Earth-moving machinery - Operator training - Content and methods

ISO 7130:2013 provides a basis for content and methods used for operator training for earth-moving machinery as defined in ISO 6165. This training in turn provides the basis for developing operators of earth-moving machinery who are knowledgeable and understand the manufacturer's instructions for safe and proper operation and routine maintenance. It establishes criteria for evaluating the competency of a person who operates and could perform routine maintenance of earth-moving machinery, but does not specify any procedure for proficiency testing or assessment of the operator's competence of operating and maintaining earth-moving machinery. It is not intended to substitute for national or regional requirements or regulations related to operator training.

Overview

ISO 7130:2013 - Earth-moving machinery - Operator training - Content and methods - defines a framework for the content and delivery methods used to train operators of earth-moving machinery (as defined in ISO 6165). The standard focuses on developing operators who understand manufacturer instructions for safe operation and routine maintenance. It sets out criteria to evaluate operator competency but does not prescribe specific assessment procedures or replace national/regional regulatory requirements.

Key topics and requirements

  • Training scope and purpose: Impart knowledge and skills for safe, proper operation and routine maintenance of earth-moving machinery. Training content and duration should be adapted to machine family, attachment complexity, application and trainee experience.
  • Competency criteria: Trained operators should be able to:
    • Apply safety precautions and manufacturer instructions;
    • Interpret instruments, safety labels and control/display symbols (ISO 6405-1, ISO 6405-2, ISO 9244);
    • Understand technical data (mass, dimensions, ground pressure, speed) and machine limits (capacity, stability, load charts);
    • Perform machine inspections and routine maintenance, including lubrication and fluid checks;
    • Use maintenance safety devices (articulation locks, wheel chocks) and follow procedures for starting, travelling, stopping, towing, lifting and transport.
  • Trainer qualifications: Trainers should be effective communicators, competent machine operators, familiar with manufacturer operating and maintenance instructions, and knowledgeable about approved attachments.
  • Training methods and facilities: Acceptable methods include classroom instruction, instructive media (video), interactive computer-based methods, simulators, on-machine guided operation and verification exercises.
  • Documentation: On successful completion, a certificate and training record are recommended. Typical records include trainee name, course content, machine types, completion date, trainer name and training location. Records should also document unsuccessful attempts.

Applications and users

ISO 7130:2013 is practical for:

  • Training organizations and instructors developing operator courses for excavators, loaders, graders and other earth-moving machinery;
  • Construction, mining and civil works employers managing operator competency and safety programs;
  • OEMs and equipment dealers creating operator guidance and training materials;
  • Safety managers and site supervisors aligning training to manufacturer instructions and site risks.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.
ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International
Standards adopted by the technical committees are circulated to the member bodies for voting.
Publication as an International Standard requires approval by at least 75 % of the member bodies
casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 7130 was prepared by Technical Committee ISO/TC 127, Earth-moving machinery, Subcommittee
SC 3, Machine characteristics, electrical and electronic systems, operation and maintenance.
This second edition cancels and replaces the first edition (ISO 7130:1981), which has been technically revised.
