SIST EN 300 224-1 V1.3.1:2003 is the SIST adoption of ETSI EN 300 224-1 Version 1.3.1 for ElectroMagnetic Compatibility and Radio Spectrum Matters (ERM) on-site paging service. It specifies the technical and functional characteristics, together with test methods, for on-site paging equipment used to alert and inform people in a restricted area, including base station transmitters and receivers, pocket units, transcoders and inductive loop systems.

What does SIST EN 300 224-1 V1.3.1:2003 specify?

SIST EN 300 224-1 V1.3.1:2003 covers on-site paging equipment operating in the 25 MHz to 470 MHz range and inductive loop systems below 146 kHz. The scope also notes that the standard does not imply that spectrum is available for every covered equipment type.

The document is organized around the equipment scope, references, definitions and abbreviations, general test conditions, electrical test conditions, transmitter requirements, receiver requirements, inductive loop systems, measurement uncertainties, and four normative annexes.

AnnexWhat it covers
Annex ARadiated measurements, test sites and antenna arrangements
Annex BSupport for pocket equipment
Annex CSpecification for power measuring receiver
Annex DSpurious radiation limits for loop systems

What are the key requirements of SIST EN 300 224-1 V1.3.1:2003?

SIST EN 300 224-1 V1.3.1:2003 sets the conditions for type testing and the limits that equipment must meet. In practice, it tells a laboratory how to set up the test, what to measure, and how to judge the result against the stated limits.

Test conditions and set-up

  • Clause 4.1 requires each item submitted for type testing to meet the document on all frequencies it is intended to use. That matters because the declaration of operating range is part of the compliance claim.
  • Clause 4.2 says controls that could increase interference must not be accessible without breaking a seal. This limits accidental or unauthorized adjustment.
  • Clause 5 sets normal and extreme test conditions for temperature, humidity and power source. Labs must test at declared supply voltages and, where relevant, across the stated temperature ranges.
  • Clause 6 requires a 50 ohm artificial load for conducted tests and defines the use of a test fixture for equipment with an integral antenna. This lets the same basic methods be used on many product types.

Transmitter requirements

  • Clause 7 covers frequency error, carrier power, adjacent channel power, frequency deviation, spurious emissions and transient behaviour. These are the main checks on whether a transmitter stays inside its assigned channel and avoids unwanted emissions.
  • Variable-power transmitters are measured at both the highest and lowest operational power levels. That shows whether performance stays acceptable when the user changes power setting.
  • Intermittent transmitters must stay within the declared transmit time and duty cycle. This is important for systems that rely on short paging bursts.

Receiver requirements

  • Clause 8 covers pocket receiver spurious emissions and a wide set of base station receiver checks, including measured sensitivity, co-channel rejection, adjacent channel selectivity, spurious response immunity, intermodulation immunity, blocking immunity and spurious emissions.
  • The methods use signal generators, combining networks, psophometric weighting, SINAD and message acceptance ratios. In practice, that means the receiver has to keep decoding wanted signals while rejecting interfering signals nearby or farther away in frequency.
  • The limits are given separately for analogue speech and messages. Buyers and test labs need to know which service mode applies before comparing results.

Inductive loop systems

  • Clause 9 applies to systems using VLF and LF to transfer information to pocket receivers. It sets the loop transmitter carrier power limit, the operating frequency range, the frequency error method, the modulation bandwidth check and spurious emission limits.
  • The declared operating band must fit within the allowed loop frequency band after taking measured frequency error and modulation bandwidth into account. That keeps the real emitted band within the intended range.

Measurement uncertainty

  • Clause 10 requires uncertainty to be stated separately for each parameter and kept within the listed bounds. This affects how laboratories report RF frequency, RF power, deviation, sensitivity, radiated emissions and intermodulation results.

What terms does SIST EN 300 224-1 V1.3.1:2003 define?

  • Base station transmitter - a transmitter intended for use in a fixed location.
  • Base station receiver - a receiver intended for use in a fixed location.
  • Pocket unit - pocket-size equipment with an integral antenna, carried on a person or held in the hand.
  • Integral antenna - an antenna designed as an indispensable part of the equipment.
  • Preamble facility - a signal used in battery-saving systems to activate and prepare receivers for incoming calls.
  • Transcoder - a transmitter and encoder combined in a single housing and operated in a fixed location indoors.
  • SINAD - the Signal+Noise And Distortion to Noise+Distortion ratio used in receiver sensitivity and immunity tests.
  • LF / VLF - Low Frequency (30 kHz to 300 kHz) and Very Low Frequency (3 kHz to 30 kHz), the bands used in the loop-system part of the document.

Who uses SIST EN 300 224-1 V1.3.1:2003?

Manufacturers of on-site paging equipment use this standard to design base stations, pocket units, transcoders and inductive loop systems against defined test conditions and limits. Accredited test laboratories use it to run type tests, set up radiated and conducted measurements, and prepare test reports.

Quality managers, conformity assessment teams and buyers use it to compare declared performance with the measured results in the report. It is especially relevant where equipment has to be checked for channel accuracy, emissions, receiver sensitivity and immunity to interference.

Which standards are used with SIST EN 300 224-1 V1.3.1:2003?

  • Directive 1999/5/EC [1] - provides the regulatory framework and the definitions used in the document.
  • ETSI ETS 300 224 [2] - gives the broader functional characteristics for on-site paging systems and recommends testing and frequency choices.
  • CEPT/ERC Report 25 [3] - identifies the frequency band allocations and usage notes referenced in the scope.
  • ETSI ETR 028 [4] - provides the uncertainty methods used to calculate measurement uncertainty.
  • Part 2, "Harmonized Standard under article 3.2 of the R&TTEDirective" - is the companion part named in the foreword for the regulatory harmonized standard.

What does the SIST EN 300 224-1 V1.3.1:2003 document contain?

SIST EN 300 224-1 V1.3.1:2003 contains step-by-step measurement methods for transmitter frequency error, carrier power, adjacent channel power, analogue speech frequency deviation, spurious emissions and transient behaviour. It also contains receiver test methods for sensitivity, selectivity, immunity and receiver emissions.

Annex A describes open-air and alternative indoor radiated test sites, including antenna height, polarization and substitution measurements. Annex B gives the pocket-equipment support arrangement, Annex C defines the power measuring receiver needed for adjacent-channel tests, and Annex D gives the loop-system spurious radiation limits.
