SIST EN 301 489-8:2001 is the Slovenian adoption of ETSI EN 301 489-8 for electromagnetic compatibility and radio spectrum matters, part 8 for GSM base stations. It specifies EMC test conditions, performance assessment, and pass/fail criteria for GSM and DCS digital cellular base stations, ancillary RF amplifiers, GSM repeaters, and associated ancillary equipment. The standard is used together with EN 301 489-1 and is framed as a harmonised EMC standard for the EMC Directive and Article 3.1b of the R&TTE Directive.

What does SIST EN 301 489-8:2001 specify?

SIST EN 301 489-8:2001 sets the product-specific EMC conditions for GSM base stations and related equipment. It covers how to test the equipment, how to judge performance during EMC exposure, and which criteria apply to transmitters, receivers, repeaters, and ancillary RF amplifiers.

AnnexWhat it covers
Annex AInformative examples of GSM and DCS radio equipment in scope
Annex BNormative method for continuous phenomena on repeaters and ancillary RF amplifiers
Annex CNormative method for transient phenomena on repeaters and ancillary RF amplifiers

The document is organized into scope, references, definitions, test conditions, performance assessment, performance criteria, and applicability overview tables. Clause 7 then ties the product-specific EMC conditions back to the general rules in EN 301 489-1.

What are the key requirements of SIST EN 301 489-8:2001?

SIST EN 301 489-8:2001 relies on EN 301 489-1 for the general EMC framework, but its special conditions take precedence where they differ. In practice, this means users follow the common EMC standard and then apply the GSM base-station-specific setups and pass/fail rules in this part.

  • Test setup and signal routing - Clause 4 defines how to arrange tests for transmitter input/output, receiver input/output, combined transmitter-receiver testing, and repeaters. For base stations with multiple BTS units, testing representative connector types is sufficient. This matters because a lab must set up the correct interface and loading, not just apply generic EMC tests.
  • Operating conditions during test - Transmitters are run at maximum rated output power with normal test modulation, and the wanted signal is set through the A or Abis interface, or an equivalent air-interface link. For receivers, the wanted RF input signal uses a nominal level of -47 dBm. This keeps the test aligned with real GSM operation.
  • Exclusion bands and narrowband responses - Clause 4 defines where radiated immunity testing is not performed around receiver and transmitter bands, and how to treat narrowband responses. If a receiver response appears at a discrete frequency, the test is repeated with frequency offsets to check whether the response is narrowband and can be disregarded. This avoids failing equipment because of harmless tuned responses.
  • Performance assessment - Clause 5 allows BER or RXQUAL to be used to judge transmitter and receiver performance. Where TCH/FS is not supported, the manufacturer declares the logical channel and the criteria to use. This is important for specialized equipment where one standard measurement does not fit every design.
  • Performance criteria for transmitters and receivers - Clause 6 requires the communication link to be established and maintained, with no loss of user control functions or stored data. For transmitter and receiver tests, the BER of class 2 bits or RXQUAL must stay within the stated limits. This tells the user what “passing” means during EMC exposure.
  • Repeaters and ancillary RF amplifiers - For continuous and transient phenomena, the key parameter is gain. Clauses 6.5 and 6.6 limit gain change to within ±1 dB, and Annex B and Annex C give the measurement methods. That is the practical acceptance rule for these devices.
  • Applicability tables and special EMC cases - Clause 7 points to emission and immunity applicability, including special conditions for conducted RF signals on DC power input/output ports and special criteria for voltage dips and interruptions. This helps a test lab decide which EMC tests and limits apply to the equipment ports actually used.

What terms does SIST EN 301 489-8:2001 define?

  • Ancillary equipment - Equipment used with a base station, ancillary RF amplifier, or repeater to add operational or control features, but not able to function on its own.
  • Ancillary RF amplifier - Equipment that amplifies the RF signal between a base station and an antenna, using a coaxial RF connection.
  • Base station - The equipment under test, including at least one BTS, an integrated BSS, or a BSC.
  • BTS (Base Transceiver Station) - The radio part of the base station system that handles the air interface.
  • BSS (Base Station System) - The GSM base-station system context used for the equipment covered by this standard.
  • RXQUAL - A received-signal quality measure used in GSM control and handover processes.
  • Repeater - A device with two RF ports that receives, amplifies, and retransmits signals in the transmit and receive bands.
  • A interface / Abis interface - Logical interfaces between BSC and MSC, and between BTS and BSC, used for test communications.

Who uses SIST EN 301 489-8:2001?

SIST EN 301 489-8:2001 is used by manufacturers of GSM base stations, ancillary RF amplifiers, GSM repeaters, and associated ancillary equipment. EMC test laboratories and conformity assessment teams use it to set up immunity and emission tests, choose the right performance metric, and write the test report.

It is also relevant for quality managers, technical buyers, and system integrators who need to verify that a product is intended for GSM Phase 2 or Phase 2+ use and that its EMC evidence matches the product type.

What does the SIST EN 301 489-8:2001 document contain?

SIST EN 301 489-8:2001 contains product-specific test conditions for transmitter, receiver, repeater, and ancillary equipment arrangements, including antenna-port handling, signal levels, exclusion bands, and normal test modulation. It also gives the methods for assessing BER and RXQUAL, and it defines how narrowband responses are identified during immunity testing.

The document includes performance criteria for continuous and transient phenomena on transmitters, receivers, repeaters, and ancillary RF amplifiers, plus applicability tables for emission and immunity testing. Annex B and Annex C provide the detailed gain-measurement procedures used for repeaters and ancillary RF amplifiers during continuous and transient EMC exposure.
