Overview

IEC 62052-11:2003/AMD1:2016 is an important amendment to the international standard governing electricity metering equipment (alternating current). This document updates Part 11 of the IEC 62052 series, which outlines the general requirements, tests, and test conditions for metering equipment. The key objective of this amendment is the removal of safety-related requirements from IEC 62052-11:2003, transferring these to the more comprehensive and revised IEC 62052-31:2015 standard, which focuses exclusively on product safety requirements and tests.

This amendment also includes updates based on the corrigendum of March 2018, ensuring that manufacturers, testing organizations, and regulatory bodies apply the most current and relevant technical guidelines for AC electricity metering devices.

Key Topics

  • Safety Requirements and Testing:
All safety-related specifications formerly in IEC 62052-11:2003 have been migrated to IEC 62052-31:2015. This includes protection against electrical shock, mechanical hazards, fire spread, excessive temperature, dust and water ingress, and other environmental and operational risks.

  • Harmonization of Normative References:
Several older standards, such as IEC 60060-1 (high-voltage tests) and IEC 60529 (IP protection codes), have been removed. Updated references now direct users to IEC 62052-31:2015 for comprehensive safety and mechanical testing details.

  • Mechanical and Electrical Testing:
Mechanical tests like the spring hammer test, shock test, and vibration tests are now part of safety testing protocols in IEC 62052-31:2015. Electrical requirements including insulation, heating, and immunity to earth fault are linked to the updated requirements specified in the same safety-focused publication.

  • Environmental Conditions:
The amendment redefines the standards for ambient temperature and humidity conditions, referring directly to IEC 62052-31:2015 for more detailed environmental endurance parameters.

  • Marking and Definitions:
Safety-related markings and key definitions (e.g., auxiliary circuits, meter types, protective earth terminals) have been standardized under IEC 62052-31:2015. This ensures consistency across documentation and simplifies compliance for manufacturers.

  • Test Scheduling and Methodology:
A revised recommended test sequence highlights the integration of safety tests per IEC 62052-31:2015 alongside accuracy, electrical, mechanical, and electromagnetic compatibility tests from IEC 62052-11.

Applications

The IEC 62052-11:2003/AMD1:2016 amendment serves critical functions in the design, manufacture, certification, and deployment of AC electricity metering equipment worldwide. Its practical applications include:

  • Meter Manufacturers:
Benefiting from clarified requirements, allowing for streamlined integration of safety testing via IEC 62052-31:2015, and reducing duplication of testing efforts.

  • Testing Laboratories:
Following the updated framework to ensure thorough evaluation of metering equipment safety and performance, rooted in harmonized and up-to-date test standards.

  • Utility Companies and Regulators:
Applying this amendment to set precise procurement and quality control specifications for metering assets in both indoor and outdoor environments.

  • Standardization Bodies:
Using this amendment to align national regulations with international best practices and the latest safety engineering principles for electricity meters.

This amendment supports enhanced meter safety, reliability, and environmental resilience, directly impacting the accuracy and trustworthiness of electrical consumption measurement in diverse electrical networks.

Related Standards

  • IEC 62052-31:2015Electricity metering equipment (AC) – General requirements, tests and test conditions – Part 31: Product safety requirements and tests
The primary update source for all safety-related aspects of electricity metering equipment formerly contained in IEC 62052-11.

  • IEC 62053-24:2014Electricity metering equipment (AC) – Particular requirements – Part 24: Static meters for reactive energy
Specifies requirements for static meters covering classes 0.5 S, 1 S, and 1, complementing general testing rules.

  • IEC 62058-11Electricity metering equipment (AC) – Acceptance inspection – Part 11: General acceptance inspection methods
Provides guidelines for acceptance criteria that interface with test methods outlined in IEC 62052 series standards.

  • Older standards superseded or removed:
IEC 60060-1, IEC 60085, IEC 60529, IEC 60695-2-11, ISO 75-2, and others related to high-voltage testing, insulation classification, IP codes, and fire hazard testing are phased out in favor of the updated IEC 62052-31 framework.

Conclusion

IEC 62052-11:2003/AMD1:2016 is a pivotal amendment that clarifies and reinforces general requirements for AC electricity metering equipment by delegating safety standards to IEC 62052-31:2015. This separation enhances the clarity, specificity, and applicability of international standards, promoting safer, more reliable metering solutions globally. Stakeholders across electrical metering manufacturing, testing, and regulation will find it essential to integrate these amendments into their compliance strategies to meet evolving market and environmental demands effectively.
