Overview
EN 12786:2013 - Safety of machinery: Requirements for the drafting of the vibration clauses of safety standards (CEN) provides guidance for authors of harmonized type‑C machinery safety standards on how to address vibration hazards. It supplements EN ISO 12100 and aligns with the Machinery Directive (2006/42/EC). The standard covers both hand‑transmitted (hand‑arm) vibration and whole‑body vibration and explains how to require and declare vibration emissions for portable hand‑held/hand‑guided and mobile machinery.
Key topics and requirements
- Scope & purpose
- Guidance for drafting vibration clauses when vibration is a significant hazard.
- Mandatory treatment of vibration emission declaration for portable hand‑held/hand‑guided and mobile machinery, irrespective of significance assessment.
- Risk management hierarchy
- Three‑step approach (in order): inherent safe design → safeguarding → information for use, consistent with EN ISO 12100.
- Vibration as a significant hazard
- Hand‑transmitted and whole‑body vibration should be listed as significant hazards when risk to health is identified.
- Typical trigger declaration values referenced (for guidance): 2.5 m/s² for hand‑transmitted vibration and 0.5 m/s² for whole‑body vibration.
- Design & protective measures
- Require type‑C standards to specify design measures and examples to reduce vibration at source (isolation, balancing, suspended handles, ergonomic design, etc.) while not limiting innovation.
- Emphasize measures that do not rely solely on operator technique.
- Measurement, declaration & verification
- Type‑C standards must include or reference appropriate vibration test codes for measuring and declaring vibration emission and uncertainty (e.g., EN ISO 20643 for hand‑held machines, EN 1032 for mobile machinery).
- Define operating conditions for measurement and include provisions for verification.
- Information for use
- Requirements for instruction, warnings, and residual risk communication to enable safe use and support employer risk control duties.
Practical applications and users
Who uses EN 12786:2013:
- Technical committees drafting type‑C machinery safety standards.
- Machine manufacturers and designers to shape design criteria that reduce vibration risks and meet harmonized standards.
- Test laboratories and certification bodies for measurement and declaration protocols.
- Regulators, employers and safety professionals interpreting machine conformity and managing worker exposure to vibration.
Practical uses:
- Drafting consistent vibration clauses in harmonized standards.
- Specifying test methods and declaration formats for vibration emission.
- Informing product design choices to reduce hand‑arm and whole‑body vibration exposures.
Related standards (selection)
- EN ISO 12100 (risk assessment / risk reduction)
- EN ISO 5349‑1 (hand‑transmitted vibration measurement)
- ISO 2631‑1 (whole‑body vibration evaluation)
- EN ISO 20643, EN 1032, EN 12096, CR 1030‑1, CEN/TR 15172‑1
EN 12786:2013 helps standard writers and manufacturers translate vibration risk principles into clear, testable safety requirements and declarations that support compliance with EU machinery safety rules.
