oSIST prEN IEC 63418:2025 is a CLC standard for fixed accessories intended for household and similar purposes that supply power through a USB (Universal Serial Bus) interface. It specifies safety and electromagnetic compatibility (EMC) requirements for accessories used with fixed installations up to 250 V AC or with extra-low-voltage DC local or private distribution networks up to 60 V, for indoor or outdoor use. It is written for manufacturers, test laboratories, certification bodies, quality managers, and buyers who need to check how these accessories are designed, marked, installed, and tested.

What does oSIST prEN IEC 63418:2025 specify?

oSIST prEN IEC 63418:2025 specifies the safety and EMC requirements for fixed accessories that supply power through an interface, with USB ports as the functional output. It also covers only the mounting-box requirements needed for tests on the accessory, and it does not cover USB technology specifications, performance, or dimensions.

The document is organized into clauses 1 to 25, starting with scope, normative references, and terms, then moving through general requirements, test conditions, ratings, classification, marking, dimensions, protection against electric shock, earthing, terminals, construction, ageing and humidity, insulation, temperature rise, mechanical strength, resistance to heat, screws and connections, creepage and clearance, fire and tracking, rusting, EMC, EMF, and abnormal conditions.

AnnexWhat it covers
Annex ASafety-related routine tests for electric strength control, including electric strength testing of the accessory
Annex BGuidance for measuring working voltage between the primary and secondary of a transformer
Annex CAdditional requirements for accessories provided with insulation-piercing terminals (IPT)

What are the key requirements of oSIST prEN IEC 63418:2025?

oSIST prEN IEC 63418:2025 requires the accessory and any surface-mounting box to be designed so that normal use is reliable and the remaining risk is tolerable, and compliance is shown by meeting all applicable requirements and tests in the document. Clause 4 also says that when IEC 62368-1 and IEC 62368-3 are used, their terms and definitions apply together with the extra parameters stated here, including minimum overvoltage category III, pollution degree 2, material class IIIa, and use by ordinary persons.

  • Rated input and output values - Clause 6 says the manufacturer selects the rated input voltage or range for the installation, and the USB output ratings must not exceed the relevant USB connector specifications in IEC 62680. In practice, the declared input and output values must match the product design and the intended installation system.

  • Classification and installation type - Clause 7 classifies accessories by protection against hazardous parts and solid foreign objects, protection against water, earthing provision, connection means, and installation method. This matters because the chosen class determines which tests, markings, and construction details apply.

  • Marking and identification - Clause 8 requires markings for input voltage, nature of supply, USB output power or output rating, input frequency for AC supply, Class III symbol where applicable, DC polarity, manufacturer identification, type reference, and the relevant degree of protection. The markings must remain visible during installation and durable enough to survive the rubbing test with water and n-hexane.

  • Protection against electric shock - Clause 10 requires hazardous live parts to remain inaccessible in normal use, even after removing parts that come off without a tool. It also requires accessible parts to be insulating unless they are specifically permitted metal parts, and the USB output voltage shall be safety extra-low voltage (SELV). For the user, this is the core safety boundary around the USB outlet and enclosure.

  • Earthing - Clause 11 requires earthing terminals to follow the terminal rules in Clause 12, and accessible metal parts that could become live under fault conditions must be reliably connected to earth. Clause 11.3 limits the resistance of the connection between the earthing terminal and accessible metal parts to 0.05 Ω, so the earth path must be low resistance and mechanically dependable.

  • Terminals and conductor connection - Clause 12 covers screw-type terminals, screwless-type terminals, and, in Annex C, insulation-piercing terminals (IPT). The document specifies conductor sizes, pull-out and deflection checks, and limits on voltage drop and temperature cycling for terminals. In practice, this is what shows that wiring can be connected safely and will stay secure after installation and use.

  • Construction, enclosure, and cable entry - Clause 13 covers insulating barriers, covers, cover-plates, openings, mounting means, inlet openings, membranes or grommets, and conductors inside the accessory. It also requires surface-type accessories with higher IP ratings to be fitted and installed in a way that preserves the declared protection, and it gives special requirements for switches, capacitors that bridge insulation, and clauses borrowed from IEC 62368-1 and IEC 62368-3.

  • Environmental, mechanical, thermal, EMC, and abnormal-condition performance - Clauses 14 to 25 cover ageing, humidity, insulation resistance, electric strength, temperature rise, impact, cable gland torque, heat resistance, fire and tracking, rusting, EMC immunity and emission, EMF, and abnormal conditions. This means the accessory must survive long-term heat and humidity, mechanical abuse, electromagnetic disturbances, and fault conditions without creating a hazard.

The testing approach is also important. Clause 5 distinguishes type tests on representative specimens from routine tests on each product or part, and it sets the normal test atmosphere and the way specimens are arranged. For products intended for more than one distribution system, several clauses require testing with the relevant input voltage and frequency for each system.

What terms does oSIST prEN IEC 63418:2025 define?

  • Mounting box - A box intended for mounting in or on a wall, floor, or ceiling for flush or surface application with a fixed accessory.

  • Terminal - A connecting point in the accessory for attaching conductors.

  • Base - The part of the accessory that retains current-carrying parts in position.

  • Live part - A conductor or conductive part intended to be energized in normal use, including a neutral where applicable.

  • Hazardous live part - A live part above the voltage thresholds stated in Clause 3, with different limits for dry and wet conditions.

  • Rated output voltage - The voltage assigned by the manufacturer to a USB port.

  • Rated output current - The current assigned by the manufacturer to a USB port.

  • Entry membrane - A component or integral part used to protect the cable at the point of entry and, in some cases, support the cable or conduit.

Who uses oSIST prEN IEC 63418:2025?

oSIST prEN IEC 63418:2025 is used by manufacturers of fixed USB power accessories, including products for household and similar purposes in indoor or outdoor installations. It is also used by test laboratories, certification and inspection bodies, and quality teams that need to verify safety, EMC, marking, and construction.

Design engineers use it to choose the right terminals, enclosure features, earthing arrangements, and ratings. Buyers, specifiers, and installers use it to check whether the accessory has the expected protection level, installation method, and marking for the intended application.

Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt
with may participate in this preparatory work. International, governmental and non-governmental organizations
liaising with the IEC also participate in this preparation. IEC collaborates closely with the International
Organization for Standardization (ISO) in accordance with conditions determined by agreement between the two
organizations.
b) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
c) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
d) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
e) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
f) All users should ensure that they have the latest edition of this publication.
g) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
h) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
indispensable for the correct application of this publication.
i) IEC draws attention to the possibility that the implementation of this document may involve the use of (a)
patent(s). IEC takes no position concerning the evidence, validity or applicability of any claimed patent rights in
respect thereof. As of the date of publication of this document, IEC [had/had not] received notice of (a) patent(s),
which may be required to implement this document. However, implementers are cautioned that this may not
represent the latest information, which may be obtained from the pat ent database available at
https://patents.iec.ch. IEC shall not be held responsible for identifying any or all such patent rights.
