Overview
ISO 10474:2013 is an international standard developed by ISO that defines the different types of inspection documents supplied to purchasers for steel and steel product deliveries. It establishes standardized documentation practices to ensure clarity, traceability, and compliance with ordered specifications. This standard is intended for use alongside ISO 404 and ISO 4990, which specify the general technical delivery conditions for steel products and steel castings, respectively. ISO 10474:2013 applies broadly to steel products and can also be relevant for other materials where inspection documentation is required.
Key Keywords: ISO 10474:2013, steel inspection documents, steel product certification, inspection certificates, manufacturer compliance, steel testing reports
Key Topics
Types of Inspection Documents
ISO 10474:2013 classifies inspection documents based on inspection type:Non-specific inspection documents:
- Declaration of Compliance (2.1) - Statement by the manufacturer declaring that the steel products meet order requirements, without test data.
- Test Report (2.2) - Report including test results obtained from non-specific inspections verifying compliance.
Specific inspection documents:
- Inspection Certificate 3.1 - Document issued by the manufacturer with test results based on specific inspection of the actual products supplied. Validation is done by the manufacturer’s authorized inspection personnel.
- Inspection Certificate 3.2 - Similar to 3.1 but requires dual validation by the manufacturer and purchaser or a designated third-party inspector for enhanced verification.
Roles and Responsibilities
- Manufacturer - The organization responsible for producing steel products and issuing inspection documents.
- Intermediary - Entities such as stockists or service centers supplying products without altering the specified properties, who must provide the original or copy of the manufacturer’s inspection documentation without modifications.
Traceability and Validation
The standard emphasizes strict traceability between products and inspection documents. Validation by authorized representatives ensures the authenticity and accuracy of supplied documents. Digital or paper formats are acceptable, provided proper records are maintained.
Applications
ISO 10474:2013 serves multiple practical purposes in the steel and manufacturing industries:
Quality Assurance
Provides purchasers with reliable evidence that steel products meet order specifications, enhancing trust and facilitating acceptance of deliveries.Traceability in Supply Chain
Ensures transparent documentation flow from manufacturers through intermediaries to end users, critical for inventory management and regulatory compliance.Contractual Compliance
Supports contractual obligations by specifying clear requirements for inspection documentation that must accompany steel product shipments.Audit and Certification
Assists in audits, certifications, and inspections by standardized identification of inspection documents about the product’s manufacturing and testing history.Risk Reduction
Helps minimize disputes between suppliers and purchasers by clearly defining inspection documentation formats, content, and validation procedures.
Related Standards
ISO 10474:2013 should be used in conjunction with the following related international standards:
- ISO 404:2013 - Steel and steel products - General technical delivery requirements; provides specifications for production and delivery conditions, referenced for compliance in inspection documentation.
- ISO 4990 - Steel castings - General technical delivery requirements; applies specifically to steel casting inspection documentation.
- ISO/NP 16228 - Fasteners - Certificates - Test reports; related to certification and test reports in fastening components, relevant where steel fasteners are concerned.
Understanding and implementing ISO 10474:2013 alongside these standards ensures comprehensive quality management throughout steel product procurement and supply processes.
For manufacturers, intermediaries, and purchasers in the steel industry, adherence to ISO 10474:2013 streamlines inspection documentation practices, promotes consistency, and supports global trade by defining clear expectations for product inspection certificates and reports.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.
ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are
described in the ISO/IEC Directives, Part 1. In particular the different approval criteria needed for the
different types of ISO documents should be noted. This document was drafted in accordance with the
editorial rules of the ISO/IEC Directives, Part 2. www.iso.org/directives
