SIST EN 13316:2003 is the Slovene adoption of EN 13316:2002 published by SIST. It specifies the pressure balanced footvalve used on tanks for transport of dangerous goods, including the performance requirements, dimensions and tests needed to verify the equipment for bottom loading and unloading.

What does SIST EN 13316:2003 specify?

SIST EN 13316:2003 covers the pressure balanced footvalve for bottom loading and unloading of tank vehicles. It applies to liquid petroleum products and other ADR Class 3 dangerous substances, including petrol, with vapour pressure not exceeding 110 kPa at 50 °C and without toxic or corrosive sub-classification.

The document is organized into scope, normative references, terms and definitions, functions, design characteristics, tests, marking, and installation, operating and maintenance recommendations. Its annexes give interface dimensions and break-away test arrangements.

AnnexWhat it covers
AFootvalve to tank mounting flange dimensions
BFootvalve run-off flange dimensions
CFootvalve run-off flange dimensions, square type
DBreak-away test positions
EBreak-away test apparatus

What are the key requirements of SIST EN 13316:2003?

SIST EN 13316:2003 sets out how the footvalve must work, what it must withstand, and how compliance is checked. The practical point is that the valve has to keep dangerous goods contained, fit the tank interface, and survive normal service and accident conditions.

Design and operating performance

  • Working pressure and surge pressure, clause 5.1 - The valve is designed for at least 500 kPa working pressure, and a surge pressure of 5 times the MAWP must not impair tightness or function. In practice, this drives the pressure class of the whole assembly and its resistance to pressure spikes during transfer.
  • Size and mounting, clauses 5.2 and 5.3 - The valve is intended for DN100 pipework, with the tank mounting flange in Annex A and the pipe connection flange in Annex B or C. This matters for compatibility with the tank compartment and the loading or discharge connection.
  • Bottom loading flow, clause 5.4 - The valve is suitable for bottom loading rates up to 150 m3/h at up to 500 kPa, and it must control turbulence, jetting or spraying. That means the design must support fast transfer without creating unsafe flow behavior.

Safety features

  • Actuation, clause 5.5 - The valve may be actuated mechanically, pneumatically or by other means, but it must close if actuation fails or is disconnected. The closing time after loss of actuation must be between 0.5 s and 2 s, the open position must be visible, and inadvertent opening must be prevented.
  • Break-away security, clause 5.6 - The seat must stay within the tank compartment envelope, the external housing must break away under accidental damage, and the break-away impact energy must not exceed 1 kJ. In practice, this is meant to protect the sealing mechanism if the vehicle is struck.
  • Temperature, materials and electrical resistance, clauses 5.7 to 5.10 - The standard gives design temperature ranges, requires a full material specification for wetted parts, sets electrical resistance limits, and requires the valve to accept a strainer. These points affect low-temperature service, material compatibility, static control and debris protection.

Verification, marking and instructions

  • Tests, clause 6 - Production tests cover shell tightness, seat tightness and operability, using ISO 2859-1 sampling with AQL 2.5 and the valve test methods of prEN 12266-1 and EN 12266-2. Type tests add shell strength, endurance and break-away testing, and require at least 2 samples of each model type.
  • Marking and instructions, clauses 7 and 8 - The valve must carry permanent identification including the standard reference, manufacturer, type or assembly number, serial number or date of manufacture, MAWP and special operating conditions, and installation, operating and maintenance instructions must be supplied.

What terms does SIST EN 13316:2003 define?

  • Run-off pipe - The vehicle transfer pipe and its fittings that connect the footvalve to the loading or unloading adaptor.
  • Self closing valve - A valve that stays closed by stored energy and opens only when an external force is applied.
  • Pressure balanced - A condition where substance pressure is equal on both sides of the valve obturator.
  • Maximum allowable working pressure (MAWP) - The highest pressure the equipment is designed to operate at.

Who uses SIST EN 13316:2003?

SIST EN 13316:2003 is used by manufacturers of tank service equipment, tank builders, and vehicle integrators who need a pressure balanced footvalve that fits the tank interface and meets performance and test requirements. Test laboratories, inspection teams, quality managers and buyers use it to verify pressure rating, tightness, operability, break-away behavior and marking.

It is also relevant to operators and maintenance teams handling ADR Class 3 liquids, especially where bottom loading and unloading are used. For them, the document helps define what to check when selecting, installing and maintaining the valve.

What changed in SIST EN 13316:2003 from the previous edition?

SIST EN 13316:2003 corresponds to EN 13316:2002 and is the Slovene adoption of that European Standard.

Which standards are used with SIST EN 13316:2003?

SIST EN 13316:2003 refers to prEN 12266-1:1999 for valve test procedures and acceptance criteria, EN 12266-2:2002 for supplementary tests and operability testing, and ISO 2859-1 for production sampling by attributes. These references support the pressure tests, seat tests, operability checks and lot sampling used in clause 6.

What does the SIST EN 13316:2003 document contain?

The document contains the functional statement for the valve, design requirements for pressure, flow, actuation, break-away security, temperature, materials and electrical resistance, and detailed production and type test procedures. It also contains the permanent marking requirements and installation, operating and maintenance recommendations.

Annexes A to C give flange dimensions in tabular form, Annex D shows the break-away test positions, and Annex E illustrates the break-away test apparatus. These annexes support design, fabrication and testing without reproducing the technical drawings and dimensions here.
