SIST EN 18159:2026 is a Slovenian standard for product category rules (PCR) for Environmental Product Declarations (EPD) of double skin metal faced insulating sandwich panels for roofing and cladding. It specifies how these panels are modelled and declared in line with EN 15804, for manufacturers, EPD authors, verifiers and users of building-product environmental data.
What does SIST EN 18159:2026 specify?
SIST EN 18159:2026 gives complementary product category rules (c-PCR) for Type III environmental declarations for double skin metal faced insulating sandwich panels used in building envelopes. It covers panels within the scope of the prEN 14509 parts for self-supporting and structural applications, including panels with perforated faces and panels with core materials other than those defined in those parts.
The document is organized around the scope, references, terms, general EPD aspects, life cycle assessment (LCA) rules, EPD content, project reporting, verification and validity. Its annexes provide reference service life guidance, impact assessment data, default transport and installation data, deconstruction data, end-of-life rules, interpolation rules and guidance on additional environmental indicators.
| Annex | What it covers |
|---|---|
| A | Requirements and guidance on the reference service life |
| B | Waste |
| C | Impact categories, indicators, methodologies and characterization factors |
| D | End-of-life formulae |
| E | Data quality assessment schemes |
| F | Illustration of material flows of sandwich panels |
| G | Default data for transport in module A4 |
| H | Default data for installation in module A5 |
| I | Default data for deconstruction in module C1 |
| J | Default data for transport in module C2 |
| K | Default rates of reuse, recycling and losses |
| L | Interpolation rules |
| M | Selection of additional environmental indicators |
What are the key requirements of SIST EN 18159:2026?
Product category and scope
SIST EN 18159:2026 applies to sandwich panels used for non-structural and structural purposes in building envelopes, and also to panels with perforated faces and different core materials. The document requires the face materials and core materials to be stated in the EPD, so a reader can see exactly which panel configuration the declaration represents.
In practice, this matters because EPD comparison only makes sense when the declared panel type is clearly identified. The standard explicitly recognizes faces such as steel, stainless steel, aluminium and copper, and core materials such as PU, SW, GW, PF, XPS and EPS.
Life cycle modelling and declared stages
SIST EN 18159:2026 is built on EN 15804 and sets rules for the life cycle modules that must be considered for these panels. It allows a separate declaration of A1-A3 to be omitted, but the individual processes still need to be allocated and transport between the processes has to be included where it occurs.
For the construction stage, the standard points to EN 15804 and its own annexes for transport to site and installation. For the end-of-life stage, it aligns the model with deconstruction, transport, waste processing and the benefits or loads beyond the system boundary.
Reference service life, scenarios and defaults
SIST EN 18159:2026 uses a reference service life (RSL) framework and gives specific guidance in Annex A. The RSL is tied to intended use, maintenance, location, weather exposure and, for steel faces, coating quality.
That means the person preparing the EPD must justify the service-life scenario and the associated replacement or end-of-life assumptions. The standard also provides default data when real project data are not available, including transport, installation and deconstruction defaults in Annexes G, H, I and J.
End-of-life and module D treatment
SIST EN 18159:2026 sets out end-of-life routes for reuse, recycling and disposal, including how to separate faces and insulation when that is part of the scenario. It also gives direction on what belongs in module D for faces, such as metal scrap conversion back into recycled cast metal and product reuse with the related transport and finishing steps.
This is important for EPDs because the end-of-life modelling can strongly affect declared results. The standard also uses default rates in Annex K when a more specific end-of-life scenario is not available.
EPD content and environmental indicators
SIST EN 18159:2026 specifies what an EPD has to declare: general information, LCA-based indicators, scenario and technical information, and additional information on release of dangerous substances to indoor air, soil and water during use. It also sets rules for aggregation of information modules and for the project report that supports verification.
For faces, the standard gives a clear rule on some additional environmental impact indicators: freshwater ecotoxicity, human toxicity cancer effects and human toxicity non-cancer effects should not be declared unless a national or market requirement makes them mandatory. The indicator for particulate matter should also be withheld when there is doubt about the reliability of the source data.
Verification and data quality
SIST EN 18159:2026 requires a project report with LCA-related elements, additional information and data available for verification. Annex E gives schemes for assessing the quality of generic and specific data, and the document links this to EPD verification and validity.
In practice, this means the environmental declaration is not just a summary sheet. It must be backed by traceable modelling choices, data quality checks and enough documentation for an independent verifier to review the result.
What terms does SIST EN 18159:2026 define?
- Environmental product declaration (EPD) - a declaration that reports environmental information for a product using the standard’s rules.
- Product category rules (PCR) - the rules that define how products in one category are modelled and reported.
- Complementary product category rules (c-PCR) - additional rules that refine EN 15804 for this specific product group.
- Life cycle assessment (LCA) - the method used to evaluate environmental aspects across life cycle stages.
- Life cycle inventory analysis (LCI) - the part of LCA that collects input and output data for the product system.
- Life cycle impact assessment (LCIA) - the part of LCA that translates inventory data into environmental impact indicators.
- Reference service life (RSL) - the service-life assumption used for the panel in the declared scenario.
- Core - the insulating layer bonded between the two metal faces.
Who uses SIST EN 18159:2026?
SIST EN 18159:2026 is used by manufacturers of double skin metal faced insulating sandwich panels who prepare EPDs for roofing, cladding and building-envelope applications. It is also used by LCA practitioners, EPD program operators, verifiers and certification bodies that check environmental declarations.
Architects, specifiers, buyers and sustainability teams use it to compare declared environmental data for panels that are intended for the same kind of use. It is also relevant for companies that need to document transport, installation, end-of-life and module D assumptions in a consistent way.
Which standards are used with SIST EN 18159:2026?
SIST EN 18159:2026 is intended to be used with these documents:
- EN 15804:2012+A2:2019 - provides the core rules for EPDs of construction products and the overall LCA structure.
- EN 16783:2017 - provides PCR support for thermal insulation products and general guidance for core materials.
- EN ISO 9229:2020 - provides vocabulary for thermal insulation, helping align terminology.
- prEN 14509-1:2024 - defines factory-made double skin metal faced insulating sandwich panels for self-supporting applications.
- prEN 14509-2:2024 - defines factory-made double skin metal faced insulating sandwich panels for structural applications.
What does the SIST EN 18159:2026 document contain?
SIST EN 18159:2026 contains the rules for defining the product category, selecting life cycle modules, and preparing the EPD content for these sandwich panels. It includes tables that assign processes to modules, such as the product-stage split between A1 and A3 and the end-of-life scenarios across C1 to D.
The annexes provide practical modelling tools: a reference service life framework, impact categories and characterization factors, default transport and installation data, deconstruction data, default reuse and recycling rates, and interpolation rules for building separate EPDs from comparable panel thicknesses.
It also includes a figure showing material flows for sandwich panels and guidance on additional environmental indicators, including why some indicators should be omitted or treated cautiously. That makes the document useful both for drafting EPDs and for checking whether a declaration follows the same modelling logic as other declarations for the same product group.

Introduction
As in EN 15804:2012+A2:2019, in addition:
This document provides rules for environmental product declarations (EPD) for metal faced insulating
sandwich panels for structural and non-structural purposes in building envelopes. These sandwich
panels consist of a thermal insulating core, e.g. of mineral wool or polyurethane, between outer layers of
metal. Both sides of the core are bonded firmly to the two outer layers.
This document complements the core product category rules for all construction products and services
as established in EN 15804:2012+A2:2019.
1 Scope
