Overview
ISO 21028-1:2016 sets out the toughness requirements for metallic materials used in the construction of cryogenic vessels operating at temperatures below -80 °C. Ensuring material toughness at extreme subzero temperatures is vital for the structural integrity and safety of cryogenic equipment. This international standard aims to provide uniform guidelines to manufacturers and users, helping prevent brittle fractures in metallic materials exposed to cryogenic conditions. It specifically excludes unalloyed steels and cast materials, focusing instead on metallic alloys commonly used in low-temperature applications.
Key Topics
Toughness Requirements for Cryogenic Service
ISO 21028-1 details how to determine and verify the required toughness of metallic materials for use below -80 °C. It outlines specific procedures for:- The selection of steels, aluminium alloys, and copper alloys
- Impact and lateral expansion testing for steels
- Test procedures for welded joints, base materials, and heat-affected zones
Test Methods and Acceptance Criteria
The standard describes standardized test methods, including:- Charpy pendulum impact testing according to ISO 148-1
- Test piece sampling based on product thickness
- Acceptance criteria for both average and individual test results, with defined minimum requirements for impact energy and lateral expansion
Material Groups and Exclusions
- Scope is limited to metallic materials, with specific guidance for austenitic and ferritic steels as well as guidance for aluminium and copper alloys
- Materials must conform to the standard's requirements or be subject to an additional appraisal for special cases
Conformance with Pressure Equipment Directives
ISO 21028-1 is harmonized with the essential safety requirements of the European Pressure Equipment Directive (PED) 2014/68/EU, ensuring compatibility with legal and industrial safety requirements across multiple regions.
Applications
ISO 21028-1 is essential for organizations and professionals involved in the design, fabrication, inspection, and maintenance of cryogenic vessels used in industries such as:
- Liquefied Natural Gas (LNG) Storage and Transport
- Industrial Gases (e.g., Oxygen, Nitrogen, Argon)
- Medical Cryogenics
- Space and Aerospace Applications
- Scientific Research Facilities
Manufacturers, engineers, and quality assurance professionals use ISO 21028-1 to:
- Select appropriate metallic materials for cryogenic applications
- Qualify welding procedures and production welds
- Specify and verify material properties in procurement specifications
- Ensure compliance with international safety and quality standards
Meeting the requirements of this standard reduces the risk of brittle fracture in low-temperature environments, thus supporting the safe and reliable operation of cryogenic equipment.
Related Standards
Several related international and European standards support the implementation of ISO 21028-1:
- ISO 148-1: Metallic materials – Charpy pendulum impact test – Part 1: Test method
- ISO 21009-1:2022: Cryogenic vessels – Static vacuum-insulated vessels – Design, fabrication, inspection and tests

- ISO 15608: Welding – Guidelines for a metallic materials grouping system
- EN 13445-2:2021: Unfired pressure vessels – Part 2: Materials
Compliance with ISO 21028-1, in combination with these standards, ensures a comprehensive approach to the safe design and operation of cryogenic systems worldwide. This harmonization also supports regulatory compliance and global trade in the cryogenic sector.

Introduction
The use of materials at low temperatures entails special problems which should be addressed. Consideration
should be given, in particular, to changes in mechanical characteristics, expansion and contraction
phenomena and the thermal conduction of the various materials. Austenitic stainless steel can transform
from the austenitic to the martensitic phase when cooled down, leading to dimensional change that should
be considered during design.
However, the most important property to consider is material toughness at low temperatures.
