Product category rules for life cycle assessment of electrical and electronic products and systems
IEC 63366:2025 defines product category rules (PCR) for electrical and electronic products and systems (EEPS) to develop Type III environmental declarations for electrical and electronic products and systems (EEPS). It specifies the process and requirements on how to conduct life cycle assessment (LCA) in the context of environmental declarations.
This document provides common rules for:
a) LCA, including the requirements for developing default scenarios;
b) the LCA report;
c) the development of PSR.
This document provides further guidelines for environmental declarations.
The LCA principles and framework are based on ISO 14040 and ISO 14044, and are therefore out of scope of this document.
PCR is complemented by additional product-specific rules (PSR), which further define, for example, functional units and default scenarios in the product-specific context. Therefore, this document also provides guidance on how to develop PSR in corresponding technical committees.
This document has the status of a horizontal publication in accordance with IEC Guide 108. In accordance with IEC Guide 108, this generic essential horizontal standard is intended for use by product committees as a starting point in preparing PSR standards. Specific requirements developed by product committees in PSR standard take precedence over requirements in this standard.
When there is no PSR available in a product committee, this generic essential horizontal standard could be applied by LCA practitioners with recorded complementary specifications.

L'IEC 63366:2025 définit les règles de définition des catégories de produits (PCR) relatives aux produits et systèmes électriques et électroniques (EEPS) en vue d'élaborer des déclarations environnementales de Type III pour les produits et systèmes électriques et électroniques (EEP). Il spécifie le processus et les exigences relatives à la méthode de réalisation d'une analyse du cycle de vie (ACV) dans le cadre de déclarations environnementales.
Le présent document définit des règles communes pour:
a) l'ACV, notamment les exigences nécessaires à l'établissement des scénarios par défaut;
b) le rapport d'ACV;
c) l'établissement des PSR.
Le présent document fournit des lignes directrices supplémentaires en ce qui concerne les déclarations environnementales.
Les principes et le cadre de l'ACV reposent sur l'ISO 14040 et l'ISO 14044, et ne relèvent donc pas du domaine d'application du présent document.
Les PCR sont complétées par des règles spécifiques au produit (PSR), qui définissent en détail les unités fonctionnelles et les scénarios par défaut dans le contexte spécifique du produit, par exemple. C'est pourquoi le présent document fournit également les recommandations relatives à la méthode d'établissement des PSR dans les comités techniques concernés.
Le présent document a le statut d'une publication horizontale conformément au Guide 108 de l'IEC. Conformément au Guide 108 de l'IEC, la présente norme horizontale essentielle générique est destinée à être utilisée par les comités de produits comme point de départ dans le cadre de l'élaboration de normes sur les règles spécifiques au produit (PSR). Les exigences spécifiques élaborées par les comités de produits dans les normes PSR prévalent sur les exigences de la présente norme.
En l'absence de norme PSR disponible au sein d'un comité de produits, la présente norme horizontale essentielle générique peut être appliquée par les praticiens de l'ACV avec des spécifications complémentaires enregistrées.
