SIST EN 302 064-2 V1.1.1:2004 is an ETSI harmonized European standard, transposed by SIST, for Electromagnetic compatibility and Radio spectrum Matters (ERM) and Wireless Video Links (WVL) operating in the 1,3 GHz to 50 GHz band. It specifies the radio-spectrum requirements and the compliance tests for terrestrial wireless digital video link equipment used under article 3.2 of the R&TTE Directive.
What does SIST EN 302 064-2 V1.1.1:2004 specify?
SIST EN 302 064-2 V1.1.1:2004 covers the minimum technical characteristics for wireless video links so they use spectrum efficiently and avoid harmful interference. It applies to terrestrial wireless digital video link equipment above 1,3 GHz, and it allows digital modulation as long as the modulated signal stays within the stated limits.
The scope is written for professional and semi-professional use, with user categories ranging from broadcasters and programme-makers to industrial and consumer users. It also sets presentation rules for equipment submitted for testing, which matters because the same device must be configured consistently when labs check conformance.
| Annex | What it covers |
|---|---|
| Annex A | EN Requirements Table (EN-RT) for conformity assessment |
| Annex B | Bibliography |
| Annex C | EN title in the official languages |
The document is organized into scope, references, definitions/symbols/abbreviations, technical requirements, and testing for compliance. Clause 4 states the requirements, clause 5 states how to test them, and Annex A turns those requirements into a conformity checklist.
What are the key requirements of SIST EN 302 064-2 V1.1.1:2004?
SIST EN 302 064-2 V1.1.1:2004 focuses on four mandatory radio requirements: transmitter rated output power, transmitter channel bandwidth, transmitter spurious emissions, and receiver spurious emissions. In practice, a supplier must be able to measure these items and show that the results stay within the limits taken from EN 302 064-1.
Environmental profile
Clause 4.1 says the technical requirements apply within the equipment’s environmental profile, determined by its environmental class. That means the device must keep meeting the radio requirements across the specified operating conditions, not only in a laboratory-friendly setup.
Transmitter requirements
Clause 4.2 covers the transmitter. Rated output power, channel bandwidth, and spurious emissions are each defined by reference to EN 302 064-1, with limits also taken from that part, and conformity is checked by the test suites in clause 5.3.1. For users, this means the transmitter must stay inside its intended power and bandwidth behavior and must not radiate unwanted signals beyond the allowed level.
Receiver requirement
Clause 4.3 covers receiver spurious emissions. The receiver must meet the limit from EN 302 064-1 and pass the test in clause 5.3.2.1, which matters because receivers can also create unwanted emissions that affect other radio systems.
Testing and measurement
Clause 5.1 points testers to the environmental conditions and procedures in EN 302 064-1, and clause 5.2 requires the test report to include measurement uncertainty. The uncertainty values follow ETSI TR 100 028, so labs need to document how close each result is to the limit, not just the measured value.
Conformity structure
Annex A lists the EN Requirements Table (EN-RT) and marks all four EN-Rs as mandatory. That gives conformity assessors a simple checklist for static assessment of an equipment type.
What terms does SIST EN 302 064-2 V1.1.1:2004 define?
ERM means Electromagnetic compatibility and Radio spectrum Matters, the ETSI area covering radio spectrum use and related compatibility issues.
WVL means Wireless Video Links, the equipment family covered by this standard.
R&TTE Directive is the European directive for radio equipment and telecommunications terminal equipment whose article 3.2 is addressed here.
Environmental profile is the operating condition set for the equipment, based on its environmental class, under which the requirements must still be met.
Rated output power is the transmitter power parameter used to show the equipment stays within its permitted radiating level.
Channel bandwidth is the occupied channel width used to judge how much spectrum the equipment uses.
Spurious emissions are unwanted emissions outside the intended transmission, checked for both transmitter and receiver behavior.
EN-RT means EN Requirements Table, the annex table that summarizes the conformity requirements and their mandatory status.
Who uses SIST EN 302 064-2 V1.1.1:2004?
Manufacturers and design teams use SIST EN 302 064-2 V1.1.1:2004 to set transmitter power, bandwidth, and spurious-emission targets for WVL products. Test laboratories use it to plan measurements, interpret uncertainty, and report compliance in the format expected for harmonized radio standards.
It is also relevant to broadcasters, programme-makers, professional users, industrial users, emergency services, utilities, consumer users, hobbyists, and amateur users, because the scope distinguishes equipment categories by intended use and channel-bandwidth class. Quality managers and buyers can use those categories to decide whether a device is aimed at their application.
Which standards are used with SIST EN 302 064-2 V1.1.1:2004?
SIST EN 302 064-1 gives the technical characteristics, definitions, limits, and measurement methods that this part refers to for all of its radio requirements. ETSI TR 100 028 provides the method for handling measurement uncertainty in test reports.
Directive 1999/5/EC, the R&TTE Directive, is the legal framework for the harmonized status of the standard. Directive 98/34/EC appears in the foreword as the basis for the standardization mandate.
What does the SIST EN 302 064-2 V1.1.1:2004 document contain?
The document contains the requirement clauses, the related test suites, and the annexed EN-RT checklist used in conformity assessment. It also includes the reference model for measurement uncertainty, so test reports can be interpreted consistently.
Annex A gives a compact table linking each mandatory requirement to its clause reference. Annex B lists related documents, and Annex C records the title in official languages for publication and administrative use.

The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1]. For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present document essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified by function or interface type. The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The scopes of these standards are specified either by frequency (normally in the case where frequency bands are harmonized) or by radio equipment type. For article 3.1b the diagram shows EN 301 489, the multi-part product EMC standard for radio used under the EMC Directive. For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive and new standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be required. The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal equipme
