This part of EN 13814 defines requirements for the necessary independent inspections of amusement devices designed, manufactured, operated and used according to EN 13814 1:2019 and EN 13814 2:2019.

This document specifies the minimum requirements necessary to ensure the safe maintenance, operation, inspection and testing of amusement ride and amusement devices which are intended to be installed both repeatedly without degradation or loss of integrity, and temporarily or permanently in fairgrounds and amusement parks or any other locations.
Grandstands, construction site installations, scaffolding, removable agricultural structures, simple coin operated children's amusement devices, carrying up to three children, and recreational devices like waterslides or summer toboggan runs, playground equipment, rope courses, climbing wall, inflatable, trampolines, swimming pool equipment (this list is not exhaustive) are not covered by this document.

The purpose of this CEN Technical Report is to provide replies to requests for interpretations of all parts to EN 13814:2019.

This document specifies the minimum requirements necessary to ensure the safe design, calculation, manufacture, assembly, operation, disassembly, inspection and maintenance of the following, but not limited to:
•   structures e.g. stage roofs, stage floors, follow spot towers, PA towers,
•   LED support structures,
•   one-off event structures,
•   hospitality structures,
•   temporary spectator facilities.
The above hereafter called event structures are structures intended to be installed and dismantled specifically for an event.
This document does not cover:
•   Spectator facilities – EN 13200-series,
•   Temporary structure – Tents – safety by EN 13782,
•   Fairground and amusement park machinery and structures as per EN 13814 series,
•   Temporary works equipment covered by CEN/TC 53,
•   Inflatable play equipment-safety requirements and test methods as per EN 14960,
•   Entertainment Technology as described by CEN TC 433.
NOTE   This document is not applicable to event structures which are designed, manufactured, placed on the market or put in service before the date of publication of this document by CEN.

This document provides a method on how to assign minimum acceptable manufacturing quality requirements to amusement device metallic components which have been classified as machinery components. Bonded assemblies made in plastic composites are excluded from this scope. Quality requirements can be found in EN 13814-1:2019, 5.4.3.7.

This European Standard specifies safety requirements which need to be observed at design, calculation, manufacture, installation, maintenance, operation, examination and testing of mobile, temporary installed tents more than 50 m2 ground area. For tents less than 50 m2 ground area, it is not necessary to produce the tent book (see Clause 14) and the producer will provide a documentation concerning the burning behaviour of the fabrics and the stability of the structure.
Two tents can be considered as two tents if the distance between them is more than 5 m except otherwise agreed.
These tents are intended to be installed and dismounted repeatedly without loss of substance, temporarily as well as on short term or long-term basis at any places, and multiple purposes.
A simplified calculation for tents with a maximum space of 12 m and a maximum capacity of 300 people is allowed for traditional pole and rope tents.
The field of application of this European Standard covers all kind of temporary covered structures.
Tents erected for a temporary period and dismantled for use elsewhere in fairgrounds and amusement parks are covered by this European Standard.
The content of this European Standard collects the different existing national regulations and guidelines as far as possible.

The above items are hereafter called amusement devices, which are intended to be installed both repeatedly without degradation or loss of integrity, and temporarily or permanently in fairgrounds and amusement parks or any other locations. Fixed grandstands, construction site installations, scaffolding, removable agricultural structures and simple coin operated children's amusement devices, carrying not more than two children, are not covered by this document.
