This document contains limits and procedures for the measurement of radio disturbances in the
frequency range of 150 kHz to 5 925 MHz. This document applies to vehicles, boats, internal
combustion engines, trailers, devices and any electronic/electrical component intended for use
in vehicles, boats, trailers and devices. Refer to International Telecommunications Union (ITU)
publications for details of frequency allocations. The limits are intended to provide protection
for on-board receivers installed (per the manufacturer’s guidelines) in a vehicle from
disturbances produced by components/modules in the same vehicle.
The receiver types to be protected are, for example, broadcast receivers (sound and television),
land mobile radio, radio telephone, amateur, citizens' radio, Satellite Navigation (GPS etc.), WiFi, V2X, and Bluetooth.
This document does not include protection of electronic control systems from radio frequency
(RF) emissions or from transient or pulse-type voltage fluctuations. These subjects are included
in ISO publications.
The limits in this document are recommended and subject to modification as agreed between
the customer (e.g. vehicle manufacturer) and the supplier (e.g. component manufacturer). This
document is also intended to be applied by vehicle manufacturers and suppliers which are to
be added and connected to the vehicle harness or to an on-board power connector after delivery
of the vehicle.
This document defines test methods for use by vehicle manufacturers and suppliers, to assist
in the design of vehicles and components and ensure controlled levels of on-board radio
frequency emissions.
The emission requirements in this document are not intended to be applicable to the intentional
transmissions from a radio transmitter as defined by the ITU including their spurious emissions.
NOTE 1 This exclusion is limited to those intended transmitter emissions, which leave the EUT as radiated
emissions and are coupled onto the wire line in the measurement setup. For conducted transmissions on frequencies
intentionally produced by the radio part of an EUT, this exclusion does not apply.
NOTE 2 It is usual for customers and suppliers to use radio regulation standards to manage the effect of spurious
emissions from a radio transmitter unless limits of spurious emission are agreed in the test plan.

NEW! IEC 61000-4-30:2015 is available as IEC Standards+ 61000-4-30:2015 which contains the International Standard and its Redline version, showing all changes of the technical content compared to the previous edition. IEC 61000-4-30:201 5 defines the methods for measurement and interpretation of results for power quality parameters in a.c. power supply systems with a declared fundamental frequency of 50 Hz or 60 Hz. Measurement methods are described for each relevant parameter in terms that give reliable and repeatable results, regardless of the method's implementation. This standard addresses measurement methods for in-situ measurements. Measurement of parameters covered by this standard is limited to conducted phenomena in power systems. The power quality parameters considered in this standard are power frequency, magnitude of the supply voltage, flicker, supply voltage dips and swells, voltage interruptions, transient voltages, supply voltage unbalance, voltage harmonics and interharmonics, mains signalling on the supply voltage, rapid voltage changes, and current measurements. Emissions in the 2 kHz to 150 kHz range are considered in Annex C (informative), and over- and underdeviations are considered in Annex D (informative). Depending on the purpose of the measurement, all or a subset of the phenomena on this list may be measured. This third edition cancels and replaces the second edition published in 2008. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: - the measurement method for current, previously informative, is now normative with some changes; - the measurement method for RVC (rapid voltage change) has been added; - the measurement method for conducted emissions in the 2 kHz to 150 kHz range has been added in informative Annex C; - underdeviation and overdeviation parameters are moved to informative Annex D; - Class A and Class S measurement methods are defined and clarified, while Class B is moved to informative Annex E and considered for future removal; - measurement methods continue in this standard, but responsibility for influence quantities, performance, and test procedures are transferred to IEC 62586-2.

This International Standard contains limits and procedures for the measurement of radio
disturbances in the frequency range of 150 kHz to 2 500 MHz. The standard applies to any
electronic/electrical component intended for use in vehicles, trailers and devices. Refer to
International Telecommunications Union (ITU) publications for details of frequency
allocations. The limits are intended to provide protection for receivers installed in a vehicle
from disturbances produced by components/modules in the same vehicle. The method and
limits for a complete vehicle (whether connected to the power mains for charging purposes or
not) are in Clause 5 and the methods and limits for components/modules are in Clause 6.
Only a complete vehicle test can be used to determine the component compatibility with
respect to a vehicle’s limit.
The receiver types to be protected are, for example, broadcast receivers (sound and
television), land mobile radio, radio telephone, amateur, citizens' radio, Satellite Navigation
(GPS etc.), Wi-Fi and Bluetooth. For the purpose of this standard, a vehicle is a machine,
which is self-propelled by an internal combustion engine, electric means, or both. Vehicles
include (but are not limited to) passenger cars, trucks, agricultural tractors and snowmobiles.
Annex A provides guidance in determining whether this standard is applicable to particular
equipment.
This International Standard does not include protection of electronic control systems from
radio frequency (RF) emissions or from transient or pulse-type voltage fluctuations. These
subjects are included in ISO publications.
The limits in this standard are recommended and subject to modification as agreed between
the vehicle manufacturer and the component supplier. This standard is also intended to be
applied by manufacturers and suppliers of components and equipment which are to be added
and connected to the vehicle harness or to an on-board power connector after delivery of the
vehicle.
Since the mounting location, vehicle body construction and harness design can affect the
coupling of radio disturbances to the on-board radio, Clause 6 of this standard defines
multiple limit levels. The level class to be used (as a function of frequency band) is agreed
upon between the vehicle manufacturer and the component supplier.
This standard defines test methods for use by Vehicle Manufacturers and Suppliers, to assist
in the design of vehicles and components and ensure controlled levels of on-board radio
frequency emissions.
Vehicle test limits are provided for guidance and are based on a typical radio receiver using
the antenna provided as part of the vehicle, or a test antenna if a unique antenna is not
specified. The frequency bands that are defined are not applicable to all regions or countries
of the world. For economic reasons, the vehicle manufacturer is free to identify what
frequency bands are applicable in the countries in which a vehicle will be marketed and which
radio services are likely to be used in that vehicle.
As an example, many vehicle models will probably not have a television receiver installed; yet
the television bands occupy a significant portion of the radio spectrum. Testing and mitigating
noise sources in such vehicles is not economically justified.
The vehicle manufacturer should define the countries in which the vehicle is to be marketed,
then choose the applicable frequency bands and limits. Component test parameters can then
be selected from this standard to support the chosen marketing plan.

IEC 61000-4-23:2016(E) provides a protective devices test method for HEMP and other radiated disturbances. It is primarily intended for HEMP testing but can be applied to other externally generated radiated disturbances where appropriate. It provides a brief description of the most important concepts for testing of shielding elements. For each test, the following basic information is provided:
- theoretical foundation of the test (the test concepts);
- test set-up including outside-to-in and inside-to-out measurements;
- required equipment;
- test procedures;
- data processing.
This international standard does not provide information on requirements for specific levels for testing. Due to the available space, a transmitting antenna position outside the barrier has mainly been suggested. However, nowadays, many EMP protection facilities in practical use do not actually have enough space available outside the electromagnetic barrier due to physical constraints such as concrete walls or soil to allow the method described in IEC 61000-4-23:2000 (edition 1) to be applied correctly. From experience many facilities have available space for a 1 m separation or less only. Therefore, in many practical cases it is not possible to measure shielding effectiveness according to the test method of previous documents. The constructors for EMP protection facilities are also unwilling to build facilities with extra space for measurements with the transmitting antenna outside the barrier due to the great expense and inefficiency of the operational working area for new or existing buildings. This document provides additionally a method that allows the transmitting antenna to be placed inside the enclosure and the receiving antenna outside the barrier ('inside-to-out' method). Annex F includes test set-up and procedure examples. This second edition cancels and replaces the first edition published in 2000. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition:
a) updates to the shielding effectiveness (SE) test method in Clause 5;
b) a new Annex F describing methods for testing 'inside-to-out' has been added.

IEC 61000-4-25:2001+A1:2012 describe immunity test levels and related test methods for electrical and electronic equipment and systems exposed to high-altitude electromagnetic pulse (HEMP) environments. Specifications for test equipment and instrumentation test set-up, test procedures, pass/fail criteria, and test documentation requirements are also defined by this standard. These tests are intended to demonstrate the immunity of electrical and electronic equipment when subjected to HEMP radiated and conducted electromagnetic disturbances. The objective of this part of IEC 61000 is to establish a common and reproducible basis for evaluating the performance of electrical and electronic equipment, when subjected to HEMP radiated environments and the associated conducted transients on power, antenna, and input/output (I/O) signal and control lines. The amendment 1 introduces the damped sinusoidal wave standard recently published IEC 61000-4-18. This consolidated version consists of the first edition (2001) and its amendment 1 (2012). Therefore, no need to order amendment in addition to this publication.

This International standard specifies methods to measure the radio interference suppression
characteristics of passive EMC filtering devices used in power and signal lines, and in other
circuits.
The defined methods may also be applied to combinations of over-voltage protection devices
and EMC filtering devices.
The measurement method covers the frequency range from 9 kHz to several GHz depending
on the device and test circuit.
NOTE Measurement methods in this standard may be applied up to 40 GHz.
The standard describes procedures for laboratory tests (type tests) as well as factory tests.
Test methods with and without bias conditions are defined.
Measurement procedures are provided for unbiased and bias conditions. Measurements
under bias conditions are performed to determine potential non-linear behaviour of the EMC
filtering devices such as saturation effects in inductors with magnetic cores. This testing
serves to show the usability in a specific application (such as frequency converters that
produce high amplitudes of common mode pulse current and thus may drive inductors into
saturation). Measurement under bias conditions may be omitted if the non-linear behaviour
can be determined by other methods (e.g. separate saturation measurement of the inductors
used).

The purpose of this Technical Report is to describe the effects that have occurred during actual and simulated electromagnetic pulse testing throughout the world. These effects include those observed during the high-altitude nuclear tests conducted by the United States and the Soviet Union in 1962, and the HEMP simulator tests conducted by many countries during the years after atmospheric testing ended. In addition to direct effects, this technical report also contains information on HEMP coupling to "long lines" as it is important to verify that particular levels of currents and voltages can be induced by HEMP on these lines; this provides a basis for direct injection testing of electronic equipment. It should be noted that, in most cases, the electrical equipment tested or exposed did not contain the sensitive electronics in use today. Also it should be emphasized that all tests and exposures did not produce failure of the equipment; factors such as the geometry of the HEMP interaction and the electromagnetic shielding of the equipment are variables that can produce differing results. The description of these effects is intended to illustrate the seriousness of the possible effects of HEMP on modern electronic systems.

In addition to direct effects, this technical report also contains information on HEMP coupling to 'long lines' as it is important to verify that particular levels of currents and voltages can be induced by HEMP on these lines; this provides a basis for direct injection testing of electronic equipment.

This International Standard applies to the generation of electromagnetic energy from sound and television receivers for the reception of broadcast and similar transmissions and from associated equipment. The frequency range covered extends from 9 kHz to 400 GHz. No measurements need be performed at frequencies where no limits are specified. Receiving systems for collective reception, in particular: - cable distribution head ends (Community Antenna Television, CATV); - community reception systems (Master Antenna Television, MATV) are covered by IEC 60728-2. Broadcast receivers for digital signals are covered by Annex A and Annex B. Information technology equipment (ITE) is excluded, even if intended to be connected to a television broadcast receiver. The telecommunication port of broadcast receivers, intended to be connected to a telecommunication network, is covered by CISPR 22. In addition, measurements at the telecommunication port are performed with the broadcast reception functions, which are independent from the telecommunication function, disabled during the measurement. PC tuner cards are measured according to the relevant clauses of this standard. This standard describes the methods of measurement applicable to sound and television receivers or associated equipment and specifies limits for the control of disturbance from such equipment. For multifunction equipment which is subjected simultaneously to different clauses of this standard and/or other standards, details are given in 4.1.
