Safety of machinery - Safety requirements for hydraulically powered open die hot forging presses for the forging of steel and non-ferrous metals

This European Standard applies to:
-   hydraulically powered open die forging presses for hot working;
-   handling and cooling equipment connected with the control system of the forging line, e. g., manipulators, rotating type handling devices, die shifting devices, table devices and tool changing devices;
-   handling equipment designed specifically to be used within the forging line, e. g., material manipulation devices, turnover or handling devices attached to fork lift trucks or cranes etc.
It specifies the health and safety requirements at all stages in the life of the equipment, its design, ordering, construction, use and disposal.
This European Standard specifies requirements to be met by the manufacturer to ensure the health and safety of persons during construction, transport, commissioning, operation, maintenance and de-commissioning, as well as in the event of foreseeable faults as malfunctions which may occur in the equipment.
This European Standard deals with all significant hazards, hazardous situations and events relevant to hydraulically powered hot forging presses when they are used as intended and under conditions foreseeable by the manufacturer (see Clause 4).
This European Standard does not cover:
-   hydraulically controlled closed die forging presses for hot working;
-   mechanically powered hot forging presses;
-   mobile manipulators as defined in 3.4.2;
-   standard transport and lifting equipment modified for use with material manipulation devices, turnover and handling devices such as for fork lift trucks and cranes.
This European Standard is not applicable to machinery which was manufactured before the date of publication of this standard by CEN.

Diese Europäische Norm gilt für:
   hydraulisch angetriebene Freiform-Schmiedepressen zur Warmumformung;
   Handhabungs- und Kühlausrüstung, die verbunden ist mit der Steuerung der Schmiedelinie, z. B. Manipulatoren, Handhabungsausrüstung zum Drehen, Geräte zum Bewegen der Schmiedesättel, Roll-gänge und Werkzeugwechseleinrichtungen;
   speziell für eine Schmiedelinie konstruierte Handhabungsausrüstung, z. B. Material-Manipulatoren, an Gabelstaplern oder Kranen usw. angebrachte Wende- oder Handhabungsvorrichtungen.
Sie spezifiziert die Gesundheits- und Sicherheitsanforderungen über den gesamten Lebenszyklus der Maschine, von der Konstruktion über Bestellung, Montage und Betrieb bis zur Entsorgung.
Die Europäische Norm beschreibt die Anforderungen, die der Hersteller einhalten muss, um Gesundheit und Sicherheit aller Personen zu gewährleisten, die bei Montage, Transport, In- und Außerbetriebnahme sowie während des normalen Maschinenbetriebes beteiligt sind, sowie die Anforderungen zum Ausschluss aller vorhersehbaren, maschinenseitig eventuell auftretenden Fehlfunktionen.
Diese Europäische Norm behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und -ereignisse, die für hydraulisch angetriebene Freiform-Schmiedepressen relevant sind, wenn diese bestimmungsgemäß, und unter Bedingungen, die für den Hersteller vorhersehbar sind, verwendet werden (siehe Abschnitt 4).
Diese Norm gilt nicht für:
-   hydraulisch gesteuerte Gesenk-Schmiedepressen zur Warmumformung;
-   mechanisch angetriebene Schmiedepressen zur Warmumformung;
-   mobile Manipulatoren, wie in 3.4.2 definiert;
-   Standard-Transport- und Hebeausrüstung, modifiziert für den Gebrauch mit Material-Manipulation, an Gabelstaplern oder Kranen angebrachte Wende- oder Handhabungsvorrichtungen.
Diese Europäische Norm ist nicht anwendbar für Maschinen, die vor dem Veröffentlichungsdatum dieser Norm durch CEN gebaut wurden.

Sécurité des machines - Exigences de sécurité pour les presses à commande hydraulique de forgeage libre pour le formage à chaud de l'acier et des métaux non ferreux

La présente Norme européenne s’applique aux :
—   presses à forger hydrauliques à matrice ouverte pour le formage à chaud ;
—   équipements de manutention et de refroidissement reliés au système de commande de la chaîne de forgeage, par exemple manipulateurs, mécanismes de manutention tournants, dispositifs d’inversement de matrices, tables et dispositifs à changement d’outils ;
—   équipements de manutention conçus spécifiquement pour être utilisés dans la chaîne de forgeage, par exemple dispositifs de manipulation des matériaux, dispositifs de retournement ou de manutention montés sur les chariots élévateurs à fourche ou les appareils de levage à charge suspendue, etc.
Elle spécifie les exigences de santé et de sécurité à toutes les phases du cycle de vie des équipements, ainsi que de leur conception, commande, construction, utilisation et élimination.
La présente Norme européenne spécifie les exigences auxquelles doit satisfaire le fabricant afin d’assurer la santé et la sécurité des personnes lors de la construction, du transport, de la mise en service, du fonctionnement, de la maintenance et de la mise hors service, ainsi que dans le cas de défauts prévisibles tels que des dysfonctionnements potentiels des équipements.
La présente Norme européenne traite tous les phénomènes, situations et événements dangereux significatifs pertinents pour les !presses à forger hydrauliques à matrice ouverte pour le formage à chaud", lorsqu’elles sont utilisées comme prévu et dans des conditions raisonnablement prévisibles par le fabricant (voir Article 4).
La présente Norme européenne ne couvre pas :
—   les presses à forger à commande hydraulique à matrice fermée pour formage à chaud ;
—   les presses de forgeage à chaud mécanisées ;
—   les dispositifs de manipulation mobiles tels que définis au 3.4.2 ;

EN ISO 14121-1:2007. However, guard-rails, are not to be considered as sufficient measures of safeguarding to address hazardous situations included in Table 1, where only significant hazards are dealt with. In addition, the manufacturer shall give information in the instructions for use (see Clause 7) about the foreseen restrictions for access to the areas surrounded by the guard-rails and about the nature of the existing residual risks." 5.1.7 Discharge of fluids The manufacturer shall give instructions for discharge of fluids in case of internal leakage or due to maintenance of the fluid systems. This shall include information for tight surfaces, drains and the material that will be discharged. 5.1.8 Personal protective equipment (PPE) The manufacturer shall give information in the Information for use manual (see 7.5) on the required type of personal protective equipment needed to safeguard personnel from any risks remaining after applying the safety measures. 5.1.9 Warning devices and safety signs Warning devices and safety signs are additions to the design requirements to reduce hazards in case of significant risks. Safety signs and warning devices according to EN 61310-1 and -2 shall be used. Graphical symbols shall be in accordance with ISO 3864-1 and/or ISO 7000. Danger signals shall be in accordance with EN ISO 7731 and/or EN 842 and/or EN 981. Warning signs shall be affixed so that they are visible from outside the danger zone. !Warning signs about non-ionising radiation for persons with implanted medical devices shall be fixed where applicable." If an audible warning device is required (e. g., horn), the A-weighted sound pressure level measured according to EN ISO 7731 shall be 10 dB higher than the environmental noise of the operating forging presses, measured at 7 m distance from the audible warning device. NOTE The manufacturer should not rely upon warning signs alone to reduce hazards in the case of significant risks being present. 5.1.10 Access The manufacturer shall define and discuss the final overall design and layout of the plant to prevent unintentional access. In particular, the manufacturer shall take account of the following: SIST EN 14673:2007+A1:2010

!EN ISO 13849-1". The function of each safety control shall be considered in combination with other elements of the safety control system and shall maintain the safety level of all other components of the control system. For the hazards listed in Table 1 where an electrical control system is involved a risk assessment has been carried out according to !EN ISO 13849-1". 5.1.13 Guards !Guards shall be provided to prevent access to a danger zone. They shall be selected as appropriate for the degree and frequency of access to be permitted, e.g. an enclosing guard or distance guard, fixed or movable with interlock. This selection shall be made according to EN 953. Interlock systems shall meet the requirements of EN 1088. The requirements for guards shall conform to Clause 5 of EN 953:1997, EN ISO 13857 and EN 349. At zones, where risks due to potentially danger movements of equipment exist, operation of manual modes shall be made by means of hold-to-run devices from control stands with full overview of the driving elements." 5.1.14 !Surface temperatures and heat radiation" !Surfaces which are accessible and could be touched shall have temperatures not exceeding the burn threshold for contact time and material specified in EN ISO 13732-1. Where these limits can not be kept, additional technical measures shall be applied, e.g. isolation, distance guard.
