Overview

EN 15302:2008/FprA1 (CEN) - "Railway applications - Method for determining the equivalent conicity" establishes an evaluation procedure for measuring and calculating equivalent conicity of wheel/rail systems. Prepared by CEN/TC 256, this document (including the FprA1 amendment) links the method to European interoperability requirements and the Recast Directive 2008/57/EC. The standard supports assessment of wheel and rail geometry effects on vehicle dynamic behaviour and track interaction for both high-speed and conventional rail systems.

Key topics

  • Equivalent conicity definition and evaluation - provides a standardized procedure to determine a single parameter that characterizes wheel-rail rolling contact behaviour.
  • Wheel and rail profiles - assessment considers profile geometry and its influence on curving and stability.
  • Rolling radius difference and Δr function - the standard addresses rolling radius parameters used in equivalent conicity evaluation.
  • Track interaction and dynamic behaviour - links equivalent conicity to lateral displacement, running safety, and vehicle stability.
  • Design vs in-service values - distinguishes between benchmark (design) values and measured in-service values for compatibility and maintenance.
  • Assessment and conformity - Annex ZA in the FprA1 amendment describes how compliance with EN 15302 supports presumption of conformity with essential requirements of Directive 2008/57/EC and TSIs.
  • Scope across subsystems - applicable to rolling stock (locomotives, passenger vehicles) and infrastructure assessment where equivalent conicity influences interoperability.

Practical applications

Who uses EN 15302 and why:

  • Rolling-stock designers and vehicle dynamics engineers - to predict curving behaviour, stability and to specify wheel profiles and bogie designs.
  • Infrastructure engineers and track designers - to evaluate how track profile and maintenance affect vehicle dynamics and compatibility.
  • Testing and acceptance authorities - to benchmark design values and verify in-service conicity during vehicle acceptance or certification.
  • Maintenance and asset managers - to set inspection criteria and remedial actions based on in-service equivalent conicity trends.
  • Safety assessors and TSI compliance teams - to demonstrate conformity with EU interoperability rules and to support Technical Specifications for Interoperability (TSI) requirements.

Related standards and compliance

  • Directly referenced in Technical Specifications for Interoperability (TSIs) for both HS and conventional subsystems.
  • Annex ZA (FprA1) explains the relationship to Directive 2008/57/EC, clarifying how EN 15302 supports regulatory conformity.
  • EN 15302 complements standards dealing with wheelset and track geometry, vehicle dynamics, and interoperability testing.

Keywords: EN 15302, equivalent conicity, railway applications, wheel-rail interaction, rolling radius, vehicle stability, track compatibility, TSI, Directive 2008/57/EC.

Foreword
This document (EN 15302:2008/FprA1:2010) has been prepared by Technical Committee CEN/TC 256
“Railway applications”, the secretariat of which is held by DIN.
This document is currently submitted to the Unique Acceptance Procedure.

The “Recast” Directive 2008/57/EC of the European Parliament and of the Council on the interoperability of
th
the rail system within the Community was published on 17 June 2008. The two previous EU Directives
96/48/EC and 2001/16/EC on the interoperability of the High Speed and Conventional rail systems within the
th
Community will therefore be repealed with effect from 19 July 2010. At this date the harmonised standards
for the railway field will have to refer to the new Directive.
Annex Z is amended to address this need.
1 Modification to the Foreword
Replace the third and fourth paragraphs with the following:
"This document has been prepared under a mandate given to CEN/CENELEC/ETSI by the European
Commission and the European Free Trade Association, and supports essential requirements of EU Directive
2008/57/EC.
For relationship with EU Directive 2008/57/EC, see informative Annex ZA, which is an integral part of this
document."
2 Modification to the Annex ZA
Replace the Annex ZA with the following:
"
Annex ZA
(informative)
Relationship between this European Standard and the Essential
Requirements of EU Directive 2008/57/EC
This European Standard has been prepared under a mandate given to CEN/CENELEC/ETSI by the European
Commission and the European Free Trade Association to provide a means of conforming to Essential
1)
Requirements of the Directive 2008/57/EC .
Once this standard is cited in the Official Journal of the European Union under that Directive and has been
implemented as a national standard in at least one Member State, compliance with the clauses of this
standard given in Table ZA.1 for HS Rolling Stock, in Table ZA.2 for High Speed Infrastructure, in Table ZA.3
Conventional Rail Locomotives and Passenger Rolling Stock and Table ZA.4 for Conventional Rail
Infrastructure confers, within the limits of the scope of this standard, a presumption of conformity with the
corresponding Essential Requirements of that Directive and associated EFTA regulations.

1) This Directive 2008/57/EC adopted on 17 June 2008 is a recast of the previous Directives 96/48/EC ‘Interoperability of
the trans-European high-speed rail system’ and 2001/16/EC ‘Interoperability of the trans-European conventional rail
system’ and revisions thereo
