Abstract

Review of title and HS-RTT to align with STF 279 proposals. The present document specifies the minimum technical characteristics required for UHF on board vessels radio equipment and systems operating on frequencies allocated to the maritime mobile services by the ITU Radio Regulations [5]. The present document is intended to cover the provisions of Directive 1999/5/EC [1] (R&TTE Directive) article 3.2, which states that "… radio equipment shall be so constructed that it effectively uses the spectrum allocated to terrestrial/space radio communications and orbital resources so as to avoid harmful interference". In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive [1] may apply to equipment within the scope of the present document.

SIST EN 300 720-2 V1.2.1:2008 is a SIST-published Slovenian standard based on ETSI EN 300 720-2 V1.2.1. It covers UHF on-board vessels communications systems and equipment and sets the minimum technical characteristics and conformance tests used for article 3.2 of the R&TTE Directive. It is written for manufacturers, suppliers, and test laboratories working with maritime radio equipment.

What does SIST EN 300 720-2 V1.2.1:2008 specify?

SIST EN 300 720-2 V1.2.1:2008 specifies the minimum technical characteristics for UHF on-board vessels radio equipment and systems operating on frequencies allocated to the maritime mobile services by the ITU Radio Regulations. It focuses on spectrum use and harmful interference, which is the core concern of article 3.2 of the R&TTE Directive.

The standard is organized as follows:

AnnexWhat it covers
Annex AHS Requirements and conformance Test specifications Table (HS-RTT)
Annex BEN title in the official languages

Clause 1 gives the scope, clause 2 lists references, clause 3 gives definitions, symbols and abbreviations, clause 4 states the technical requirements, and clause 5 gives the compliance testing rules.

What are the key requirements of SIST EN 300 720-2 V1.2.1:2008?

Transmitter performance

SIST EN 300 720-2 V1.2.1:2008 sets transmitter limits for frequency error, maximum effective radiated power, frequency deviation, deviation above 3 kHz, adjacent channel power, transient frequency behaviour, and spurious emissions. In practice, these clauses control how accurately the transmitter stays on channel and how much unwanted energy it puts into nearby channels or outside the wanted band.

Clause 4.1 says the requirements apply within the equipment’s environmental profile. That means the radio has to keep meeting the limits under the operating conditions declared for its environmental class, not only in ideal lab conditions.

Receiver performance

SIST EN 300 720-2 V1.2.1:2008 also covers receiver maximum usable sensitivity, co-channel rejection, adjacent channel selectivity, spurious response rejection, intermodulation response, blocking or desensitization, and receiver spurious emissions. In practice, these requirements check that the receiver can still work when other signals are present and that it does not create unwanted emissions itself.

Conformity evidence and measurement rules

Clause 5 ties each requirement to a test procedure, mostly by cross-reference to EN 300 720-1. The transmitter tests in clause 5.3 are marked as part of the Essential Radio Test Suite, while the receiver tests in clause 5.4 are treated as Other test specifications.

Clause 5.2 requires the test report to include measurement uncertainty and sets the way uncertainty is assessed using TR 100 028. For a buyer or test lab, this matters because the pass/fail decision is based on the measured value together with its uncertainty.

Annex A, the HS-RTT, links each essential requirement to its clause and test route. It also marks requirements as unconditional and shows which ones belong to the Essential Radio Test Suite or the Other Test Suite.

What terms does SIST EN 300 720-2 V1.2.1:2008 define?

  • Environmental profile - the range of environmental conditions under which the equipment must continue to comply.
  • Supplier - the entity responsible for placing the equipment on the market under the R&TTE Directive.
  • Radio and Telecommunications Terminal Equipment (R&TTE) - the directive framework this standard supports.
  • Radio Frequency (RF) - the frequency domain used for the measurement uncertainty rules in clause 5.2.
  • Ultra-High Frequency (UHF) - the radio band covered by the on-board vessel communications systems in this standard.
  • HS Requirements and conformance Test specifications Table (HS-RTT) - the Annex A table that maps each requirement to its conformance test.
  • Electromotive force (emf) - the symbol listed for use in the document.

Who uses SIST EN 300 720-2 V1.2.1:2008?

Manufacturers and system integrators use SIST EN 300 720-2 V1.2.1:2008 to design UHF on-board vessel radios that meet the stated limits. Test laboratories use it to run the transmitter and receiver test suites and to report measurement uncertainty.

Quality managers, suppliers, and conformity assessors use the HS-RTT in Annex A to trace each requirement to its test evidence. It is relevant to maritime radio equipment placed on vessels and to organizations that need to show conformity with article 3.2 of the R&TTE Directive.

What changed in SIST EN 300 720-2 V1.2.1:2008 from the previous edition?

The document history shows that SIST EN 300 720-2 V1.2.1:2008 follows ETSI EN 300 720-2 V1.1.1, published in August 2000.

Which standards are used with SIST EN 300 720-2 V1.2.1:2008?

  • Directive 1999/5/EC - the legal basis for article 3.2 conformity and the reason this standard exists.
  • ETSI EN 300 720-1 (V1.3.1) - provides the technical characteristics, definitions, limits, and test methods that Part 2 references.
  • ETSI TR 100 028 - provides the uncertainty method used in clause 5.2.
  • ITU-R Recommendation M.1174-2 - gives the technical characteristics of equipment used for on-board vessel communications in the relevant bands.
  • Directive 98/34/EC - provides the mandate context for the ETSI work.

What does the SIST EN 300 720-2 V1.2.1:2008 document contain?

SIST EN 300 720-2 V1.2.1:2008 contains clause-by-clause requirements for transmitter and receiver performance, plus the test routes used to verify them. It also includes the rules for test conditions, power supply, ambient temperature, and the interpretation of measurement results.

Clause 5.2 includes a table of absolute measurement uncertainties for radio, power, deviation, spurious emissions, and transient measurements. Annex A provides the HS-RTT matrix for presumption of conformity, and Annex B gives the EN title in several official languages.
