Abstract

This part of the EN 1366 series specifies a method of test and criteria for the evaluation (including field of direct application rules) of the ability of a partial penetration seal to maintain the fire resistance of a separating element at the position at which it has been penetrated by a device or devices that passes through one face of the element only. Partial penetration seals are used to seal apertures for electrical sockets, downlighters, media devices, cables and any item which requires an opening to be made in one face of the element of construction but does not include a device which passes through both faces.
Supporting constructions are used in this part of the EN 1366 series to represent separating elements such as walls or floors. The supporting construction shall be a system that has been subject to a fire test in accordance with one of the following standards: EN 13381 1 for horizontal membranes, EN 13381 2 for vertical membranes, EN 1364 1 or EN 1365 1 for walls, EN 1366 3 for walls based on a standard supporting construction, or EN 1364 2 or EN 1365 2 for floors. This is referred to throughout this document as the applicable test standard for the supporting construction.
This part of the EN 1366 series is used in conjunction with EN 1363 1.
The purpose of a test described in this part of the EN 1366 series is to assess the integrity and insulation performance of the partial penetration seal, of the partially penetrating service(s) or device(s) and of the separating element in the surrounding area of the partial penetration seal. Where partial penetration seals are installed in loadbearing elements, it is possible that the loadbearing capacity is also considered.
It is not the intention of this test to provide quantitative information on the rate of leakage of smoke and/or hot gases or on the transmission or generation of fumes.
Tests in accordance with this part of the EN 1366 series are not intended to supply any information on the ability of the partial penetration seal to withstand stress caused by movements or displacements of the penetrating devices.
The risk of spread of fire downwards cannot be assessed with this test.
Tests in accordance with this part of the EN 1366 series do not address any risks associated with leakage of dangerous liquids or gases caused by failure of the device in case of fire.

prEN 1366-14 is a CEN draft European Standard for fire resistance tests for service installations, Part 14: Partial penetration seals. It specifies how to test and evaluate seals for openings that are penetrated from one face of a wall, floor, or ceiling only, and it is intended for manufacturers, test laboratories, specifiers, and fire safety professionals who need results for product evaluation and direct application.

What does prEN 1366-14 specify?

prEN 1366-14 specifies a method of test and evaluation criteria for partial penetration seals and the surrounding separating element where a service or device passes through only one face of the element. It is used to judge integrity and insulation, and in loadbearing situations it can also consider loadbearing capacity.

The scope is focused on one-sided penetrations such as electrical sockets, downlighters, media devices, cables, and similar openings. The document is not aimed at quantifying smoke leakage, hot gas leakage, fumes, movement resistance, downward fire spread, or risks linked to dangerous liquids or gases if a device fails in fire.

The standard is organized into clauses 1 to 13 and normative annexes A to E. Annexes A, B, and C cover different wall applications, Annex D covers ceilings with loadbearing test, and Annex E covers floors.

AnnexWhat it covers
APartial penetration seals for electrical sockets in walls
BPartial penetration seals for devices other than electrical sockets in walls
CPartial penetration seals for services in walls
DPartial penetration seals in ceilings with loadbearing test
EPartial penetration seals in floors

What are the key requirements of prEN 1366-14?

prEN 1366-14 relies on the general fire test framework in EN 1363-1, with EN 1363-2 used when alternative or additional procedures apply. In practice, that means the test laboratory must follow the general furnace, measurement, and reporting rules from the basic fire-resistance test standards, then add the special rules for partial penetration seals.

Supporting construction and test setup

The supporting construction must represent the wall or floor being assessed, but it has to be a system already fire tested to one of the named standards for membranes, walls, or floors. This matters because the seal is being assessed in a realistic construction, not in isolation, and the fire resistance period of the supporting construction must be at least equal to that of the seal.

The test specimen must be installed as it would be in service, including wiring where relevant, and care must be taken not to give the device unintended support during the test. If more than one specimen is included in one construction, the setup must avoid interaction unless interaction is the point of the test.

Furnace conditions, pressure, and loading

Heating and furnace atmosphere follow EN 1363-1 or EN 1363-2. Pressure conditions follow the applicable supporting-construction standard, with extra limits for service positions, including the rule that services are only included where positive pressure exceeds 10 Pa. For horizontal constructions, a nominal 20 Pa pressure is maintained in the plane below the construction.

If the supporting construction is loadbearing, the test specimen is loaded according to the applicable supporting-construction standard. This is important because a seal in a loadbearing wall, floor, or ceiling may have to perform while the structure is carrying load.

Specimen dimensions and spacing

The specimen size follows the supporting-construction standard, but the seal must be kept at least 200 mm from furnace edges or perimeter boundaries to avoid edge effects. When more than one seal is tested in the same wall face or on opposite faces, the document sets minimum separations and also says that smaller real-life distances may be used if that is what is intended in practice.

Those distances must be recorded when they are less than 200 mm. In practical terms, this lets the test report show whether results apply to isolated seals or to seals installed close together.

Instrumentation and measurements

The document requires furnace plate thermometers, unexposed-face thermocouples, a roving thermocouple for local hot spots, and additional fixed thermocouples where hot spots are expected. The thermocouple positions depend on the size of the seal and on whether the penetration is a device, a blank seal, or a service emerging from the unexposed face.

This matters because the test is not only checking the average temperature of the assembly, but also local overheating around the opening, the service, and the seal edges.

Performance criteria and result expression

Insulation is judged by both maximum temperature rise at any thermocouple and average temperature rise across five thermocouples on the unexposed surface. Integrity is assessed in accordance with EN 1363-1, and loadbearing capacity follows the supporting-construction standard.

Results are reported as elapsed time to the nearest completed minute until the integrity and insulation criteria are no longer met. If several seals are in one test, each seal is judged separately unless they are closer than 200 mm in the plane of the wall, in which case they are judged as one specimen.

Direct field of application

The direct field of application is limited by the orientation tested, the supporting construction, seal size, device depth, and spacing. Seal size may be reduced but not increased, device depth may be reduced but not increased, and the distance between seals may be increased but not reduced.

That means the test can justify some smaller or more widely spaced real installations, but it does not automatically cover larger seals, deeper devices, or closer spacing than tested.

Annex-specific configurations

Annex A addresses electrical sockets in walls, including back to back arrangements, socket type, cable type, and socket cover variations. Annex B addresses other wall devices, including electrical and non-electrical devices and the cable or pipe configurations needed for the intended field of application. Annex C does the same for services in walls, including cable and pipe combinations. Annex D gives the ceiling configuration with a loadbearing test, including a ballast weight bar where the seal is tested without the device. Annex E covers floor installations and the related spacing and service rules.

What terms does prEN 1366-14 define?

Partial penetration seal - A system used to keep a separating element fire-resistant where one or more services or devices pass through one face only.

Partial penetration - An opening in one face of the separating element, including the service or device and seal, that does not pass through the full thickness.

Device - Electrical or mechanical equipment that penetrates one face of the separating element, often at the end of a service.

Supporting construction - The wall or floor construction that carries the partial penetration seal during the test.

Separation - The distance between the closest edges of two partial penetration seals on the same face of the construction.

Offset - The distance between the centre points of two partial penetration seals on opposite faces of the construction.

Back to back - Devices on both faces of a vertical construction with 200 mm or less separation in the plane of the wall.

Blank seal - A seal tested without the device, for the purpose of extending the field of application.

Who uses prEN 1366-14?

prEN 1366-14 is used by fire test laboratories, manufacturers of partial penetration seals, manufacturers of sockets, devices, cables, and service penetrations, and specifiers who need fire-resistance evidence for walls, floors, and ceilings. Quality managers and certification teams use it to define test specimens, set up direct application claims, and prepare test reports.

It is also relevant to buyers and engineers who need to compare products for use in electrical sockets, downlighters, media devices, cables, and other one-sided openings in building elements. In practice, it helps them decide what can be tested, how it should be installed during the test, and how far the results may be extended.

Which standards are used with prEN 1366-14?

prEN 1366-14 is used with EN 1363-1, which provides the general fire-resistance test requirements and the main procedures for furnace testing, temperature measurement, integrity assessment, and reporting. EN 1363-2 is used when alternative or additional procedures are needed.

EN ISO 13943 provides fire-safety vocabulary used in the document. The supporting construction may be based on EN 13381-1, EN 13381-2, EN 1364-1, EN 1364-2, EN 1365-1, EN 1365-2, or EN 1366-3, depending on whether the construction is a membrane, wall, or floor.

The annexes also refer to EN 60670-1 for electrical sockets, and Table A.1 identifies cable designations according to HD 603.3 and HD 604.5. These references matter because they define the actual devices and cables that may be built into the test specimen.

What does the prEN 1366-14 document contain?

The document contains the scope, normative references, terms and definitions, test equipment, test conditions, specimen requirements, installation rules, conditioning, instrumentation, procedure, performance criteria, test reporting, and direct application rules. It also contains annexes with standard configurations for walls, ceilings, and floors.

It includes figures for thermocouple positions and for the standard arrangements of sockets, devices, and services in walls, as well as a table of cable designations for the annex configurations. Annex D gives the loadbearing ceiling arrangement, and the annexes explain what can be varied in practice and what must stay as tested.
