SIST EN 301 489-7:2001 is the Slovenian adoption of ETSI EN 301 489-7 Version 1.1.1 for electromagnetic compatibility of mobile and portable GSM and DCS radio equipment and associated ancillary equipment. It specifies EMC test conditions, performance assessment and pass/fail criteria for equipment covered by the EMC Directive and article 3.1b of the R&TTE Directive.
The standard is written for engineers, test laboratories, manufacturers and buyers who need to verify EMC behaviour of GSM and DCS terminals in practice. It works together with EN 301 489-1, while adding the radio-system-specific conditions for this equipment family.
What does SIST EN 301 489-7:2001 specify?
SIST EN 301 489-7:2001 specifies the EMC assessment of Phase 1, Phase 2 and Phase 2+ GSM and DCS mobile and portable radio equipment that transmits and receives speech and/or data, plus associated ancillary equipment. It also states what is outside scope, and how the document is structured.
This standard does not cover antenna-port technical specifications or enclosure-port emissions for spectrum use, because those are handled in the relevant product standards. Base station equipment operating in network infrastructure is also outside scope, while mobile and portable equipment intended for fixed use while connected to the AC mains is included.
| Annex | What it covers |
|---|---|
| Annex A | Informative examples of mobile and portable radio equipment and ancillary equipment within scope, for GSM 450 MHz, 900 MHz and DCS 1800 MHz Phase 1, Phase 2 and Phase 2+ systems |
The main body is organized into clauses on scope, references, definitions and abbreviations, test conditions, performance assessment, performance criteria, and applicability for emission and immunity testing.
What are the key requirements of SIST EN 301 489-7:2001?
The standard sets the radio-specific EMC test setup on top of EN 301 489-1. In practice, this means the equipment has to be tested in a configuration that reflects normal intended use, and the test system has to keep a working communications link where the clause requires it.
- Clause 4 requires test conditions from EN 301 489-1, with extra product-specific rules. Detachable antennas are fitted as normally used, and the equipment is tested with a base station simulator.
- Clause 4.2.1 requires the transmitter to be driven at maximum transmit power when the EUT is in transmit/receive mode, and it uses RXQUAL as a monitored link-quality indicator. This matters because EMC stress is assessed while the equipment is operating as it would in service.
- Clause 4.2.1.1 and 4.2.1.2 define how to calibrate and measure speech paths. The standard uses audio breakthrough checks, reference levels, and voice-mode configuration so immunity tests reflect real voice performance rather than only RF link presence.
- Clause 4.2.4 sets the wanted RF input signal at 40 dB above reference sensitivity to keep a stable communications link. Clause 4.2.6 defines idle mode using BCCH/CCCH and disables periodic location updating, so the transmitter is checked against unintended operation.
- Clause 4.3 defines exclusion bands for receiver and transmitter sections. Clause 4.4 explains how to separate narrowband responses from wideband EMC problems, so a local spurious response is not mistaken for a true failure.
- Clause 4.5 and clause 6 distinguish voice and data testing. Voice-call immunity tests are done without external modulation, while data-call tests use appropriate external modulation so the data link can be monitored.
- Clauses 6.2 to 6.5 set the performance criteria for CT, TT, CR and TR. The equipment must keep the link, avoid user-noticeable loss during transient exposure, and not lose user control functions or stored data at the end of the test.
- Clauses 7.1 and 7.2 link emission and immunity testing to the relevant EN 301 489-1 tables, with special conditions for operating mode, maximum rated output power, and certain vehicular and mains-powered cases.
What terms does SIST EN 301 489-7:2001 define?
- Equipment Under Test (EUT) - The radio equipment or ancillary equipment being evaluated in the EMC test.
- idle mode - A powered receiver or transceiver state where the equipment is ready for service and can respond to a call request.
- RXQUAL - A received-signal-quality measure used in GSM link control and handover decisions.
- BCCH - Broadcast Control Channel, used by the test system when simulating a base station in idle mode.
- CCCH - Common Control Channel, used with BCCH to let the EUT listen and respond to paging.
- DTX - Discontinuous Transmission, which the test system commands off during transmitter-input signal arrangements.
- MRP - Mouth Reference Point, the reference point used for uplink speech calibration.
- CT / TT / CR / TR - The performance-criteria categories for continuous and transient phenomena on transmitters and receivers.
Who uses SIST EN 301 489-7:2001?
SIST EN 301 489-7:2001 is used by manufacturers of GSM and DCS mobile and portable terminals, by EMC test laboratories, and by conformity assessment teams preparing technical files and test reports. It is also relevant to quality managers and buyers who need to specify EMC behaviour for handsets, handheld radios, and associated ancillary equipment.
The standard is especially useful when the product must be checked for immunity while maintaining speech or data calls, and when ancillary equipment is tested either on its own or together with the radio equipment. It is also used when equipment is intended for fixed use while charging from AC mains.
What changed in SIST EN 301 489-7:2001 from the previous edition?
SIST EN 301 489-7:2001 is the Slovenian identical version of EN 301 489-7 Version 1.1.1. The document history records a one-step approval procedure and publication in September 2000.
Which standards are used with SIST EN 301 489-7:2001?
- EN 301 489-1 - Provides the common technical requirements, general test conditions, emission and immunity tables, and the baseline performance criteria used throughout this part.
- Directive 1999/5/EC - The R&TTE Directive referenced in the foreword as part of the harmonised regulatory context.
- Council Directive 89/336/EEC - The EMC Directive referenced in the foreword as the EMC regulatory basis.
- I-ETS 300 034-1 / I-ETS 300 034-2 - Give GSM Phase 1 and DCS Phase 1 radio subsystem link control details used for RXQUAL and operating references.
- ETS 300 578 / TS 100 911 - Provide Phase 2 and Phase 2+ radio subsystem link control references.
- ITU-T Recommendation P.64 - Defines the mouth reference and electro-acoustical measurement basis used in speech calibration.
- ITU-T Recommendation P.76 - Provides the loudness-rating principles referenced in the document.
- Directive 98/34/EC - The notification procedure basis mentioned in the foreword.
What does the SIST EN 301 489-7:2001 document contain?
This standard contains detailed test conditions for setting up a communications link, calibrating uplink and downlink speech paths, and handling idle mode, exclusion bands and narrowband responses. It also contains performance assessment rules, including how to treat equipment with or without analogue speech circuits and how to handle ancillary equipment.
It includes tables for emission and immunity applicability and special conditions, plus figures that show the audio breakthrough measurement setups. Annex A gives informative examples of equipment types within scope, including GSM 450 MHz, 900 MHz and DCS 1800 MHz mobile and portable equipment.
