Overview

EN 15194:2017/FprA1:2022 is a comprehensive European Standard developed by CEN that governs the design, safety, and performance requirements of Electrically Power Assisted Cycles (EPAC) commonly known as e-bikes. This standard applies to EPAC bicycles intended for both private and commercial use, excluding those hired from unattended stations. It is focused on EPACs with a maximum continuous rated power of 0.25 kW and a maximum speed assistance cap of 25 km/h, ensuring a progressive reduction and cutoff of power as speed limits or pedaling cessation occur.

This standard is pivotal for manufacturers, designers, and regulators to ensure that EPACs meet stringent safety criteria and operate reliably under typical use and foreseeable misuse conditions. It covers components including power management systems, electrical circuits, and charging infrastructure, specifically for systems with nominal voltages up to 48 V DC or integrated chargers with 230 V AC input.

Key Topics

  • Scope and Applicability
    • Applies to EPAC bicycles with saddle height ≥ 635 mm intended for public road use
    • Excludes EPACs manufactured before the standard’s publication and those designed solely for hire from unattended stations
  • Safety Requirements
    • Addresses common hazards and risks linked to electrically assisted cycles
    • Specifies test methods for engine power management and electrical circuits
    • Covers battery safety and performance aligned with updated standards (EN 50604-1:2016/A1:2021)
  • Performance and Design Criteria
    • Limit continuous rated power to 0.25 kW
    • Ensure power assist decreases progressively above 25 km/h or when pedaling stops
    • Mandates integration of electrical subsystems for safe operation and maintenance
  • Documentation and Instructions
    • Sets guidelines for user manuals on usage, care, and safety precautions
    • Supports compliance with relevant EU directives and regulations related to machinery and electrical safety

Applications

EN 15194:2017/FprA1:2022 is essential for:

  • Manufacturers designing and assembling safe, road-legal EPAC bicycles
  • Importers and distributors validating compliance to European safety benchmarks
  • Regulatory bodies overseeing market approvals and consumer protection for electric cycles
  • Maintenance and repair services using standardized safety and technical requirements for servicing EPACs
  • End users benefiting from safer, reliable electric bicycles with clear operational guidelines

By adhering to this standard, stakeholders contribute to the harmonized market of EPACs across Europe, improving safety, performance, and consumer confidence in electrically power assisted cycling solutions.

The article discusses the European Standard EN 15194:2017/FprA1:2022, which applies to electrically power assisted cycles (EPAC bicycles). This standard covers EPAC bicycles for private and commercial use, excluding those intended for hire from unattended stations. It addresses significant hazards and hazardous situations that may arise during the use of EPAC bicycles, including potential misuse that can reasonably be foreseen by the manufacturer. The standard applies to EPAC bicycles with a maximum continuous rated power of 0.25 kW, which progressively reduces and cuts off the power output when the bicycle reaches a speed of 25 km/h or when the cyclist stops pedalling. It specifies requirements and test methods for engine power management systems, electrical circuits, and charging systems, including those with a rated voltage up to 48 V d.c. or with an integrated battery charger and a nominal 230 V a.c. input. The standard also sets safety and performance requirements for the design, assembly, and testing of EPAC bicycles and provides guidelines for instructions on their use and care. It applies to EPAC bicycles intended for use on public roads with a maximum saddle height of 635 mm or more. The standard does not apply to EPACs manufactured before the date of its publication as EN.
