SIST EN 301 489-8 V1.2.1:2003 is the SIST adoption of ETSI EN 301 489-8 V1.2.1, an EMC standard in the ERM series for GSM base stations. It specifies the test conditions, performance assessment, and performance criteria for GSM and DCS digital cellular radio equipment in the Base Station System (BSS), together with ancillary RF amplifiers, GSM repeaters, and associated ancillary equipment.

What does SIST EN 301 489-8 V1.2.1 specify?

SIST EN 301 489-8 V1.2.1 specifies the EMC-related requirements for GSM base station equipment and related amplifier and repeater equipment, using EN 301 489-1 as the common technical base. It is a harmonised standard under the EMC Directive and the R&TTE Directive, and it gives product-specific test conditions where GSM base station systems need more detail than the common part.

The scope covers Phase 2 and Phase 2+ GSM and DCS equipment forming part of the BSS, plus ancillary RF amplifiers, GSM repeaters, and associated ancillary equipment. It excludes equipment that is part of the GSM Network Subsystem (NSS), such as MSC, Echo Cancellers (EC), and OMC.

AnnexWhat it covers
Annex AExamples of GSM and DCS radio equipment in scope
Annex BPerformance assessment for continuous phenomena applied to repeaters and ancillary RF amplifiers (CRptr)
Annex CPerformance assessment for transient phenomena applied to repeaters and ancillary RF amplifiers (TRptr)

What are the key requirements of SIST EN 301 489-8 V1.2.1?

SIST EN 301 489-8 V1.2.1 adds GSM-specific test setups, performance criteria, and applicability notes to the EMC framework in EN 301 489-1. In practice, it tells the tester how to connect the equipment, what to monitor, and how to judge pass or fail for transmitters, receivers, repeaters, and ancillary RF amplifiers.

Test conditions and setup

Clause 4 requires the general test conditions from EN 301 489-1, plus GSM-specific arrangements. For equipment with more than one BTS, tests may be performed on representative connector types rather than every identical path, and integral antennas are disconnected for testing.

Transmitters are driven through the A or Abis interface, or an equivalent interface carrying the air-interface information. Receivers are tested with a communication link in place, and repeaters are tested through their antenna ports under declared operating conditions.

Signal arrangements and exclusion bands

Clause 4 also defines how wanted signals are applied and how exclusion bands are handled. The document distinguishes receiver, transmitter, and repeater exclusion bands so that immunity tests are not run where the radio is expected to be operating normally.

It also sets out how narrowband receiver responses are identified so they can be separated from true wideband susceptibility. That matters because a narrowband response is not treated the same way as an actual EMC failure.

Performance assessment

Clause 5 sets the assessment methods. For transmitters and receivers, the key performance indicators are Bit Error Ratio (BER) and Received Signal Quality (RXQUAL), depending on the chosen test method. For repeaters and ancillary RF amplifiers, the key parameter is gain within the operating band.

If the equipment is specialized, the manufacturer must define the acceptable level of performance degradation and record it in the test report. That keeps the standard workable for products that do not fit the normal GSM test cases exactly.

Performance criteria

Clause 6 ties the EMC tests to real operating behavior. For continuous phenomena, the communication link must remain established during the test, and the applicable BER or RXQUAL limit must be met. For transient phenomena, the link must recover without user-noticeable loss after each exposure.

For repeaters and ancillary RF amplifiers, continuous and transient performance is judged by change in gain, which must remain within the specified tolerance. Annex B and Annex C provide the methods used for that measurement.

Applicability tables and special cases

Clause 7 gives overview tables for emission and immunity applicability. It also adds special conditions for DC power input/output ports and for voltage dips and interruptions, including how repeaters, ancillary RF amplifiers, and associated ancillary equipment are to be assessed after supply disturbances.

Annex A shows the equipment examples the standard is intended to cover, including Phase 2 and Phase 2+ GSM base stations and related equipment in P-GSM 900, E-GSM 900, and DCS 1800 bands.

What terms does SIST EN 301 489-8 V1.2.1 define?

  • A interface - The logical interface between a Base Station Controller (BSC) and a Mobile services Switching Centre (MSC).
  • Abis interface - The logical interface between a Base Transceiver Station (BTS) and a BSC.
  • Ancillary equipment - Equipment used with a base station, amplifier, or repeater to add operational or control features, but not to provide the main radio function on its own.
  • Ancillary RF amplifier - Equipment whose primary function is to amplify between the base station antenna connector and an antenna over coaxial cable.
  • Base station - Equipment under test that includes at least one BTS, an integrated BSS, or a BSC.
  • Repeater - A device with two RF ports that receives, amplifies, and retransmits signals in opposite BSS bands at the same time.
  • RXQUAL - The received signal quality measure used by the base station for power control and handover decisions.

Who uses SIST EN 301 489-8 V1.2.1?

SIST EN 301 489-8 V1.2.1 is used by manufacturers of GSM base stations, ancillary RF amplifiers, and GSM repeaters, together with EMC test laboratories and conformity assessment teams. Quality managers and technical buyers use it to define the EMC evidence they expect for base-station equipment and related ancillaries.

It is also relevant to design engineers and test engineers who need to plan immunity and emission testing, set up BER or RXQUAL monitoring, and document performance during EMC exposure.

What changed in SIST EN 301 489-8 V1.2.1 from the previous edition?

SIST EN 301 489-8 V1.2.1 is the ETSI publication from August 2002. The document history also lists V1.1.1 from September 2000.

Which standards are used with SIST EN 301 489-8 V1.2.1?

  • EN 301 489-1 - Provides the common technical requirements, general test conditions, and the base emission and immunity framework.
  • TS 101 087 - Supplies GSM Base Station System radio aspects used for transmitter and receiver assessment.
  • ETS 300 578 - Provides GSM radio subsystem link control details, including RXQUAL-related characteristics.
  • TS 100 607-1 - Provides Mobile Station conformance information used for RXQUAL-based assessment.
  • I-ETS 300 020-1 - An alternative conformance specification referenced for RXQUAL assessment.
  • EN 300 609-4 - Gives the Base Station System equipment specification for repeaters.
  • ETR 350 - Provides abbreviations and acronyms used in the GSM context.

What does the SIST EN 301 489-8 V1.2.1 document contain?

The document contains clauses for scope, references, definitions, test conditions, performance assessment, performance criteria, and applicability overview tables. It also includes annexes with examples of in-scope GSM and DCS equipment and the test methods used to assess repeaters and ancillary RF amplifiers.

Clause 4 describes the test arrangements, signal routing, exclusion bands, and normal test modulation. Clause 5 explains how to assess transmitter and receiver behavior using BER or RXQUAL, and how to assess gain for repeaters and ancillary RF amplifiers.

Annex B and Annex C provide the practical measurement methods for continuous and transient immunity testing of repeaters and ancillary RF amplifiers. Those annexes are the parts a test lab would use when it needs to measure gain before, during, or after EMC exposure.
