SIST EN 301 489-7 V1.3.1:2006 is the SIST adoption of ETSI EN 301 489-7 for electromagnetic compatibility (EMC) testing of GSM and DCS mobile and portable radio equipment. It specifies the test conditions, performance assessment and performance criteria for Phase 1, Phase 2 and Phase 2+ equipment that transmits and receives speech and/or data, together with associated ancillary equipment.

What does SIST EN 301 489-7 V1.3.1:2006 specify?

SIST EN 301 489-7 V1.3.1:2006 covers EMC assessment for digital cellular mobile and portable radio equipment used in GSM and DCS systems, when read together with EN 301 489-1. It is aimed at equipment that carries speech and/or data and at associated ancillary equipment, with special conditions for these radio products.

The standard keeps antenna-port and enclosure-port radio-spectrum specifications out of scope and points those topics to the relevant product standards. It also gives precedence to its own provisions where they differ from EN 301 489-1.

What are the key requirements of SIST EN 301 489-7 V1.3.1:2006?

SIST EN 301 489-7 V1.3.1:2006 focuses on how to set up the radio link, how to measure audio breakthrough, and how to judge pass or fail during EMC tests. In practice, the document tells a test lab what to connect, what to monitor, and what level of performance must remain acceptable under disturbance.

Test conditions and setup

Clause 4 requires the EN 301 489-1 test conditions, plus product-specific arrangements. For receiver testing, the wanted signal is selected by ARFCN, a link is set up through a suitable base station simulator, and RXQUAL is monitored when transmit/receive mode is used.

Clause 4.2.1.1 and 4.2.1.2 define calibration and audio measurement methods using a 1 kHz signal. The test setup records reference speech levels for downlink and uplink, which matters because later immunity tests compare disturbed audio against those reference levels.

Transmitter and receiver arrangements

Clauses 4.2.2 to 4.2.5 cover test signals at transmitter and receiver ports, including use of a coaxial connection where an external 50 Ω RF antenna connector is normally cabled. Clause 4.2.2 also requires Discontinuous Transmission (DTX) to be disabled during transmitter input testing, so the radio stays active in a predictable way.

Clause 4.2.6 defines idle mode as a simulated Base Station (BS) with BCCH/CCCH on one carrier. That matters because the equipment must be checked while ready to receive paging, not only during active calls.

Exclusion bands and narrow-band responses

Clause 4.3 sets exclusion bands for receiver and transmitter sections, so radiated RF immunity tests are not applied inside those operating ranges. Clause 4.4 gives a repeat-test method for deciding whether a response is narrow band or a real EMC problem, which avoids rejecting equipment for responses that are part of normal receiver selectivity.

Performance criteria

Clause 6 defines the main pass criteria for Continuous phenomena applied to Transmitters (CT), Transient phenomena applied to Transmitters (TT), Continuous phenomena applied to Receivers (CR), and Transient phenomena applied to Receivers (TR). During CT and CR testing, the audio breakthrough level must stay at least 35 dB below the recorded reference level, and CR testing also limits RXQUAL to 3.

For TT and TR, the communication link must recover without user-noticeable loss after each exposure, and the equipment must still operate as intended after the full sequence. In idle mode, the transmitter must not switch on unintentionally.

Applicability overview

Clause 7 ties the product to the emission and immunity test categories in EN 301 489-1. It also sets special conditions for radiated-field, common-mode, pulse, and voltage dip tests, including use of the max-hold detector method in some cases.

What terms does SIST EN 301 489-7 V1.3.1:2006 define?

  • Equipment Under Test (EUT) - the radio equipment being checked during EMC testing.
  • idle mode - powered and ready to answer a call request, but not in an active call.
  • RXQUAL - the received signal quality measure used for RF power control and handover.
  • Discontinuous Transmission (DTX) - a transmit mode that can be turned off for test purposes.
  • Mouth Reference Point (MRP) - the mouth reference point used to set uplink speech calibration.
  • Broadcast Control Channel/Common Control Channel (BCCH/CCCH) - the channels used in idle-mode simulation for paging and synchronization.

Who uses SIST EN 301 489-7 V1.3.1:2006?

SIST EN 301 489-7 V1.3.1:2006 is used by manufacturers of GSM and DCS mobile and portable radios, test laboratories, EMC engineers, and compliance teams. It is also relevant to quality managers and buyers who need to know how equipment will be tested for EMC performance before release or acceptance.

Typical tasks include setting up radiated and conducted EMC tests, calibrating speech paths, checking RXQUAL and audio breakthrough, and documenting the test report. It is also useful when ancillary equipment or AC-mains chargers must be assessed together with the radio product.

What changed in SIST EN 301 489-7 V1.3.1:2006 from the previous edition?

SIST EN 301 489-7 V1.3.1:2006 is identified as ETSI EN 301 489-7 Version 1.3.1 and the document history lists earlier publications V1.2.1 and V1.1.1. The page does not give a change log, so the revision history is the main edition-level information.

Which standards are used with SIST EN 301 489-7 V1.3.1:2006?

  • EN 301 489-1 - provides the common technical requirements, general test conditions, and the main emission and immunity framework.
  • I-ETS 300 034-1 and I-ETS 300 034-2 - give the GSM Phase 1 radio subsystem link control references for GSM 900 and DCS 1800.
  • ETS 300 578 - provides the Phase 2 GSM radio subsystem link control reference.
  • TS 100 911 - provides the Phase 2+ GSM radio subsystem link control reference and the receiver sensitivity reference used in testing.
  • ITU-T Recommendation P.64 - defines the artificial head and MRP-related speech measurement basis.
  • Directive 1999/5/EC and Council Directive 89/336/EEC - give the regulatory context for the intended harmonized use of the standard.
  • Directive 98/34/EC - relates to the notification procedure for technical standards and regulations.

What does the SIST EN 301 489-7 V1.3.1:2006 document contain?

The document contains the full EMC test structure for GSM and DCS mobile and portable radio equipment: scope, references, definitions, test conditions, performance assessment, performance criteria, and an applicability overview. It also includes two figures for audio calibration and audio breakthrough measurement.

Clause 4 gives the practical test setups for speech and data paths, including calibration of downlink and uplink audio, transmitter and receiver signal arrangements, exclusion bands, narrow-band response checking, and normal test modulation. Clause 6 gives the acceptance criteria used during continuous and transient immunity tests, while Clause 7 points to the relevant emission and immunity test categories.

Annex A gives examples of equipment families within scope, and Annex B lists bibliography material.

4 Test conditions For the purpose of the present document, the test conditions of EN 301 489-1 [1], clause 4, shall apply as appropriate. Further product related test conditions for digital cellular mobile and portable radio equipment are specified in the present document. 4.1 General For emission and immunity tests the test modulation, test arrangements, etc., as specified in the present document, clauses 4.1 to 4.5, shall apply. Whenever the Equipment Under Test (EUT) is provided with a detachable antenna, the EUT shall be tested with the antenna fitted in a manner typical of normal intended use, unless specified otherwise. 4.2 Arrangements for test signals The provisions of EN 301 489-1 [1], clause 4.2 shall apply. 4.2.1 Arrangements for establishing a communications link The nominal frequency of the wanted RF input signal (for the receivers) shall be selected by setting the Absolute Radio Frequency Channel Number (ARFCN) to an appropriate number (e.g. in case of GSM 900 MHz this is 60 to 65, and in case of GSM 1 800 MHz this is 690 to 706). A communication link shall be set up with a suitable base station simulator (hereafter called "the test system"). When the EUT is required to be in the transmit/receive mode, the following conditions shall be met: - the EUT shall be commanded to operate at maximum transmit power; - the downlink RXQUAL shall be monitored. 4.2.1.1 Calibration of the overall audio link performance Prior to the test sequence, the reference level of the speech output signal on both the downlink and uplink shall be recorded on the test instrumentation, as shown in figure 1. If the equipment does not include acoustical transducers (e.g. a microphone or loudspeaker) the equivalent electrical reference levels shall be specified by the manufacturer. The voice processor may often apply noise and echo cancellation algorithms which attempt to eliminate or reduce steady state audio signals as e.g. the 1 kHz calibration signals. The calibration should be carried out with the noise and echo cancellation algorithms disabled. (Specific test software may be required). If the noise and echo cancellation algorithms cannot be disabled then the reference level of the speech output signal should be measured using a max-hold detection on the audio level meter in order to determine the level before the noise and echo cancellation algorithms become effective.
