Safety of machinery - Safety requirements for the design and construction of paper making and finishing machines - Part 4: Pulpers and their loading facilities
This European Standard applies to pulpers and their loading facilities intended for use in paper making and shall be used together with EN 1034-1:2000+A1:2009. It deals with all significant hazards, hazardous situations and hazard events relevant to pulpers and their loading facilities, when they are used as intended and under the conditions foreseen by the manufacturer (see clause 4).
This European Standard is not applicable to pulpers and their loading facilities that have been manufactured before the date of publication of this standard.

This document (EN 1034-4:2021) has been prepared by Technical Committee CEN/TC 198 “Printing and
paper machinery - Safety”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by May 2022, and conflicting national standards shall be
withdrawn at the latest by May 2022.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 1034-4:2005+A1:2009.
In comparison with the previous edition, the following technical modifications have been made:
a) Throughout the document, clear differentiation between the different types of pulpers. The term
under machine pulper/machine integrated pulper has been added (including schematic
representation). The term stand-alone pulper has been introduced for differentiation.
b) In 5.5.1: Addition of a requirement regarding maximum distance between pulper wall and walkway
floor; addition of a requirement for means of access and walkways regarding use of corrosion
resistant or galvanized materials.
c) Throughout the document, the requirements for safety-related functions have been added and
updated; in 5.11.3, the inclusion of a table with an overview of the safety functions.
d) A new subclause 5.9 with requirements for the emptying of stand-alone pulpers and under machine
pulpers has been added.
e) In 5.19 review of requirements on maintenance, inspection and cleaning requirements: as an
alternative to manholes (previously only required), provision for mounting systems for safe entry
and rescue systems (addition of an example of an entry/rescue system in Annex A), provision of a
separate system for transporting tools when entering the pulper, addition of measures to prevent
the occurrence of hazardous gases, such as appropriate openings, forced ventilation or ventilation
through trash discharge gates.
f) In Clause 7, information on maintenance, inspection and cleaning has been added.
g) Review of Annex ZA.

Introduction
This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in the case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those that are stated in type-A or type-B

1 Scope
This document specifies safety requirements.
This document is applicable to pulpers and their loading facilities intended for use in paper making as
well as for pulpers used in pulp drying machines and is intended to be used together with
EN 1034-1:2021.
This document deals with all significant hazards, hazardous situations or hazardous events relevant to
pulpers and their loading facilities, when they are used as intended and under conditions of misuse which
are reasonably foreseeable by the manufacturer.
This document does not apply to pulpers and their loading facilities that have been manufactured before
the date of publication of this document.

hydrogen sulfide
Note 1 to entry: If residues remain in the stopped pulper for a longer period of time (typically 0,5 to 2 days),
digester gas can develop. Depending on the prevailing conditions (e.g. temperature, type of material introduced),
this can happen in individual cases after a few hours or even after days.

4 List of significant hazards
For an overview of all significant hazards dealt with in this document, see Annex C, Table C.1.
5 Safety requirements and/or measures
5.1 General
Machinery shall comply with the safety requirements and/or measures of this clause. In addition, the
machine shall be designed according to the principles of EN ISO 12100:2010 for relevant but not
significant hazards that are not dealt with by this document, e.g. avoidance of sharp edges.
5.2 Requirements for safety devices
5.2.1 The requirements of EN 1034-1:2021, 5.1 shall be satisfied.
5.2.2 The instruction handbook shall contain instructions for checking the safety devices.
5.3 Power transmission elements
Safety devices for power transmission elements between the drive and rotor or drum of the pulper shall
be selected and designed as specified in EN 1034-1:2021, 5.2.
5.4 Workplaces, access stairs, walkways, passageways
5.4.1 The requirements of 5.5 of EN 1034-1:2021 and EN ISO 14122-1:2016, EN ISO 14122-2:2016,
EN ISO 14122-3:2016, EN ISO 14122-4:2016 as well as of 5.4.2, 5.4.3 and 5.6.4 shall be satisfied.
5.4.2 Stairs and walkways on drum pulpers shall be fitted in such a way that in-running nips between
these elements and the drum are avoided. The safety distances specified in EN 1034-1:2021, 5.4 and in
EN ISO 13857:2019, Table 2 shall be applied.
5.4.3 Where access is required to parts of the machine, but is prevented or made difficult by the
position of the loading facility, crossovers or passageways shall be provided so that access to the loading
facility is avoided.

5.5 Falling hazard on pulpers
5.5.1 General requirements:
By appropriate design, installation and, if necessary, additional measures against tripping or falling, it
shall be ensured that persons cannot fall into the pulper. Fall-off protections, e.g. at the pulp tank or at
the entry openings of drum pulper shall be at least 1,20 m high (measured from possible standing level)
and designed in such a way that climbing up and falling through are prevented.
The distance between the pulper wall and the stand area at the pulper shall not exceed 0,12 m in order
to prevent tripping or falling.
Corrosion-resistant or galvanized material should be used for the construction of working platforms,
walkways, stairs and fall-off protections when exposed to moisture in order to prevent risks due to loss
of strength of the supporting elements as a result of expected excessive corrosion.
NOTE Continuous exposure to moisture is usually to be expected up to 2 m from the moisture source. In this
context, e.g. the raw material infeed could be considered as the moisture source. Therefore, e.g. for stand-alone
pulpers with a cover on the top, the area outside the tank will generally be considered dry, but not for pulpers
without a cover.
5.5.2 Danger of falling into stand-alone pulpers and under machine pulpers:
Persons are prevented from falling into the stand-alone pulper or machine integrated pulper, if:
— on stand-alone pulpers with a tank open at the top, the upper edge of the tank is at least 1,20 m above
standing level and the outer pulper walls are designed so that stepping up on them is not possible. If
the upper edge of the tank is lower, an additional fall-off protection shall be provided to meet the
requirements mentioned above;
— by closing the pulper tank with a load-bearing cover. If there are openings in this cover, they shall be
provided with closing lids or flaps. The closing lids or flaps shall be equipped with at least one handle
for opening. When the cover or flap is open, a grille permanently installed in the opening shall
prevent persons from falling through. Unintentional closing of the lid or flap from the open position
shall be prevented by design;
— in the case of stand-alone pulpers with openings in the side wall intended for the introduction of
additives by hand, if tilting devices, chutes, hoppers and similar devices are designed in such a way
that persons cannot climb onto them or fall through. Safety distances to the moving parts shall be
maintained in accordance with EN ISO 13857:2019, Table 2 and Table 4;
— on stand-alone pulpers with a mechanical loading facility, the charging opening is designed so that
no blockages of the loaded material can occur. This can be achieved by providing diverting bars
arranged at an appropriate distance in front of the charging opening. Working platforms at the end
of the charging conveyor shall be designed so that there is no risk of falling onto the conveyor or into
the pulper;
— on stand-alone pulpers with an access door (e.g. to enter with a ladder), allowing whole-body access,
the door shall be so designed that it open outwards only and by means of a special key or by
interlocking the door with the pulper drive (with or without guard locking based on the actual
stopping time) ac

This document (prEN 1034-4:2020) has been prepared by Technical Committee CEN/TC 198 Printing
and paper machinery - Safety”, the secretariat of which is held by DIN.
This document is currently submitted to the CEN Enquiry.
This document will supersede EN 1034-4:2005+A1:2009.
In comparison with the previous edition, the following technical modifications have been made:
a) Throughout the document, clear differentiation between the different types of pulpers. The term
under machine pulper/ machine integrated pulper has been added (including schematic
representation). The term stand-alone pulper was introduced for differentiation.
b) In 5.5.1: Addition of a requirement regarding maximum distance between pulper wall and walkway
floor; addition of a requirement for means of access and walkways regarding use of corrosion
resistant materials.
c) The requirements for safety-relevant parts of control systems were supplemented and updated
throughout the document; in 5.11.3 Inclusion of a table with an overview of safety functions.
d) A new Clause 5.9 with requirements for the emptying of stand-alone pulpers and under machine
pulpers was added.
e) In 5.19 review of requirements on maintenance, inspection and cleaning requirements: as an
alternative to manholes (previously only required), provision for mounting systems for safe entry
and rescue systems (addition of an example of an entry/rescue system in Annex A), provision of a
separate system for transporting tools when entering the pulper, addition of measures to prevent
the occurrence of hazardous gases, such as appropriate openings, forced ventilation or ventilation
through trash discharge gates.
f) In Clause 7, information on maintenance, inspection and cleaning has been added.
g) Review of Annex ZA.

This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the
market players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in the case of machinery intended for use by consumers)
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events
are covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-

take precedence over the requirements of the other standards for machines that have been designed

1 Scope
This document specifies safety requirements.
It is applicable to pulpers and their loading facilities intended for use in paper making as well as for
pulpers used in pulp drying machines and is intended to be used together with prEN 1034-1:2019.
This document deals with all significant hazards, hazardous situations or hazardous events relevant to
pulpers and their loading facilities, when they are used as intended and under conditions of misuse
which are reasonably foreseeable by the manufacturer.
This document is not applicable to pulpers and their loading facilities that have been manufactured
before the date of publication of this standard.

5 Safety requirements and/or measures
5.1 General
Machinery shall comply with the safety requirements and/or measures of this clause. In addition, the
machine shall be designed according to the principles of EN ISO 12100:2010 for relevant but not
significant hazards that are not dealt with by this document, e.g. avoidance of sharp edges.
5.2 Requirements for safety devices
5.2.1 The requirements of prEN 1034-1:2019, 5.1 shall be satisfied.
5.2.2 The instruction handbook shall contain instructions for checking the safety devices.
5.3 Power transmission elements
Safety devices for power transmission elements between the drive and rotor or drum of the pulper shall
be selected and designed as specified in prEN 1034-1:2019, 5.2.
5.4 Workplaces, access stairs, walkways, passageways
5.4.1 The requirements of 5.5 of prEN 1034-1:2019 and EN ISO 14122-1:2016, EN ISO 14122-2:2016,
EN ISO 14122-3:2016, EN ISO 14122-4:2016 as well as of 5.4.2, 5.4.3 and 5.6.4 shall be satisfied.
5.4.2 Stairs and walkways on drum pulpers shall be fitted in such a way that in-running nips between
these elements and the drum are avoided. The safety distances specified in prEN 1034-1:2019, 5.4 and
in prEN ISO 13857:2017, Table 2 shall be applied.
5.4.3 Where access is required to parts of the machine, but is prevented or made difficult by the
position of the loading facility, crossovers or passageways shall be provided so that access to the
loading facility is avoided.
5.5 Falling hazard on pulpers
5.5.1 General requirements:
By appropriate design, installation and, if necessary, additional measures against tripping or falling, it
shall be ensured that persons cannot fall into the pulper. Fall-off protections, e.g. at the pulp tank or at
the entry openings of drum pulper shall be at least 1,20 m high (measured from possible standing level)
and designed in such a way that climbing up and falling through are prevented.
The distance between the pulper wall and the stand area at the pulper shall not exceed 0,12 m in order
to prevent tripping or falling.
Corrosion-resistant material should be used for the construction of working platforms, walkways, stairs
and fall-off protections when exposed to moisture in order to prevent risks due to loss of strength of the
supporting elements as a result of expected excessive corrosion.
5.5.2 Danger of falling into stand-alone pulpers and under machine pulpers:
Persons are prevented from falling into the stand-alone pulper and machine integrated pulper, if:
— on stand-alone pulpers with a tank open at the top, the upper edge of the tank is at least 1,20 m
above standing level and the outer pulper walls are designed so that stepping up on them is not
possible. If the upper edge of the tank is lower, an additional fall-off protection shall be provided to
meet the requirements mentioned above, see;

— on closed or covered stand-alone pulpers with cover openings, these openings are closed by covers
and, with the cover in open position, are protected by fixed grilles designed so that persons cannot
fall through. Covers shall be provided with side handles as well as adequate means for securing
them in the open position to prevent unexpected or unintended sudden closing ;
— on stand-alone pulpers with side openings for manually feeding stock mixtures, dump equipment,
chutes or similar facilities are designed so that persons cannot climb onto them or fall through, for,
parts, the safety distances of prEN ISO 13857:2017, Table 2 and Table 4 shall be applied on stand-
alone pulpers with a mechanical loading facility, the charging opening is designed so that no
blockages of the loaded material can occur. This can be achieved by providing diverting bars
arranged at an appropriate distance in front of the charging opening; working platforms at the end
of the charging conveyor shall be designed so that there is no risk of falling onto the conveyor or
into the pulper;
— on stand-alone pulpers with an access door allowing whole-body access the door is to design to
open outwards and by means of a key access interlock or by interlocking (with or without guard
locking based on the actual stopping time) according to EN ISO 14119, so that the pulper is at stand
still or at hold to run function if the door is open;
— the safety related interlocking function shall meet at least EN ISO 13849-1:2015, PL d or
EN 62061:2005, SIL 2;
— the hold to run function if installed shall meet at least EN ISO 13849-1:2015, PL c or
EN 62061:2005, SIL 1;
— on stand-alone pulpers and under machine pulpers with manual or gravity loading (e.g. web
unwinding from a drum), the dimensions given in Figures 4 and 5 are adhered to;
— on stand-alone pulpers where the charging conveyor is regularly walked on for operational reasons
(e.g. for the removal of cores on machinery with reel splitting machines), protection against falling,
adjustable if required, is provided in front of the feeding opening and access to the conveyor is
safeguarded by an interlocking gate; the interlocking system shall be designed so that access is
possible only with the conveyor switched off and the protection against falling is in its safeguarding
position. The control system of the interlocking device shall comply with at least
EN ISO 13849-1:2015, PL c or EN 62061:2005, SIL 1;
— on under machine pulpers located below paper making, board making or tissue making machines
for the recovery of waste (recovery stock) and which have a feed opening with a hatch, the fall of
persons into the pulper is prevented, if in front of this hatch an interlocking guard with guard
locking in accordance with EN ISO 14119:2013 is provided so that access is only possible with the
hatch closed. The control system of the interlocking device shall meet at least
EN ISO 13849-1:2015, PL c or EN 62061:2005, SIL 1. The hatch shall be designed or safeguarded in
such a way that crushing hazards are avoided in accordance with prEN 1034-1:2019, 5.3 and
EN ISO 13854:2019.
NOTE The function of the guard could alternatively be realized by a corresponding design of the cover.
5.5.3 Machine-integrated pulpers are protected by guards in such a way that no entry is possible.
