry and minimize liability risks.
  • Occupational health and safety professionals reference the standard to establish safe work practices and conduct risk assessments in workshops, factories, and job sites.
  • Tool maintenance providers apply the outlined checks for blade stability, noise emissions, and disabling devices to guarantee continued operational safety throughout the product's lifecycle.
  • End-users and operators benefit from improved instructions, safety markings, and noise information, enabling safer handling and awareness of potential risks associated with woodworking machinery.

Related Standards

  • EN 62841-1:2015: General safety requirements for electric motor-operated hand-held tools, transportable tools, and lawn and garden machinery.
  • EN 847-1:2017: Safety requirements for woodworking tools, including milling tools and circular saw blades.
  • ISO 180:2023: Methods for determination of Izod impact strength in plastics, relevant for materials used in protective devices.
  • Regulation (EU) 2023/1230: Legislative framework on machinery safety in the European Union.
  • EN IEC 62841 series: A suite of standards addressing safety for a broad range of electric tools, with each part focusing on particular types or aspects.

Adopting SIST EN IEC 62841-3-3:2026/A11:2026 ensures robust safety practices for transportable woodworking machinery and demonstrates adherence to internationally recognized safety benchmarks.

EN 62841-1:2015/A11:2022 and EN 62841-1:2015/A1:2025, so as to convert it into the European Standard:
Particular requirements for transportable planers and thicknessers.
Where a particular subclause of Part 1 is not mentioned in the Part 3-3, that subclause applies. When this
document states “addition”, “modification” or “replacement”, the relevant text in Part 1 is to be adapted
accordingly.
The following print types are used:
— requirements; in roman type;
— test specifications: in italic type;
— notes: in smaller roman type.
The terms defined in Clause 3 are printed in bold typeface.
Subclauses, notes, tables and figures which are additional to those in Part 1 are numbered starting from 101.
Clauses, subclauses, notes, tables, figures and annexes which are additional to those in IEC 62841-3-3:2024
are prefixed “Z”.
This document follows the overall requirements of EN ISO 12100.
This document has been prepared under a standardization request addressed to CENELEC by the European
Commission. The Standing Committee of the EFTA States subsequently approves these requests for its
Member States.
For relationship with EU Legislation, see informative Annex ZZ, which is an integral part of this document.
Compliance with the clauses of Part 1 together with Part 3-3 provides one means of conforming with the
essential health and safety requirements of the Directive concerned.
Any feedback and questions on this document should be directed to the users’ national committee. A complete
listing of these bodies can be found on the CENELEC website.
1 Modification to Clause 2, “Normative references”
Add the following normative reference:
EN 847-1:2017, Tools for woodworking - Safety requirements - Part 1: Milling tools, circular saw blades
2 Modifications to Clause 8, “Marking and instructions”
Replace item 104) of 8.14.2 b) with the following:
“104) Instruction on the situations in which the push-stick is to be used, such as guiding the material being fed
into the planer or when working with small workpieces;”
Replace in 8.14.2 Za) list items 3, 4 and 5 with the following:

3) The following information:
— that the declared noise emission value(s) have been measured in accordance with a standard test
method and may be used for comparing one tool with another;
— that the declared noise emission value(s) may also be used in a preliminary assessment of exposure.
4) A warning:
— that the noise emissions during actual use of the power tool can differ from the declared values
depending on the ways in which the tool is used especially what kind of workpiece is processed; and
— of the need to identify safety measures to protect the operator that are based on an estimation of
exposure in the actual conditions of use (taking account of all parts of the operating cycle such as the
times when the tool is switched off and when it is running idle in addition to the trigger time).”
3 Modifications to Clause 19, “Mechanical hazards”
Add the following key items in the key to Figure 103:
“a  projection of the cutting edge of the blades
b  distance between 3 and 4
D  Cutter clock diameter”
Add the following subclause:
“19.101.Z1  The cutter block shall comply with the requirements for manual feed and be marked with “MAN”.
Compliance is checked by inspection and by the requirements of EN 847-1:201
