1.1   General
This European Standard defines the technical running requirements to be met for machines and other vehicles used for construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction equipment.
This European Standard applies to all rail bound machines and other vehicles - referred to as machines - running exclusively on the railway (utilising adhesion between the rail and wheels) and used for construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction equipment except machines which cannot be put into a train and their minimum mass is less than 9 t. This European Standard does not apply to demountable machines and to trailers less than 9 t tare weight.
Different regulations are applicable for running on infrastructures with narrow gauge or broad gauge lines, lines of tramways, railways utilizing other than adhesion between the rail and rail wheels, road-rail machines and underground infrastructures.
This European Standard covers the requirements for the keeping of safety and access of railway traffic, railway specific problems for running on different infrastructures in relation to necessary movements of the machine as a train and movements to reach work sites. The access to railway infrastructures requires in all cases an access permit.

1.1   Allgemeines
Diese Europäische Norm legt die technischen eisenbahnspezifischen Anforderungen für das Fahren von Maschinen und anderen Fahrzeugen für Bau, Instandhaltung und Inspektion des Oberbaus, der Bauwerke, des Planums, des Unterbaus und der Fahrleitungsanlagen (Oberleitung und Stromschiene) fest.
Diese Europäische Norm gilt für alle nur auf Gleisen fahrenden Maschinen und andere Fahrzeuge mit Adhäsionsbetrieb - zusammengefasst Maschinen genannt - für Bau, Instandhaltung und Inspektion des Oberbaus, der Bauwerke, des Unterbaus und der Fahrleitungsanlagen (Oberleitung und Stromschiene). Diese Europäische Norm gilt für Maschinen, die für Signal- und Steuerungssysteme vorgesehen sind. Weitere gleichartige Maschinen werden in anderen Europäischen Normen behandelt, siehe Anhang L.
Zusätzliche Anforderungen können für das Fahren auf Eisenbahninfrastrukturen mit Breit- oder Schmalspur¬gleisen und für nicht durch Adhäsion angetriebene Eisenbahnen, für Gleise auf Straßen und im Untergrund sowie Zwei-Wege-Maschinen anzuwenden sein.
Diese Europäische Norm behandelt die Sicherheitsanforderungen beim Fahren der Maschine als Zug sowie bei der Fahrt zur Arbeitsstelle auf den verschiedenen Eisenbahninfrastrukturen. Die Anwendung dieser Anforderungen zählt zu einem Zulassungsverfahren, welches nicht Teil dieser Europäischen Norm ist. Für den Zugang zu den Eisenbahninfrastrukturen ist in allen Fällen eine Fahrerlaubnis erforderlich.
1.2   Gültigkeit der Europäischen Norm
Diese Europäische Norm gilt für alle Maschinen, die ein Jahr nach dem Datum der Veröffentlichung dieser Norm bestellt werden.

1.1 Généralités
La présente norme européenne spécifie les prescriptions techniques ferroviaires à respecter pour la circulation des
machines et autres véhicules utilisés pour la construction, la maintenance ou le contrôle de la voie, des ouvrages
d'art, de la plate-forme ,des infrastructures et des installations fixes de traction électrique.
La présente Norme européenne s'applique à toutes les machines et autres véhicules, ci-après désignés
"machines", circulant exclusivement sur les voies ferrées des chemins de fer (utilisant l’adhérence rail /roue), et
utilisés pour la construction, la maintenance et le contrôle de la voie, des ouvrages d'art, des infrastructures et des
installations fixes de traction électrique.
La présente norme européenne s’applique aux machines prévues pour actionner les systèmes ferroviaires de
signalisation et de contrôle. D’autres machines similaires sont traitées dans d’autres normes européennes, voir
Annexe L.
Des prescriptions supplémentaires peuvent s’appliquer pour la circulation aux infrastructures ferroviaires à voies
large ou étroite, aux lignes de tramway, aux chemins de fer autres que ceux à adhérence rail/roue, aux machines
rail/route, aux infrastructures à voie en chaussée ou en souterrain.
La présente Norme européenne couvre les prescriptions pour le maintien de la sécurité et l’accès au trafic
ferroviaire, considérant les problèmes spécifiques liés à la circulation sur les différentes infrastructures ferroviaires,
en corrélation avec la circulation de la machine comme un train ainsi que les circulations nécessaires pour
atteindre les zones de travail. L’application de ces prescriptions fait l’objet d’une procédure de vérification, qui ne
fait pas partie de la présente norme européenne. L'accès aux infrastructures ferroviaires nécessite dans tous les
cas une autorisation d’accès.

The authorised body and/or the infrastructure manager regulates the conditions for
incorporation of categories 6 and 7 into special trains.
4.2 Type approval and categories In order to use this European Standard, it is necessary to establish in which category the machine belongs. The corresponding requirements for the categories are defined in Annex A. Machines meeting the requirements for their category, receive running approval for this category only. 5 Gauge 5.1 General rules Machines shall meet the dimensional requirements of prEN 15273-2 in all respects. The critical points near the limits of the permissible kinematic gauge shall be represented in the documentation according to Annex C. Machines intended to run on infrastructures with more restrictive gauges shall conform to the specific rules of those infrastructures and the corresponding restrictions shall be indicated on their access permit. 7.4 Wheel profile The wheel profile shall comply with the requirements of EN 13715. 7.5 Shape and dimensions of the axles and wheelsets The axles shall comply with the requirements of EN 13261. 7.7 Design for longitudinal compressive forces The design features of machines such as length over buffers, wheel base or bogie centres, wheel forces of the unloaded vehicle as well as torsional stiffness of the vehicle body shall be such that the vehicle is able to withstand a longitudinal compressive force of ≥ 200 kN when running in trains under a passenger braking regime.
