Overview

EN 15341:2019/FprA1 - Maintenance: Maintenance Key Performance Indicators (CEN) defines a structured set of Key Performance Indicators (KPIs) and guidance to select, define and use KPIs for the maintenance function. The standard supports appraisal and continuous improvement of effectiveness, efficiency and sustainability for maintenance of existing physical assets (industrial plants, infrastructure, facilities, buildings, transport systems) while taking internal and external influencing factors into account. The prA1 draft amendment (Jan 2021) updates KPI tables and cross‑references to related standards.

Key topics

  • Purpose and scope of maintenance KPIs for Physical Asset Management and sub‑functions (HSE, Maintenance Management, Maintenance Engineering, Organization & Support, Administration & Supply).
  • KPI families and examples:
    • Physical asset KPIs: physical asset turnover, replacement costs, rate of replacement, contribution of maintenance to asset value and turnover.
    • Maintenance management KPIs: operating time (OT) availability, OT + time to restoration (TTR).
    • HSE KPIs: maintenance spend to improve safety, health, environment (HSE) and environmental risk reduction rates.
    • Cost and contribution KPIs: total maintenance cost (M17 reference), relative maintenance costs, spare parts contribution, outsourcing cost, corrective vs preventive vs condition‑based maintenance proportions.
    • Human resources KPIs: qualification/competence metrics (referencing EN 15628), staff on shift, internal vs indirect personnel contributions.
  • Cross‑references to normative documents: EN 13306 (maintenance terms/methods) and EN 15628 (competence of maintenance managers) are used for definitions and qualification requirements.
  • Amendment highlights: updates to KPI tables (PHA, HSE, M, P, E, O&S, A&S) clarifying definitions and calculation bases.

Applications

  • Benchmarking maintenance performance across sites, asset classes and industries.
  • Designing KPI sets for reliability-centered maintenance, asset-management programs and maintenance strategies.
  • Prioritizing investments (replacement vs maintenance), budgeting and cost allocation.
  • Reporting to senior management, auditors and regulators on maintenance effectiveness, safety and sustainability.
  • Supporting continuous improvement, maintenance engineering decisions and spare‑parts policy.

Who should use it

  • Maintenance managers and supervisors
  • Asset managers and reliability engineers
  • HSE managers and maintenance planners
  • Procurement, supply‑chain and finance teams involved in maintenance budgeting
  • Consultants and organisations implementing asset management or ISO/EN compliance
