Overview
EN 62056-46:2002 (equivalent to IEC 62056-46:2002) defines the data link layer for electricity metering communications using the HDLC (High-Level Data Link Control) protocol. It applies to connection‑oriented, HDLC‑based, asynchronous communication profiles used for meter reading, tariff management and load control. The standard is part of the IEC/EN 62056 family that supports DLMS/COSEM smart‑metering interoperability.
Key Topics and Requirements
- Scope: Specifies the data link layer behaviour for connection‑oriented asynchronous exchanges between meters and reading/management systems.
- HDLC usage: Defines how the ISO/IEC HDLC procedures are applied in the electricity‑metering context (referencing ISO/IEC 13239).
- Interoperability focus: Intended to work with physical layer services and procedures (see IEC/EN 62056‑42) and higher layers such as the COSEM application layer (IEC/EN 62056‑53).
- Normative/Informative content: The document includes normative annexes required for compliance and informative annexes for implementation guidance. Annex ZA maps to European normative references.
- Maintenance and profile management: The standard acknowledges DLMS User Association involvement for protocol maintenance and interoperability profiling.
Note: EN 62056-46 specifies layer responsibilities and mapping to HDLC procedures but does not replace the core HDLC specification; implementers should also consult ISO/IEC 13239 and relevant physical-layer standards.
Applications
EN 62056-46 is used where reliable, interoperable data link behavior is required between meters and collection systems:
- Smart meters and AMI (Advanced Metering Infrastructure) communications
- Automated meter reading (AMR) systems over asynchronous links
- Tariff switching and load control signaling between utilities and customer meters
- Firmware and protocol stacks in meter manufacturers’ devices implementing DLMS/COSEM
- System integrators and test laboratories validating meter communications and interoperability
Who Should Use This Standard
- Meter manufacturers and embedded firmware developers implementing HDLC-based data link layers
- Utility communications engineers designing meter-to-headend links for meter reading, tariff and load control
- Protocol integrators implementing DLMS/COSEM stacks where HDLC is the chosen data link protocol
- Test houses and conformity assessors performing compliance and interoperability tests
Related Standards
- IEC/EN 62056-42 – Physical layer services and procedures for connection‑oriented asynchronous data exchange
- IEC/EN 62056-53 – COSEM application layer
- IEC/EN 62056-61 – OBIS (object identification)
- IEC/EN 62056-62 – Interface classes
- ISO/IEC 13239 – HDLC procedures (underlying technical HDLC norms)
Using EN 62056-46 helps ensure robust, standards‑based HDLC data link implementations for electricity metering systems, improving interoperability across meter vendors and utility systems.
