Abstract

NOTE Throughout this standard, the abbreviation ACS (ASSEMBLY for construction site, see 3.1.101) is used for a low-voltage switchgear and controlgear assembly intended for use on construction and similar sites.
This part of 61439 defines the specific requirements of ACS as follows:
- ASSEMBLIES for which the rated voltage does not exceed 1 000 V in case of AC or 1 500 V in case of DC;
- ASSEMBLIES where the nominal primary voltage and the nominal secondary voltage of transformers incorporated in ACS are within the limits specified above;
- ASSEMBLIES intended for use on construction sites, both indoors and outdoors, i.e. temporary places of work to which the public do not generally have access and where building construction, installation, repairs, alteration or demolition of property (buildings) or civil engineering (public works) or excavation or any other similar operations are carried out;
- transportable (semi-fixed) or mobile ASSEMBLIES with enclosure.
The manufacture and/or assembly may be carried out other than by the original manufacturer.
This standard does not apply to individual devices and self-contained components, such as motor starters, fuse switches, electronic equipment, etc. which will comply with the relevant product standards.
This standard does not apply to ASSEMBLIES for use in the administrative centres of construction sites (offices, cloakrooms, ASSEMBLY rooms, canteens, restaurants, dormitories, toilets, etc.).
Requirements for electrical protection provided by equipment manufactured according to this International Standard are given in IEC 60364-7-704.

SIST EN IEC 61439-4:2026 is the SIST adoption of IEC 61439-4 for low-voltage switchgear and controlgear assemblies used on construction sites. It specifies particular requirements for ACS, including voltage limits, enclosure and mechanical requirements, verification methods, marking, and the information needed for temporary work-site installations.

What does SIST EN IEC 61439-4:2026 specify?

SIST EN IEC 61439-4:2026 specifies the particular requirements for ACS - low-voltage switchgear and controlgear assemblies intended for construction sites and similar temporary work locations. It is read together with IEC 61439-1, and its own content adds and modifies the general rules where ACS need different treatment.

The scope covers assemblies with rated voltage up to 1 000 V AC or 1 500 V DC, including assemblies with transformers whose primary and secondary voltages stay within those limits. It also covers transportable (semi-fixed) and mobile assemblies with enclosure, even when manufacture or assembly is not done by the original manufacturer. It excludes individual devices and self-contained components such as motor starters, fuse switches and electronic equipment, and it excludes assemblies for administrative centres on construction sites such as offices, cloakrooms, canteens, dormitories and toilets.

The document is organized into the general IEC 61439 structure: clauses 1 to 11, plus Clause 101 on particular features of ACS. It also includes informative and normative annexes that support user information, design verification, temperature-rise guidance and national notes.

What are the key requirements of SIST EN IEC 61439-4:2026?

SIST EN IEC 61439-4:2026 sets out the technical points that matter most when designing, building and specifying ACS: declared ratings, service conditions, enclosure protection, mechanical strength, electrical protection and the functions built into the assembly. In practice, these requirements tell the manufacturer what to state, what to build in, and what to verify before the ACS is put into service.

Ratings and declared characteristics

Clause 5 states that the rated current of an ACS is the current of its incoming circuit, and that the current must be carried without exceeding the temperature-rise limits of Part 1. The clause also requires the manufacturer to declare the assumed loading of outgoing circuits, with Table 101 giving default loading factors when no other value is declared.

Clause 5.6 requires the manufacturer to declare the ACS function(s), external design, mobility, degree of protection, mounting method, electric shock protection, corrosion resistance, special service conditions and EMC classification. This matters because the user and designer need these declarations to match the assembly to the site, the load profile and the environmental conditions.

Marking and technical information

Clause 6 requires durable labels that remain visible and legible when the ACS is installed and operating. The label information includes the manufacturer identification, type designation, date of manufacture, IEC 61439-4, type of current, rated voltage, rated current, degree of protection and weight when above 30 kg.

Clause 6.2.1 requires technical documentation to include circuit ratings, withstand values, frequency, RDF, functions, short-circuit withstand strength, characteristics of protective devices, and overall dimensions. Clause 6.2.2 also asks the manufacturer to state which other assemblies may be connected and whether compatibility depends on earthing system or protective-device coordination. In practice, this documentation supports correct selection, connection and coordination on site.

Service conditions and environmental exposure

Clause 7 limits the applicable pollution degrees to 3 and 4, and allows pollution degree 2 only in the microenvironment when the enclosure is at least IP5X and condensation is controlled. Clause 7.2 adds heavily polluted atmosphere as a special service condition. That means the manufacturer must treat dirty or aggressive site environments as part of the specification, not as an afterthought.

Clause 10.2.2.101 adds a corrosion verification for heavily polluted atmosphere, using continuous exposure to sulphur dioxide for ten days. This is the check used when the ACS is declared for that environment, so the declared corrosion resistance must be backed by test.

Enclosure protection and mechanical robustness

Clause 8 requires all apparatus to be inside the enclosure, with removable panels, cover plates or doors as needed for connection or maintenance. Clause 8.1.2 requires corrosion protection by suitable materials or coatings, and Clause 8.1.4 requires ultraviolet resistance for insulating-material enclosures and external parts made of insulating material.

Clause 8.1.5 requires the ACS to withstand mechanical shocks corresponding to transport over long periods in road or rail vehicles, and Clause 8.1.6 requires lifting rings, handles or an equivalent system firmly attached to the enclosure or supporting framework. Clause 8.2.1 adds a 6 J impact requirement, and Clause 8.2.2 requires at least IP44 with doors closed and panels fitted. For a reader, this means the assembly has to survive handling, site movement and weather exposure without losing protection.

Electrical protection and accessibility

Clause 8.4.3.1 requires the ACS to include protective measures suitable for installations in accordance with IEC 60364-7-704. Clause 8.5.3 adds that plugs with different rated currents or voltages shall not be interchangeable, and that three-phase socket-outlet connections shall retain the same phase order.

Clause 8.5.101 limits accessible parts so that only socket-outlets, operating handles and control buttons may be accessible without a key or tool, while the main switch actuator must be easily accessible. Clause 8.8 requires external cable connections to be re-wireable or socket-outlets, and socket-outlets shall have at least 16 A rating. This keeps site operation simple while reducing wrong connections and unsafe access.

ACS functions and unit arrangement

Clause 101 states that an ACS consists of one incoming unit and one or more outgoing units, and may include metering and transformer units. The incoming unit needs an isolating device, an over-current protective device, and a means to secure the isolating device in the open position, unless upstream protection already provides the needed protection.

Clause 101.3 says metering units intended for payment metering need agreement with energy suppliers. Clause 101.4 covers LV/ELV and LV/LV transformer units, including the use of IEC 61558-2-23 transformers and the relevant protection measures. Clause 101.5 requires each outgoing unit to provide isolation, load switching, over-current protection and fault protection, and socket-outlet circuits need basic or fault protection and over-current protection matched to the socket-outlet rating.

What terms does SIST EN IEC 61439-4:2026 define?

ACS means a low-voltage switchgear and controlgear assembly for construction sites, designed for use on construction sites indoors and outdoors.

Enclosed ACS means an ACS enclosed on all sides, except possibly its mounting surface, so that it provides a defined degree of protection.

Box-type ACS means an enclosed ACS intended to be mounted on a vertical surface or to stand on a horizontal surface with feet, legs or other mounting means.

Transportable ACS means a semi-fixed ACS intended for a place where it is not permanently fixed and can be disconnected before being moved.

Mobile ACS means an ACS that can be moved as work advances on the site without being disconnected from the supply.

Metering unit means a functional unit equipped with apparatus for metering electrical energy.

Transformer unit means a functional unit consisting mainly of one or more transformers.

Incoming supply function means suitability for connection to the public supply network, a transformer substation or an on-site generator.

Who uses SIST EN IEC 61439-4:2026?

SIST EN IEC 61439-4:2026 is used by switchgear and controlgear manufacturers, panel builders, and companies that assemble or integrate ACS for construction sites. It is also used by electrical designers, contractors, site electrical supervisors, testing laboratories, conformity-assessment bodies, and purchasers who need to specify temporary site distribution equipment.

In practice, these users apply the document when selecting ratings, arranging protective devices, designing enclosures, checking IP and mechanical performance, preparing technical documentation, and verifying that the ACS fits the intended construction-site installation.

What changed in SIST EN IEC 61439-4:2026 from the previous edition?

This part cancels and replaces IEC 60439-4 (2004) and is described as a technical revision. The stated significant changes are a modified title, alignment with IEC 61439-1 in structure and technical content where applicable, and changes that allow comparison with tested ACS.

Which standards are used with SIST EN IEC 61439-4:2026?

SIST EN IEC 61439-4:2026 uses IEC 61439-1 as its general-rules base, and the text says it is to be read in conjunction with Part 1. It also names the following normative references:

  • IEC 60068-2-27 - shock testing for mechanical impact verification
  • IEC 60068-2-42 - sulphur dioxide corrosion testing for heavily polluted atmosphere
  • IEC 60364-7-704 - installation requirements for construction and demolition site installations
  • IEC 61140 - common aspects of protection against electric shock
  • IEC 61558-2-23 - requirements for transformers and power supply units for construction sites

These standards supply the test methods, installation context and component requirements that Part 4 relies on.

What does the SIST EN IEC 61439-4:2026 document contain?

The document contains the standard clause structure for scope, references, definitions, interface characteristics, information, service conditions, construction, performance, design verification and routine verification. It also contains Clause 101, which sets out the internal arrangement and functions of ACS, including incoming, metering, transformer and outgoing units.

Several parts are especially practical: Table 101 gives assumed loading factors for outgoing circuits, Table C.1 is a user-information template, and Table D.1 lists the design verifications to perform. Figure 101 shows the impact-test setup, and Annex L provides guidance for temperature-rise verification. Annex N collects country-specific notes that affect local application.
