Agricultural machinery - Safety - Part 9: Seed drills (ISO 4254-9:2018)

This part of ISO 4254, applied together with ISO 4254-1, specifies the safety requirements and their verification for the design and construction of mounted, semi-mounted, trailed or self-propelled seed drills, including the seeding function od combined seed and fertilizer drills, used in agriculture and horticulture. In addition, it specifies the type of information on safe working practices (including residual risks) to be provided by the manufacturer.

Dieses Dokument ist in Verbindung mit ISO 4254-1 anzuwenden und enthält sicherheitstechnische Anforderungen und deren Überprüfung für Gestaltung und Konstruktion von angebauten, aufgesattelten, gezogenen oder selbstfahrenden Sägeräten, einschließlich der Säfunktion von kombinierten Sägeräten und Düngerstreuern, und von Sägeräten mit integrierten und untrennbaren kraftbetriebenen Bodenbearbeitungswerkzeugen, zur Verwendung in der Landwirtschaft. Außerdem enthält es Informationen über sicheres Arbeiten (einschließlich Restgefährdungen), die vom Hersteller zur Verfügung zu stellen sind.
Dieses Dokument gilt auch für Sägeräte, bei denen die Baugruppen für die Saatablage im Boden, Saatgutdosierung und Saatgutbevorratung auf zwei oder mehr miteinander verbundene Fahrzeuge verteilt sind.  
Dieses Dokument behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse von Sägeräten, wenn sie wie beabsichtigt und entsprechend den vom Hersteller vorhersehbaren Bedingungen verwendet werden (siehe Anhang A), mit Ausnahme der Gefährdungen durch:
   elektrostatische Vorgänge;
   äußere Einflüsse auf elektrische Betriebsmittel;
   Ausfall der Energieversorgung;
   Ausfall, Fehlfunktion des Steuer- bzw. Regelsystems;
   unangemessene Sicht von der Fahrer-/Bedienerposition;
   Verfahren der Maschine (Fahren, Bremsen, usw.);
   Bruch von mit hoher Geschwindigkeit rotierenden Teilen;
   Geräte zum Laden von Saatgut (und Dünger), und
   bewegte Teile der Kraftübertragung mit Ausnahme der Festigkeitsanforderungen für Schutzeinrichtungen.
Dieses Dokument gilt nicht für:
   Düngerstreuer nur zur Ausbringung von Mineraldünger (erfasst von ISO 4254-8),
    Reparatur und Wartung durch professionelle Servicefachkräfte, oder
   Gefährdungen für die Umwelt (mit Ausnahme von Geräuschen), und
   Sägeräte, die vor dem Datum der Veröffentlichung hergestellt wurden.
Wenn Anforderungen dieses Dokumentes von den Anforderungen in ISO 4254-1 abweichen, haben die Anforderungen dieses Dokumentes Vorrang gegenüber den Anforderungen von ISO 4254-1 für Maschinen, die nach den Bestimmungen dieses Dokumentes konzipiert und gebaut worden sind.

—          éléments mobiles de transmission de puissance, à l'exception des exigences de résistance des protecteurs.
Le présent document ne s'applique pas:
—          aux distributeurs d'engrais conçus uniquement pour l'épandage d'engrais solides (couverts par l'ISO 4254‑8),
—          à la maintenance ou aux réparations effectuées par du personnel professionnel, ou
—          aux phénomènes dangereux liés à l'environnement (excepté le bruit) et
—          aux semoirs fabriqués avant sa date de publication.
Lorsque des exigences du présent document diffèrent de celles de l'ISO 4254‑1, les exigences du présent document prévalent sur celles de l'ISO 4254‑1, pour les machines conçues et fabriquées conformément aux dispositions du présent document.

This European Standard has been prepared under a Commissions' standardization request “M/396
Mandate to CEN and CENELEC for Standardization in the field of machinery” to provide one voluntary
means of conforming to essential requirements of Directive 2006/42/EC of the European Parliament
and of the Council of 17 May 2006 on machinery, amending Directive 95/16/EC (recast).
Once this standard is cited in the Official Journal of the European Union under that Directive,
compliance with the normative clauses of this standard given in Table ZA.1 confers, within the limits of
the scope of this standard, a presumption of conformity with the corresponding essential requirements

Introduction
This document is a type-C standard as stated in ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the
market players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered
are indicated in the scope of this document. These hazards are specific to seed drills.
When provisions of this type-C standard are different from those which are stated in type-A or type-B
standards, the provisions of this type-C standard take precedence over the provisions of the other
standards for machines that have been designed and built according to the provisions of this type-C
standard.
Significant hazards that are common to all the agricultural machines (self-propelled, mounted, semi-
mounted and trailed) are dealt with in ISO 4254-1.

Seed drills
1 Scope
This document, intended to be used together with ISO 4254-1, specifies the safety requirements, and
their verification for design and construction of mounted, semi-mounted, trailed or self-propelled
seed drills, including the seeding function of combined seed and fertilizer drills, and seed drills with
integrated and inseparable powered soil-working tools used in agriculture. In addition, it specifies
the type of information on safe working practices (including residual risks) to be provided by the
manufacturer.
This document is also applicable to seeding systems where components for seed deposition in the soil,
for seed metering and for seed storage are distributed between two or more linked vehicles.
This document deals with all significant hazards (as listed in Annex A), hazardous situations and events
relevant to seed drills, when they are used as intended and under the conditions of misuse foreseeable
by the manufacturer, excepting the hazards arising from
— electrostatic phenomena,
— external influences on electrical equipment,
— failure of energy supply,
— failure and/or malfunction of the control system,
— inadequate visibility from drivers’/operators’ position,
— travelling functions (drive, braking, etc.),
— break down of parts rotating at high speed,
— equipment for loading seeds (and fertilizer), and
— moving parts for power transmission except for strength requirements for guards.
This document is not applicable to
— fertilizer distributors designed only for solid fertilizer application (covered in ISO 4254-8),
— maintenance or repairs carried out by professional service personnel, or
— to environmental hazards (except noise), and
— to seed drills which are manufactured before the date of its publication.
When requirements of this document are different from those which are stated in ISO 4254-1, the
requirements of this document take precedence over the requirements of ISO 4254-1 for machines that
have been designed and built according to the provisions of this document.

4 Safety requirements, risk reduction and protective measures
4.1 General
Machinery shall comply with the safety requirements, risk reduction, and protective measures of this
clause. Unless otherwise specified in this document, the machine shall comply with the requirements
of ISO 4254-1. In addition, the machine shall be designed according to the principles of ISO 12100 for
relevant but not significant hazards, which are not dealt with by this document.
In case of seed drills with integrated and inseparable powered soil-working tools, these tools shall be
protected in accordance with ISO 4254-5.
4.2 Controls
4.2.1 For seed drills mounted at the rear of integrated and inseparable powered soil-working machines,
manual controls for the adjustment of the seed drills shall meet the following requirements:
a) adjustments shall be possible at standstill (travel speed 0 km/h);
b) manual controls shall be located so that the operator does not need to be at the front of the machine
or in a hazard zone to activate them, which is met if
— manual controls are accessible to the operator standing on the ground and not located in the
shaded area as shown in Figure 1, or
— manual controls are accessible to the operator standing on a place fulfilling the requirements of

4.2.2 When 4.2.1 does not apply, manual controls for the adjustments located on the machine shall
meet the following requirements:
a) adjustments shall be possible at standstill (travel speed 0 km/h);
b) manual controls affecting the machine as a whole and accessible to the operator standing on the
ground shall not be located in the shaded area as shown in Figure 2 or the manual controls are
accessible to the operator standing on a place to stand in accordance with ISO 4254-1:2013, 4.8.2;
c) when required by machine configuration, adjustment controls for individual row units specified in
the operator's manual may be located in the shaded zone.
This shall be verified by measurement and inspection.

4.3 Swivelling and folding components
To limit the risk associated with overhead power lines, swivelling and folding components shall be in
accordance with ISO 4254-1:2013, 8.2.3 p) and 8.3.4.

4.4 Hoppers
4.4.1 Cover
Shearing and pinching hazards in case of unintentional closing (for example due to wind) shall be
avoided.
If a hopper cover is provided and if the mass of the cover is greater than 10 kg, means shall be provided
to retain the cover to the hopper and the cover shall be provided with one or more handles. The handles
may be integral parts of the cover, provided the handles are suitable designed and clearly identified
(e.g. by shape or colour).
4.4.2 Moving components
4.4.2.1 For machines with moving components inside the hopper such as rotating agitators or
feed augers which show an entanglement, drawing-in, crushing or shearing hazard, access to these
components shall be prevented by
— fixed guard according to ISO 12100:2010, 6.3.3.2.2 and ISO 14120, or

— movable guard which remains attached to the machine when opened (e.g. by means of hinges) and
automatically locks in the closed position without the use of a tool and needing a tool to be opened, or
— a combination of fixed and movable guards (in case a grid is used as guard, the grid apertures and
location shall comply with the safety distances given in ISO 13857:2008, Tables 3, 4 and 6 in closed
position), or
— guard that causes the drive of the moving components to stop when opened or removed and prevents
starting with the guard open, or
— designing the access to the hopper in such a way that access to hazardous components is prevented
when in motion and the movement of the hazardous components is prevented when access means
are in the position for use.
For specific operations (e.g. calibration of the flow rate, emptying of residues, cleaning) starting the
moving components shall be possible only if additional safety measures are applied, e.g. limitation of
speed, hold-to-run control.
These requirements shall be verified by inspection and measurement. See also 6.1 f), g), h), i) and j).
When in the closed position, this guard (grid) shall meet the strength requirement for the vertical load
as specified in ISO 4254-1:2013, 4.10.
If the manufacturer recommends the use of a special device (e.g. a hand rake) in the operator's manual
in order to facilitate the filling or to remove blockages, this device and a location on the machine for
storage in the filling area shall be provided. See also 6.1 k).

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.

This third edition cancels and replaces the second edition (2008), has been technically revised.

Introduction
The structure of safety standards in the field of machinery is as follows.
 Type-A standards (basis standards) give basic concepts, principles for design, and general aspects that
can be applied to machinery.
 Type-B standards (generic safety standards) deal with one or more safety aspects or one or more types
of safeguards that can be used across a wide range of machinery:
 type-B1 standards on particular safety aspects (e.g. safety distances, surface temperature, noise);
 type-B2 standards on safeguards (e.g. two-hands controls, interlocking devices, pressure sensitive
devices, guards);
 Type-C standards (machinery safety standards) deal with detailed safety requirements for a particular
machine or group of machines.
This part of ISO 4254 is a type-C standard as stated in ISO 12100.
When provisions of this type-C standard are different from those which are stated in type-A or type-B
standards, the provisions of this type-C standard take precedence over the provisions of the other standards
for machines that have been designed and built according to the provisions of this type-C standard.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this part of ISO 4254. These hazards are specific to seed drills.
Significant hazards that are common to all the agricultural machines (self-propelled, mounted, semi-mounted
and trailed) are dealt with in ISO 4254-1.

Agricultural machinery — Safety — Part 9: Seed drills
1 Scope
This part of ISO 4254, intended to be used together with ISO 4254-1, specifies the safety requirements, and
their verification for design and construction, of mounted, semi-mounted, trailed or self-propelled seed drills,
including the seeding function of combined seed and fertilizer drills, and seed drills with integrated and
inseparable powered soil-working tools used in agriculture. In addition, it specifies the type of information on
safe working practices (including residual risks) to be provided by the manufacturer.
This part of ISO 4254 is (also) applicable to seeding systems where components for seed deposition in the
soil, for seed metering and for seed storage are distributed between two or more linked vehicles.
This part of ISO 4254 deals with all the significant hazards (as listed in Annex A), hazardous situations and
events relevant to seed drills, when they are used as intended and under the conditions foreseen by the
manufacturer, excepting the hazards arising from:
 electrostatic phenomena;
 external influences on electrical equipment;
 failure of energy supply;
 failure, malfunction of control system;
 inadequate visibility from drivers/operators position;
 travelling functions (drive, braking etc.);
 break-up of parts rotating at high speed;
 equipment for loading seeds (and fertilizer).
This part of ISO 4254 is not applicable to:
 fertilizer distributors designed only for solid fertilizer application (dealt with in ISO 4254-8);
This part of ISO 4254 is not applicable to electromagnetic compatibility (EMC) nor to environmental hazards
(except noise).
This part of ISO 4254 is not applicable to seed drills which are manufactured before the date of its publication.
When requirements of this part of ISO 4254 are different from those which are stated in ISO 4254-1 the
requirements of this part of ISO 4254 take precedence over the requirements of ISO 4254-1 for machines that
have been designed and built according to the provisions of this part of ISO 4254.

For the purposes of this document, the terms and definitions given in ISO 12100 and ISO 4254-1 and the
following apply.

machine for sowing seeds (e.g. cereals) in a continuous manner
3.2
seed drill with integrated and inseparable powered soil-working tools
seed drill as a single machine including the functions of seeding and of soil-working powered tools of which
neither the seed drill nor the powered soil working tools can be used separately
3.3
single seed drill
machine for sowing one seed (e.g. sugar beet) at a time with equal space between each seed
NOTE Examples of such machines are given in Annex B.

combined seed and fertilizer drill
machine which simultaneously applies seed and fertilizer

4 Safety requirements and protective measures
4.1 General
Machinery shall comply with the safety requirements and protective measures of this clause. Unless otherwise
specified in this part of ISO 4254, the machine shall comply with the requirements of ISO 4254-1. In addition,
the machine shall be designed according to the principles of ISO 12100 for relevant but not significant
hazards, which are not dealt with by this standard.
In case of seed drills with integrated and inseparable powered soil-working tools ISO 4254-5 shall be applied
to the powered soil-working tools.

4.2 Controls
4.2.1 Manual controls for any adjustments located on seed drills which are intended to be mounted at the
rear of soil working machines with powered tools shall meet the following requirements:
a) these adjustments shall be possible with the machine stopped;
b) the manual controls shall be located so that the operator does not need to be at the front of the machine
to activate them. This requirement is met if manual controls are accessible to the operator standing on the
ground and not located in the shaded area as shown in Figure 1. This shall be verified by measurement
and inspection. Markers are excluded from the outer limits of the seed drill. See also 6.1 a).

4.2.2 In other cases, manual controls for the adjustments located on the machine shall meet the following
requirements:

4.3 Swivelling and folding components
4.3.1 To limit the risk associated with overhead power lines, 8.2.3 p) and 8.3.4 of ISO 4254-1 shall be
applied.
4.3.2 In the case of powered operation, the control shall be of the hold-to-run type and the manual control
shall be located outside the swivelling zone.
Folded elements designed to reduce the transport width or height shall have a means of retention in the
transport position, either a mechanical lock or by other means (e.g. hydraulically, gravity). The means of
retention shall be sufficient to retain the folded element in the transport position during travel. The change
from transport position to working position and vice versa shall be possible without exposing the operator to
crushing and pinching. In case of mechanical or hydraulic locking devices, the unlocking and unfolding of the
element shall be controlled by means of separate actions by the operator.
4.4 Hoppers
4.4.1 Cover
