The EN 12583:2014 standard delineates a comprehensive framework for the functional requirements pertinent to gas infrastructure, specifically focusing on gas compressor stations. This standard is crucial for the design, construction, operation, maintenance, and disposal processes associated with these facilities, emphasizing safety, environmental responsibility, and the protection of surrounding property. The scope of this standard is precise, applying explicitly to new gas compressor stations that operate at a Maximum Operating Pressure (MOP) exceeding 16 bar and possess a total shaft power of over 1 MW. Moreover, it also provides guidelines for new compressor units introduced into existing stations, accommodating necessary modifications and ensuring compliance with contemporary safety and operational norms. It is essential to note that the standard does not extend to compressor stations that were operational prior to its publication, thereby concentrating its relevance on modern developments in gas infrastructure. One of the notable strengths of EN 12583:2014 is its dual focus on health and safety alongside environmental sustainability. By establishing rigorous standards, it seeks to protect public health and safety, safeguard site personnel, and address potential environmental issues that may arise during the lifecycle of compressor stations. Additionally, it addresses the imperative to mitigate incidental damage to nearby properties, which is a critical consideration in the development of gas infrastructure. Furthermore, the standard specifies fundamental principles applicable across the gas infrastructure landscape, while acknowledging the existence of more detailed national standards and codes of practice in member countries. This collaborative approach enhances the standard's functionality, allowing it to work in tandem with national regulations, thus fostering consistency and compliance within various jurisdictions. While the EN 12583:2014 standard aims to provide foundational guidance, it recognizes that national legislation may impose more stringent requirements. In such cases, the standard establishes that national regulations take precedence, as outlined in CEN/TR 13737. This particular technical report offers additional clarity on applicable legislation, highlights more restrictive national demands, and ensures a point of contact for the most current information, thus aiding compliance for users navigating the regulatory landscape. Additionally, the standard explicitly delineates its limitations, clarifying that it does not apply to offshore gas compressor stations, stations for compressed natural gas filling, installations downstream of custody transfer points, or the design and construction of driver packages. This clear boundary enhances user understanding and application while directing them to relevant standards where necessary. In conclusion, EN 12583:2014 stands as a pivotal regulatory document that addresses the essential functional requirements for gas compressor stations within the broader gas infrastructure context. Its strengths lie in its comprehensive focus on safety, environmental issues, and the clear delineation of its applicability, making it highly relevant for stakeholders involved in the gas sector.
