This document is applicable to portable ladders made only of non-conductive stiles, including accessories (pole leaning device, adjustable levelling device, adjustable ladder stabilizer, etc.) used to work on or near electrical systems and installations in the low voltage range (up to 1 000 V AC/1 500 V DC). These ladders are used to provide temporary access, generally on overhead line structures, and to undertake electrical operations. They are expected to be used by one person only. These ladders, in conjunction with other protective equipment provide sufficient insulation level to protect against inadvertent contact with live low voltage installations. This document does not cover ladders used for live working on electrical installations at voltages above 1 000 V AC and above 1 500 V DC. These insulating ladders are separately covered by EN 61478. This document does not cover products not made entirely with non-conductive stiles generally called mixed ladders. In this case the EN 131 series apply. This document does not cover step stools, which are covered by EN 14183. These ladders are only for specific professional use. Only skilled persons, after an appropriate training, can use this type of ladder for professional applications. The products designed and manufactured according to this document contribute to the safety of the users provided they are used by skilled persons, in accordance with safe methods of work and the manufacturer instructions for use (where appropriate). Annex E gives a rationale to explain how a ladder which fulfils the requirements of this document used with correct accessories gives better safety for the user than an ordinary ladder.

This document covers the performance requirements for protectors and single protective devices considering thermal, optical and mechanical hazards of an electric arc. Because of the limitations of test apparatus at very high energy arcs, no arc rating above 4 100 kJ/m2 (100 cal/cm2) can be assigned to protectors. This document does not cover protection against electric shock, noise, the consequences of physical and mental shock and the toxic influences caused by an electric arc. This document does not cover protectors for work intentionally using an electric arc, e.g. arc welding, plasma torch. This document does not cover face-screens for the reduction of an electric field inside conductive clothing in accordance with IEC 60895. Any other claims of the manufacturer for protection against other hazards to eye or face (e.g. welding radiation, hazards occurring during fire-fighting) are outside the scope of the document. IEC 61482-1-1:2019 specifies test method procedures to determine the arc rating of flame resistant clothing materials and garments or assemblies of garments intended for use in clothing for workers if there is an electric arc hazard. An open arc under controlled laboratory conditions is used to determine the values of ELIM, ATPV or EBT of materials, garments or assemblies of garments. NOTE 1 The user can, if he desires, classify the arc protective performance into arc rating protection levels based on ELIM, ATPV and/or EBT values which correspond best to the different hazard and risks levels that can result from the user’s risk analysis. NOTE 2 This document is not dedicated to classifying the arc protective performance of the material and clothing into arc protection classes. Procedures determining these arc protection classes APC1 and APC2 are specified in IEC 61482 1-2, which uses a constrained arc for testing. NOTE 3 This test method is not intended and not appropriate to evaluate whether materials or garments are flame resistant or not, as this is covered in IEC 61482-2. For systems without neutral reference, the insulating level is adapted to the maximum possible voltage to the earth (ground). This European Standard is applicable to portable ladders made of non conductive stiles, including accessories (cradle, adjustable foot, adjustable ladder stabilizer, foot leveller device, etc.) used to work on or near electrical systems and installations in the low voltage range (below 1 000 V a.c./1 500 V d.c.). These ladders are used, to provide temporary access, generally on overhead line structures and to undertake electrical operations. They shall be used by one person only These ladders are not intended to be put in direct contact with energized parts nevertheless they provide sufficient insulation level to protect against inadvertent contact with low voltage live parts. The requirements and tests described in this European Standard shall be considered in addition to the EN 131 series.
