Agricultural machinery - Safety - Part 9: Seed drills (ISO 4254-9:2018)

This document, intended to be used together with ISO 4254-1, specifies the safety requirements, and their verification for design and construction of mounted, semi-mounted, trailed or self-propelled seed drills, including the seeding function of combined seed and fertilizer drills, and seed drills with integrated and inseparable powered soil-working tools used in agriculture. In addition, it specifies the type of information on safe working practices (including residual risks) to be provided by the manufacturer.
This document is also applicable to seeding systems where components for seed deposition in the soil, for seed metering and for seed storage are distributed between two or more linked vehicles.
This document deals with all significant hazards (as listed in Annex A), hazardous situations and events relevant to seed drills, when they are used as intended and under the conditions of misuse foreseeable by the manufacturer, excepting the hazards arising from
—          electrostatic phenomena,
—          external influences on electrical equipment,
—          failure of energy supply,
—          failure and/or malfunction of the control system,
—          inadequate visibility from drivers'/operators' position,
—          travelling functions (drive, braking, etc.),
—          break down of parts rotating at high speed,
—          equipment for loading seeds (and fertilizer), and
—          moving parts for power transmission except for strength requirements for guards.
This document is not applicable to
—          fertilizer distributors designed only for solid fertilizer application (covered in ISO 4254-8),
—          maintenance or repairs carried out by professional service personnel, or
—          to environmental hazards (except noise), and
—          to seed drills which are manufactured before the date of its publication.
When requirements of this document are different from those which are stated in ISO 4254-1, the requirements of this document take precedence over the requirements of ISO 4254-1 for machines that have been designed and built according to the provisions of this document.

Landmaschinen - Sicherheit - Teil 9: Sägeräte (ISO 4254-9:2018)

Dieses Dokument ist in Verbindung mit ISO 4254-1 anzuwenden und enthält sicherheitstechnische Anforderungen und deren Überprüfung für Gestaltung und Konstruktion von angebauten, aufgesattelten, gezogenen oder selbstfahrenden Sägeräten, einschließlich der Säfunktion von kombinierten Sägeräten und Düngerstreuern, und von Sägeräten mit integrierten und untrennbaren kraftbetriebenen Bodenbearbeitungswerkzeugen, zur Verwendung in der Landwirtschaft. Außerdem enthält es Informationen über sicheres Arbeiten (einschließlich Restgefährdungen), die vom Hersteller zur Verfügung zu stellen sind.
Dieses Dokument gilt auch für Sägeräte, bei denen die Baugruppen für die Saatablage im Boden, Saatgutdosierung und Saatgutbevorratung auf zwei oder mehr miteinander verbundene Fahrzeuge verteilt sind.  
Dieses Dokument behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse von Sägeräten, wenn sie wie beabsichtigt und entsprechend den vom Hersteller vorhersehbaren Bedingungen verwendet werden (siehe Anhang A), mit Ausnahme der Gefährdungen durch:
   elektrostatische Vorgänge;
   äußere Einflüsse auf elektrische Betriebsmittel;
   Ausfall der Energieversorgung;
   Ausfall, Fehlfunktion des Steuer- bzw. Regelsystems;
   unangemessene Sicht von der Fahrer-/Bedienerposition;
   Verfahren der Maschine (Fahren, Bremsen, usw.);
   Bruch von mit hoher Geschwindigkeit rotierenden Teilen;
   Geräte zum Laden von Saatgut (und Dünger), und
   bewegte Teile der Kraftübertragung mit Ausnahme der Festigkeitsanforderungen für Schutzeinrichtungen.
Dieses Dokument gilt nicht für:
   Düngerstreuer nur zur Ausbringung von Mineraldünger (erfasst von ISO 4254-8),
    Reparatur und Wartung durch professionelle Servicefachkräfte, oder
   Gefährdungen für die Umwelt (mit Ausnahme von Geräuschen), und
   Sägeräte, die vor dem Datum der Veröffentlichung hergestellt wurden.
Wenn Anforderungen dieses Dokumentes von den Anforderungen in ISO 4254-1 abweichen, haben die Anforderungen dieses Dokumentes Vorrang gegenüber den Anforderungen von ISO 4254-1 für Maschinen, die nach den Bestimmungen dieses Dokumentes konzipiert und gebaut worden sind.

Le présent document, destiné à être utilisé conjointement avec l'ISO 4254‑1, spécifie les exigences de sécurité et leur vérification pour la conception et la construction des semoirs portés, semi-portés, traînés ou automoteurs, y compris la fonction semis des semoirs combinant la distribution de semence et d'engrais et des semoirs avec outils de travail du sol animés, intégrés et indissociables, utilisés en agriculture. En outre, elle spécifie le type d'informations sur les pratiques d'utilisation sûre (y compris les risques résiduels) que le fabricant doit donner.
Le présent document s'applique également aux systèmes de semis dans lesquels les éléments permettant de déposer dans le sol, de doser et de stocker les semences sont répartis entre deux véhicules reliés ou plus.
Le présent document traite de tous les phénomènes dangereux, situations et événements dangereux significatifs (tels que listés dans l'Annexe A) applicables aux semoirs, lorsqu'ils sont utilisés normalement et des mauvais usages prévisibles par le fabricant, à l'exception des phénomènes dangereux engendrés par:

—          la rupture de pièces en rotation à grande vitesse;
—          les dispositifs de chargement des semences (et engrais), et
—          éléments mobiles de transmission de puissance, à l'exception des exigences de résistance des protecteurs.
Le présent document ne s'applique pas:
—          aux distributeurs d'engrais conçus uniquement pour l'épandage d'engrais solides (couverts par l'ISO 4254‑8),
—          à la maintenance ou aux réparations effectuées par du personnel professionnel, ou
—          aux phénomènes dangereux liés à l'environnement (excepté le bruit) et
—          aux semoirs fabriqués avant sa date de publication.
Lorsque des exigences du présent document diffèrent de celles de l'ISO 4254‑1, les exigences du présent document prévalent sur celles de l'ISO 4254‑1, pour les machines conçues et fabriquées conformément aux dispositions du présent document.

This document (EN ISO 4254-9:2018) has been prepared by Technical Committee ISO/TC 23 "Tractors
and machinery for agriculture and forestry" in collaboration with Technical Committee CEN/TC 144
“Tractors and machinery for agriculture and forestry” the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by April 2019, and conflicting national standards shall be
withdrawn at the latest by April 2019.

This European Standard has been prepared under a Commissions' standardization request “M/396
Mandate to CEN and CENELEC for Standardization in the field of machinery” to provide one voluntary
means of conforming to essential requirements of Directive 2006/42/EC of the European Parliament
and of the Council of 17 May 2006 on machinery, amending Directive 95/16/EC (recast).
Once this standard is cited in the Official Journal of the European Union under that Directive,
compliance with the normative clauses of this standard given in Table ZA.1 confers, within the limits of
the scope of this standard, a presumption of conformity with the corresponding essential requirements
of that Directive, and associated EFTA regulations.
