SIST EN 16341:2012 is the Slovenian adoption of EN 16341:2012, a European Standard from CEN on how to select standards and standard-like documents for defence products and services. It sets an order of preference for choosing applicable documents in provision, development, use, improvement, disposal, and measures to maintain operational readiness, so project managers and procurement teams can make consistent selections under Directive 2009/81/EC.

What does SIST EN 16341:2012 specify?

SIST EN 16341:2012 specifies the order of preference for standards and standard-like documents used for defence products and services. It applies to activities covered by Chapter II of Directive 2009/81/EC and to measures that help maintain product operational readiness.

The document is organized into five clauses:

  • Scope
  • Normative references
  • Terms and definitions
  • Order of preference
  • Disclaimer

In practice, that structure means the standard first sets the field of application, then points to the legal and vocabulary references it relies on, and then gives the selection sequence to use when more than one document could apply.

What are the key requirements of SIST EN 16341:2012?

SIST EN 16341:2012 gives a ranked method for selecting applicable documents, and that ranking is the core of the standard. The practical purpose is to help purchasers and contractors justify why one standard is chosen over another.

Identify the applicable documents early

Clause 4.1 says the standards and standard-like documents for a contract shall be identified by the Purchaser or agreed by the contracting parties. If a standard is not applied, the Purchaser’s written approval is required. In practice, this means the selection is not informal - it has to be traceable and approved.

Use the contract edition

Clause 4.2 states that the edition of the standard specified in the contract applies for the contracted work. If a new edition appears during the contract and creates difficulties, the parties may decide whether to use it. This matters because teams need to control which edition governs design, testing, or delivery.

Follow the order of preference

Clause 4.3 sets a stepwise preference list for selecting standards and standard-like documents. The highest priority goes to documents referenced in laws, ordinances, and statutory provisions, then to International Military Alliances Standards such as NATO Allied Publications and STANAG, then to national civil standards that transpose European standards, and then to European Technical Approvals, Common European Technical Specifications, national civil standards transposing international standards, other international civil standards, and other technical reference systems established by recognized European standardization bodies.

If no suitable document is available in that group, the standard moves to other national civil standards and standard-like documents, National Technical Approvals or Technical Specifications, and widely recognized civil technical specifications from industry. If that still does not meet the need, it allows defence-oriented sources such as National Defence Materiel Standards, mandatory national regulations for specific equipment, National Technical Specifications issued by governmental defence procurement authorities, military standards of partner nations, and finally company standards. This is the main decision rule for technical specification selection.

Control company standards carefully

When company standards are used, the Contractor has to make them available to the Purchaser together with the related rights of use. In practice, this protects access to the technical basis of the requirement and avoids hidden or unavailable specifications.

Mark tender references as open to equivalents

Every reference in tendering documents has to be followed by the words “or equivalent” as stated in Directive 2009/81/EC. That matters because procurement teams must leave room for equivalent solutions where allowed.

Consider EDSTAR

Clause 4.3 says EDSTAR shall be considered during the selection process because it contains recommended Best Practice Standards for the acquisition of defence materiel. For users, that means EDSTAR is part of the selection context even though it is not placed at the top of the preference list.

Manage contract changes formally

Clause 4.4 allows changes to the selected list of standards and standard-like documents when experience, legal references, technical suitability, economy, or bilateral or multilateral project rules make a change reasonable. If the Contractor starts the change, the Purchaser’s prior consent is required and the change must be recorded in a contract amendment.

What terms does SIST EN 16341:2012 define?

For this document, the terms and definitions from Directive 2009/81/EC and ISO/IEC Guide 2:2004 apply.

  • Purchaser - the party that identifies applicable documents and gives written approval when a standard is not applied.
  • Purchasing Authority - the body that selects and uses suitable standards for defining defence product or service capability.
  • Contractor - the party that may propose changes and, if using company standards, must provide them and the related rights of use.
  • Standards and standard-like documents - the range of documents the standard ranks, from legally referenced standards to company standards.
  • EDSTAR - the set of recommended Best Practice Standards mentioned for defence materiel acquisition.
  • ETA - European Technical Approvals, which appear in the preference list.
  • STANAG - Standardization Agreements used as an example of International Military Alliances Standards.

Who uses SIST EN 16341:2012?

SIST EN 16341:2012 is aimed at project managers working on defence products and services, especially when they need to decide which technical documents to apply. It is also used by Purchasers, Purchasing Authorities, contracting parties, and procurement teams that manage defence acquisitions under Directive 2009/81/EC.

In practice, it helps teams in defence procurement, contracting, standards management, and supplier coordination choose the right specification basis for development, delivery, maintenance, and disposal work.

Which standards are used with SIST EN 16341:2012?

SIST EN 16341:2012 relies on two normative references:

  • Directive 2009/81/EC - provides the legal framework for defence and security procurement and the selection requirements the standard reflects.
  • ISO/IEC Guide 2:2004 - provides the general vocabulary for standardization and related activities used for the document’s terms and definitions.

EDSTAR is also named in the body of the standard as a source to consider during selection, because it collects recommended Best Practice Standards for defence materiel acquisition.

What does the SIST EN 16341:2012 document contain?

SIST EN 16341:2012 contains a short, practical framework rather than a long technical method. Clause 4 gives the selection hierarchy, starting with standards referenced in law and ending with company standards if nothing earlier in the list fits the need.

It also contains rules for edition control, written approval for non-application, and contract amendments when the selected documents change. Clause 5 adds a disclaimer about protective rights and copyright claims, reminding users that standardization does not grant permission to exploit those rights.
