This part of EN 50598 specifies the process and requirements to implement environmental conscious product design principles, to evaluate eco-design performance and to communicate the potential environmental impacts for power driven systems, motor starters, power electronics (e.g. Complete Drive Modules, CDM) used in motor driven applications (motor driven loads) for low voltage (less than 1000V) and in the power range of 0,12 kW up to 1000 kW during the whole life cycle.
It defines the content for 2 different environmental declaration types:
   The basic version, an environmental declaration type II, with basic data and qualitative statements on eco design, as defined in EN ISO 14021
   The full version, an environmental declaration type III as defined in EN ISO 14025, including quantitatively evaluated potential environmental impacts. For that product category rules [PCR] for motor system components are included to assure an harmonized life cycle assessment methodology.
This part of EN 50598 is harmonized with the applicable generic and horizontal environmental standards and contains the additional details relevant for the above mentioned products.
This part of EN 50598 applies to the components of a motor system as defined in EN 50XXX 1.

Dieser Teil von EN 50598 legt den Prozess der Implementierung von Grundsätzen für ein umweltbewusstes Produktdesign, der Bewertung der Ökodesignleistung und der Kommunikation der möglichen Umweltwirkun-gen von Antriebssystemen, Motorstartern, Leistungselektronik (z. B. vollständigen Antriebsmodulen, CDM) für Motorantriebsanwendungen im Niederspannungsbereich (unter 1 000 V) und im Leistungsbereich von 0,12 kW bis 1 000 kW über den gesamten Lebenszyklus und die entsprechenden Anforderungen fest.
Er legt den Inhalt von zwei verschiedenen Arten von Umweltdeklarationen fest:
–   die Grundversion, eine Typ II-Umweltdeklaration mit Basisdaten und qualitativen Angaben zum Öko-design, wie in EN ISO 14021 festgelegt;
–   die Vollversion, eine Typ III-Umweltdeklaration, wie in EN ISO 14025 festgelegt, einschließlich quantitativ bewerteter möglicher Umweltauswirkungen. Hierfür wurden Produktkategorie-Regeln (en: Product Category Rules – PCR) für Motorsystemkomponenten aufgenommen, um eine harmonisierte Methodik für die Erstellung von Ökobilanzen sicherzustellen.
Dieser Teil von EN 50598 ist mit den anwendbaren generischen und horizontalen Umweltnormen harmonisiert und enthält zusätzliche Einzelheiten, die für die oben genannten Produkte maßgeblich sind.
Dieser Teil von EN 50598 gilt für die Komponenten eines Motorsystems nach der Definition in EN 50XXX 1.

La présente partie de la norme qui porte la référence EN 5xxxx pour l'écoconception spécifie le processus et les exigences liés à la mise en œuvre de principes de conception des produits tenant compte de l'environnement, à l'évaluation des performances en termes d'écoconception et à la communication des impacts environnementaux potentiels pour les entraînements électriques de puissance (PDS), les démarreurs de moteur et l'électronique de puissance (par exemple modules d'entraînement complet, CDM) qu'on utilise dans les applications entraînées par moteur (charges entraînées par moteur) pour basse tension (inférieure à 1 000 V) et la plage allant de 0,12 kW à 1 000 kW, et ce pendant l'intégralité du cycle de vie.
Elle définit le contenu de deux types différents de déclaration environnementale:

-   la version complète, une déclaration environnementale de type III, avec les impacts environnementaux potentiels évalués quantitativement, telle que définie dans l’EN ISO 14025. This document has been prepared under a mandate given to CENELEC by the European Commission
and the European Free Trade Association.
CLC/TC 22X/WG 6 as the standardization Task Force dealing with Mandate M/476 from the European
Commission for standardization in the field of variable speed drives and/or power drive system
products has been setting a close collaboration with several other technical committees (i.e.
CLC/TC 2; CLC/TC 17B) in order to provide a comprehensive standard for energy efficiency and
ecodesign requirements.
Key points:
— requirements on how to implement an environmentally conscious design process;
— requirements for environmental declarations, including product category rules for the underlying
life cycle assessment of PDS;
— requirements on how to use environmental declarations in the extended product approach.
Within CLC/TC 22X/WG 6 a Task Force (TF2) has been set up for dealing with the environmental
aspects of ecodesign through harmonized methods of assessing a product’s environmental
performance and providing an environmental declaration for components of a motor system.
Since currently no horizontal approach on environmental declarations and no underlying life cycle
assessment, within the standard basic and motor system specific product category rules, as required
by EN ISO 14025, have been defined. If the approach is standardized for electronic and electro
technical equipment through a harmonized standard (e.g. by CLC/TC 111X), the basic category rules
(Clause 7) will become obsolete; however, this standard to be issued applies instead. Furthermore,
product specific requirements, e.g. defined in Annex C, still need to be followed.
It is the intention of the working group that this document, once finalized as a European standard, is
further processed to an international consensus in IEC according to the UAP procedure agreement
between CENELEC and IEC.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CENELEC [and/or CEN] shall not be held responsible for identifying any or all such
patent rights.

Introduction
Technical Committee CLC/TC 22X has circulated on 2010-03-31 for a short period of time the
CLC/TC22X/Sec0100/DC document including Mandate M/476 from the European Commission for
standardization in the field of variable speed drives and/or Power Drive System products.
As the PDS contains converter driven motors, the additional requirements for measuring of the energy
efficiency of those motors with non-sinusoidal supply and the labelling for the whole PDS are also
included. This covers the requirements coming from Mandate M/470.
The horizontal ecodesign mandate, M/495, has been accepted at the end of 2011 by CEN and
CENELEC, and requires to provide harmonized methods for measuring a product’s environmental
performance with a life cycle assessment and to provide an environmental footprint.
The document is based on the CENELEC Technical board document referenced BT137/DG8058/INF
also reproducing this EC-Mandate.
CLC/TC 22X Working Group 6 as the standardization Task Force dealing with this Mandate has
anticipated that a close collaboration with several other technical committees (i.e. CLC/TC 2;
CLC/TC 17B) should be set.
Therefore CLC/TC 22X Committee has taken its responsibility for this field and has started a
standardization work to clarify all aspects in the field of energy efficiency and ecodesign requirements
for Power electronics, Switchgear, Control gear, and Power drive systems and their industrial
applications.
The sometimes controversial requirements in the field of these tasks are illustrated in Figure 1. The
work has been agreed to provide the reasonable target as a best compromise in this field.

EN 50598 is developed under the CENELEC projects number 24602 to 24604 for compliance with
requirements from the horizontal mandate M/495. EN 50598 “Ecodesign for power drive systems,
motor starters, power electronics & their driven applications” consists of the following parts:
Part 1: General requirements for setting energy efficiency standards for power driven equipment
using the extended product approach (EPA), and semi analytic model (SAM);
Part 2: Energy efficiency indicators for power drive systems and motor starters;
Part 3: Quantitative ecodesign approach through life cycle assessment including product
category rules and the content of environmental declarations.
The parts together will provide the appropriate set of standards also covering the individual mandates
M/470, M/476, M/498, M/500 already in reference within Mandate M/495 and the upcoming mandates
for standardization of other power driven applications.

1 Scope
This part of EN 50598 specifies the process and requirements to implement environmentally
conscious product design principles, to evaluate ecodesign performance and to communicate potential
environmental impacts for power electronics (e.g. complete drive modules, CDM), power drive
systems and motor starters, all used for motor driven equipment in the power range of 0,12 kW up to

95 This document [prEN 50598-3:2013] has been prepared by CLC/TC 22X "Power electronics".
96 This document is currently submitted to the Enquiry.
97 This document has been prepared under a mandate given to CENELEC by the European Commission
98 and the European Free Trade Association, and supports essential requirements of EU Directive(s).
99 The TC22X Working Group 6 as being the standardization Task Force for dealing with the Mandate
100 M/476 from European Commission for standardization in the field of variable speed drives and/or
101 Power Drive System products has been set a close collaboration with several other technical
102 committees (i.e. CLC/TC2; CLC/TC17B; CEN TC 197) in order to provide a comprehensive standard
103 for energy efficiency and eco design requirements.

113 It is the intention of the working group that this document, once finalised as European standard, will be
114 further processed to an international consensus in IEC according to the UAP procedure agreement
115 between CENELEC and IEC.
116 Within the TC22X Working Group 6 a Task Force (TF2) has been set up for dealing with the
117 environmental aspects of eco design through harmonized methods of assessing a product’s
118 environmental performance and providing an environmental declaration for components of a motor
119 system.
120 Since currently there is no horizontal approach on environmental declarations and a underlying life
121 cycle assessment, within the standard an environmental declaration program according to
122 EN ISO 14025 - including basic product category rules - is set up, whereas this TC22X WG6 TF2 is
123 acting as the environmental declaration program operator. The program instructions can be found in
124 the annex. If the approach is standardized for electronic and electro technical equipment through a
125 harmonized standard, content like e.g. the basic category rules (Clause 7) will become obsolete
126 whereas this to be issued standard applies instead. Furthermore product specific requirements, e.g.
127 defined in the Annex D, still shall be followed.

128 Introduction
129 The CENELEC TC22X Technical Committee has circulated on last 2010-03-31 for a short period of
130 time the CLC/TC22X/Sec0100/DC document including the Mandate M/476 from European
131 Commission for standardization in the field of variable speed drives and/or Power Drive System
132 products.
133 As the PDS contains converter driven motors, the additional requirements for measuring of the energy
134 efficiency of those motors with non-sinusoidal supply and the labeling for the whole PDS are also
135 included. This covers the requirements coming from the Mandate M/470.
136 The horizontal Eco Design mandate, M/495, has been accepted at the end of 2011 by CEN and
137 CENELEC, and requires to provide harmonized methods for measuring a product’s environmental
138 performance with a life cycle assessment and to provide an environmental footprint.
139 The document is based on the CENELEC Technical board document referenced BT137/DG8058/INF
140 also reproducing this EC-Mandate.
141 The TC22X Working Group 6 as being the standardization Task Force for dealing with this Mandate
142 has anticipated that a close collaboration with several other technical committees (i.e. CLC/TC2;
143 CLC/TC17B) should be set.
144 Therefore CLC TC22X Committee has taken its responsibility this field and has started a
145 standardization work to clarify all aspects in field of Energy efficiency and Eco-design requirements for
146 Power electronics, Switchgear, Control gear, and Power drive systems and their industrial
147 applications.
148 The sometimes controversial requirements in the field of these tasks are illustrated in Figure 1. The
149 work has been agreed to provide the reasonable target as a best compromise in this field.

153 EN 50598 is developed under the CENELEC projects number 24602 to 24604 for compliance with
154 requirements from the horizontal mandate M/495. EN 50598 “Ecodesign for power drive systems,
155 motor starters, power electronics & their driven applications” will consist of the following parts:
156 Part 1: General requirements for setting energy efficiency standards for power driven equipment
157 using the extended product approach (EPA), and semi analytic model (SAM);
158 Part 2: Energy efficiency indicators for power drive systems and motor starters;
159 Part 3: Quantitative eco design approach through life cycle assessment including product category
160 rules and the content of environmental declarations.

170 1 Scope
171 This part of EN 50598 specifies the process and requirements to implement environmental conscious
172 product design principles, to evaluate eco-design performance and to communicate the potential
173 environmental impacts for power driven systems, motor starters, power electronics (e.g. Complete
174 Drive Modules, CDM) used in motor driven applications (motor driven loads) for low voltage (less than
175 1000V) and in the power range of 0,12 kW up to 1000 kW during the whole life cycle.
176 It defines the content for 2 different environmental declaration types:
177  The basic version, an environmental declaration type II, with basic data and qualitative statements
178 on eco design, as defined in EN ISO 14021
179  The full version, an environmental declaration type III as defined in EN ISO 14025, including
180 quantitatively evaluated potential environmental impacts. For that product category rules [PCR]
181 for motor system components are included to assure an harmonized life cycle assessment
182 methodology.
183 This part of EN 50598 is harmonized with the applicable generic and horizontal environmental
184 standards and contains the additional details relevant for the above mentioned products.
