Abstract

This part of the EN 1366 series specifies a method of test and criteria for the evaluation (including field of direct application rules) of the ability of a partial penetration seal to maintain the fire resistance of a separating element at the position at which it has been penetrated by a device or devices that passes through one face of the element only. Partial penetration seals are used to seal apertures for electrical sockets, downlighters, media devices, cables and any item which requires an opening to be made in one face of the element of construction but does not include a device which passes through both faces.
Supporting constructions are used in this part of the EN 1366 series to represent separating elements such as walls or floors. The supporting construction shall be a system that has been subject to a fire test in accordance with one of the following standards: EN 13381 1 for horizontal membranes, EN 13381 2 for vertical membranes, EN 1364 1 or EN 1365 1 for walls, EN 1366 3 for walls based on a standard supporting construction, or EN 1364 2 or EN 1365 2 for floors. This is referred to throughout this document as the applicable test standard for the supporting construction.
This part of the EN 1366 series is used in conjunction with EN 1363 1.
The purpose of a test described in this part of the EN 1366 series is to assess the integrity and insulation performance of the partial penetration seal, of the partially penetrating service(s) or device(s) and of the separating element in the surrounding area of the partial penetration seal. Where partial penetration seals are installed in loadbearing elements, it is possible that the loadbearing capacity is also considered.
It is not the intention of this test to provide quantitative information on the rate of leakage of smoke and/or hot gases or on the transmission or generation of fumes.
Tests in accordance with this part of the EN 1366 series are not intended to supply any information on the ability of the partial penetration seal to withstand stress caused by movements or displacements of the penetrating devices.
The risk of spread of fire downwards cannot be assessed with this test.
Tests in accordance with this part of the EN 1366 series do not address any risks associated with leakage of dangerous liquids or gases caused by failure of the device in case of fire.

oSIST prEN 1366-14:2026 is the Slovenian version of draft European Standard prEN 1366-14:2026 from the European Committee for Standardization (CEN). It specifies a fire resistance test method and evaluation rules for partial penetration seals - seals used where a device or service passes through only one face of a wall, floor, ceiling or similar separating element.

The document is for laboratories, manufacturers, specifiers and approval bodies that need to judge whether a one-sided opening closure keeps the surrounding construction performing in fire. In practice, it is used for items such as electrical sockets, downlighters, media devices and cables.

What does oSIST prEN 1366-14:2026 specify?

oSIST prEN 1366-14:2026 specifies how to test partial penetration seals and how to assess the fire resistance of the seal, the penetrating device or service, and the surrounding separating element. It is used together with EN 1363-1, and the supporting construction must itself be a system tested to an appropriate fire test standard.

The scope is focused on openings made in one face only. It does not aim to quantify smoke leakage, hot gas leakage, fumes, movement resistance of the penetrating device, downward fire spread, or risks from dangerous liquids or gases released by device failure in fire.

The document is organized into main clauses for scope, references, terms, equipment, test conditions, specimen preparation, installation, conditioning, instrumentation, procedure, performance criteria, reporting and direct application. Annexes A to E give standard configurations and direct application rules for specific cases.

AnnexWhat it covers
APartial penetration seals for electrical sockets in walls
BPartial penetration seals for devices other than electrical sockets in walls
CPartial penetration seals for services in walls
DPartial penetration seals in ceilings with loadbearing test
EPartial penetration seals in floors

What are the key requirements of oSIST prEN 1366-14:2026?

Test conditions and specimen setup

oSIST prEN 1366-14:2026 requires the test to use a supporting construction that has already been fire tested to the appropriate standard for the wall, floor or membrane being represented. The supporting construction must be suitable for the fire resistance period being claimed, and if it is loadbearing, the applied load is determined from the applicable supporting-construction standard.

Clause 5 sets the heating, pressure and loading conditions. Heating follows EN 1363-1 or EN 1363-2 where applicable. Services are only included in the zone where positive pressure exceeds 10 Pa, and horizontal constructions use a nominal 20 Pa pressure in the plane below the construction. In practice, this fixes the furnace exposure so the seal is tested under a defined fire pressure regime.

Clause 6 sets the specimen geometry and spacing. The perimeter of the seal must be at least 200 mm from furnace boundaries or construction edges to limit edge effects. Where multiple seals are tested, the spacing must reflect either separate evaluation or intended interaction, and any close spacing must be recorded.

Clause 7 requires the test construction to be installed as it would be used in practice, including wiring or other associated components. Unintentional support of the device must be avoided, because that could make the result unrealistically favourable.

Instrumentation, procedure and performance criteria

Clause 9 defines the temperature and integrity measurements. Furnace control uses plate thermometers located 100 mm from the exposed face, with a minimum number based on heated area. On the unexposed face, thermocouples are placed at defined positions on the device, blank seal, wall or service, depending on the size and type of opening. A roving thermocouple is used to find local hot spots unless it could damage the specimen, and the laboratory may add fixed thermocouples where hot spots are expected.

Clause 10 says the test procedure follows EN 1363-1, with the annex chosen to match the specimen type. The test report then records the actual installation, observations and measurements so the result can be checked and used correctly.

Clause 11 gives the acceptance criteria. Insulation failure occurs if any unexposed-face thermocouple rises more than 180 K above its initial temperature, or if the mean of five thermocouples rises more than 140 K. Integrity is assessed according to EN 1363-1, and loadbearing capacity, where relevant, follows the applicable supporting-construction standard. Results are stated as elapsed time to the nearest completed minute until criteria are no longer met.

Direct application of results

Clause 13 limits how test results may be extended. Results apply only to the same orientation used in the test, meaning wall or floor as tested. The seal size may be reduced for smaller apertures and devices, but not increased. Device depth may be reduced but not increased, and the separation or offset between seals may be increased but not reduced.

The annexes add case-specific rules. For example, Annex A covers sockets in walls with back-to-back and offset arrangements, Annex B covers other devices in walls, Annex C covers services in walls, Annex D covers ceilings with loadbearing testing, and Annex E covers floors. These annexes matter because they define the standard test build and the direct field of application for each product type.

What terms does oSIST prEN 1366-14:2026 define?

  • Back to back - devices installed on both faces of a vertical construction with 200 mm or less separation in the plane of the wall.
