Overview
IEC 60745-2-14:2003/AMD2:2010 is an important amendment issued by the International Electrotechnical Commission (IEC) focusing on the safety of hand-held motor-operated electric tools, specifically planers. This amendment updates Part 2-14 of the IEC 60745 series to align with the fourth edition of IEC 60745-1:2006, ensuring enhanced safety standards for these woodworking tools.
The standard provides particular safety requirements for planers, including guidelines on mechanical hazards, operational safety, and specific device mechanisms such as lift-off devices. It is designed to help manufacturers, operators, and safety engineers mitigate risks associated with planer use, promoting early diagnosis of deviations and preventing accidents.
Key Topics
Scope and Applicability
This amendment applies explicitly to hand-held motor-operated planers, defining pertinent safety requirements beyond the general rules covered in IEC 60745-1.Definitions and Terminology
Clear terms such as “planer,” “lift-off device,” and “cutting head” are defined for uniform understanding:- Planer: Tool for removing surface material with a rotating cutting head parallel to the base plate.
- Lift-off device: Mechanism preventing blade contact when the tool rests on a flat surface.
- Cutting head: Assembly of blades and related components ready for operation.
Safety Markings and Instructions
The amendment enforces updated warnings, including:- Always wait for the cutter to stop before placing the tool down to avoid loss of control and injury.
- Hold the tool by insulated gripping surfaces to prevent electric shock from accidental wire cuts.
- Secure workpieces with clamps or supports to ensure stability and avoid handling risks.
Mechanical Hazards
Specific mechanical safety requirements cover:- Limiting the radial distance between rotating cutting edges and adjustable shoe edges to a maximum of 5 mm at any cutting depth.
- Design criteria for lift-off devices to ensure automatic activation upon lifting and to prevent blade contact when placed down.
Battery-Powered Tool Considerations
Separate annexes address battery tools and packs, clarifying the applicability of these safety requirements for cordless planers, including those with mains connections or non-isolated power sources.
Applications
This amendment is crucial for manufacturers, designers, safety inspectors, and end-users of electric planers within the woodworking industry. Practical applications include:
Product Design and Manufacturing
Incorporating these requirements helps companies design safer planers that minimize operator risk, comply with international safety laws, and build market trust.Safety Assessments and Compliance
Safety engineers use these standards to evaluate planers, certify machine safety, and implement preventive measures against mechanical hazards and electrical risks.Operator Training and Usage Guidelines
By following marking recommendations and safety instructions, operators reduce injury risk and extend tool lifespan through proper handling and maintenance.Quality Control and Early Fault Detection
Measuring parameters outlined allows timely identification of deviations from normal tool functioning, enabling corrective action before serious issues occur.
Related Standards
- IEC 60745-1:2006 – General safety requirements for hand-held motor-operated electric tools; this amendment ensures conformity with this foundational document.
- IAEA Safety Guide No. 50-SG-D12 (Annex 11) – It shares identical safety recommendations related to early detection of functional deviations in tools.
- Other parts in the IEC 60745 series that cover different types of electric power tools and specific safety parameters.
By adhering to IEC 60745-2-14:2003/AMD2:2010 guidelines, stakeholders in the power tool sector achieve a heightened level of safety and operational reliability in hand-held motor-operated planers - thereby protecting users and ensuring regulatory compliance in global markets.

8 Marking and instructions
Replace the existing Subclause 8.12.1 by the following:
8.12.1.1 Addition:
Planer safety warnings
– Wait for the cutter to stop before setting the tool down. An exposed rotating cutter
may engage the surface leading to possible loss of control and serious injury.
NOTE The above warning applies only to planers without an automatic closing guard.
– Hold the power tool by insulated gripping surfaces only, because the cutter may
contact its own cord. Cutting a "live" wire may make exposed metal parts of the power
tool "live" and could give the operator an electric shock.
– Use clamps or another practical way to secure and support the workpiece to a stable
platform. Holding the work by your hand or against the body leaves it unstable and may
lead to loss of control.
19 Mechanical hazards
Replace the existing Subclause 19.1 by the following:
19.1 Addition:
For the requirements given in 19.106, 19.107 and 19.108, only the test probe shown in
Figure 102 is used.
