This European Standard specifies requirements which enable a Transmission System Operator (TSO) to develop and implement a safety management system including an integrity management system specifically for pipelines.
The SMS is applicable to infrastructure for the transmission of processed, non-toxic and non-corrosive natural gas according to EN ISO 13686 and injected bio methane, where:
- the pipeline elements are made of unalloyed or low-alloyed carbon steel;
- the pipeline elements are joined by welds, flanges or mechanical joints.
NOTE 1 In this standard, the term 'natural gas' includes injected bio methane or other non-conventional forms of natural gas, e.g. shale gas.
Gas infrastructures for the transmission of natural gas covered by this standard are:
- pipelines onshore including valve stations;
- compressor stations;
- measuring and pressure reduction stations.
Gas distribution assets as well as LNG plants, terminals, underground storages are excluded from the scope of this standard.
Occupational health and safety is excluded from this European standard because it is covered by national legislation and other European and/or international standards, e.g. OHSAS 18001.
This European standard specifies requirements on a general level. The referenced documents given in Clause 2 'Normative references' give more detailed requirements for some of the assets listed above.
This European Standard is intended to be applied in association with these national standards and/or codes of practice setting out the above-mentioned basic principles.
In the event of conflicts in terms of more restrictive requirements in national legislation/regulation with the requirements of this standard, the national legislation/regulation takes precedence as illustrated in CEN/TR 13737 (all parts).
NOTE 2 CEN/TR 13737 (all parts) contains:
- clarification of relevant legislation/regulations applicable in a country;
- if appropriate, more restrictive national requirements;
- national contact point for the latest information.

Diese Europäische Norm legt Anforderungen fest, die es dem Transportsystembetreiber (TSO) ermöglichen, ein Sicherheitsmanagementsystem einschließlich eines Integritätsmanagementsystems speziell für Rohrleitungen zu entwickeln und einzuführen.
Das SMS ist anwendbar auf Infrastrukturen, die dem Transport von aufbereitetem, ungiftigem und nicht korrodierendem Erdgas nach EN ISO 13686 und eingespeistem Biomethan dient, wobei:
- die Rohrleitungselemente aus unlegiertem oder niedrig legiertem C-Stahl bestehen;
- die Rohrleitungselemente mittels Schweißnähten, Flanschen oder mechanischer Verbindungen zusammen gefügt sind.
ANMERKUNG 1 In dieser Norm beinhaltet der Begriff „Erdgas“ eingespeistes Biomethan oder andere nicht-konventionelle Formen von Erdgas, z. B. Schiefergas.
Gasinfrastrukturen für den Transport von Erdgas, die diese Norm behandelt, sind:
- Onshore-Leitungen, einschließlich Schieberstationen;
- Verdichterstationen;
- Mess und Druckregelanlagen.
Sowohl Gasverteilungsanlagen als auch LNG-Anlagen, LNG-Terminals und die Untertagespeicher sind vom Anwendungsbereich dieser Norm ausgeschlossen.
Arbeitsschutz ist von dieser Europäischen Norm ausgeschlossen, da dieser bereits in der nationalen Gesetzgebung und in anderen Europäischen und/oder internationalen Normen behandelt wird, z. B. OHSAS 18001.
Diese Europäische Norm legt Anforderungen allgemeiner Art fest. Die im Abschnitt 2 „Normative Verweisungen“ in Bezug genommenen Dokumente geben für einige der oben aufgeführten Anlagen ausführlichere Anforderungen.
Diese Europäische Norm ist in Verbindung mit diesen, oben erwähnten allgemeinen Grundsätze darlegenden nationalen Normen und/oder Technischen Regeln anzuwenden.
Beim Auftreten von Widersprüchen aufgrund restriktiver Anforderungen in nationalen Gesetzen/Vorschriften als in dieser Norm gefordert, haben nationale Gesetze/Vorschriften Vorrang, wie in CEN/TR 13737 (alle Teile) dargestellt.

Cette Norme européenne spécifie les exigences qui permettent à un Gestionnaire de Réseau de Transport (GRT) d’élaborer et mettre en œuvre un système de management de la sécurité intégrant un système de management de l’intégrité des canalisations.
Le SMS s’applique aux infrastructures pour le transport de gaz naturel traité non toxique et non corrosif conformément à l'EN ISO 13686 et de biométhane injecté, lorsque :
- les éléments de canalisations sont en acier non ou faiblement allié ;
- les éléments de canalisations sont réunis par des soudures, des brides ou des assemblages mécaniques.
NOTE 1 Dans cette norme, le terme « gaz naturel » inclut le biométhane injecté et les autres formes de gaz naturel non conventionnelles, comme le gaz de schiste.
Les actifs pour le transport de gaz naturel couverts par cette norme sont les suivants:
- les canalisations terrestres y compris les postes de sectionnement;
- les stations de compression;
- les postes de comptage et de détente.
Les actifs pour la distribution de gaz ainsi que les usines et terminaux de GNL et les stockages souterrains sont exclus du champ d’application de cette norme.
La santé et la sécurité au travail sont exclues de cette Norme européenne, car elles sont couvertes par la législation nationale et d'autres Normes européennes et/ou internationales, par exemple OHSAS 18001.
Cette Norme européenne spécifie les exigences à un niveau général. Les documents référencés donnés à l'Article 2 «Références normatives» donnent des exigences plus détaillées pour certains des actifs énumérés ci-dessus.
La présente Norme européenne est destinée à être appliquée conjointement avec ces normes nationales et/ou codes de pratique qui détaillent les principes précités.
En cas de conflits liés à des exigences législatives/réglementaires nationales plus restrictives que les prescriptions de la présente Norme européenne, la législation/réglementation nationale doit avoir la priorité comme précisé dans le CEN/TR 13737 (toutes les parties).

The safety management system is an essential part of the company management system see Figure 1. The SMS described in this standard is designed in accordance with the structure and the general principles of EN ISO 14001 and OHSAS 18001. The alignment of the SMS structure with the structure of EN ISO 14001 and OHSAS 18001 helps the integration with other management systems adopted by the TSO such as for quality, environment, occupational health and safety.
