Data Link Services (DLS) System - Community Specification for application under the Single European Sky Interoperability Regulation EC 552/2004 requirements for ground constituents and system testing

Data link technology improves the efficiency of communications between controllers and pilots through supplementing voice communications with air-ground data link communications. On 30 September 2008 the Single Sky Committee has given a favourable opinion on the Implementing Rule on Data Link Services (DLS) in which the coordinated introduction of data link based on air-ground point-to-point data communications is described from 2011 onwards. The deployment of data link will also be the first major achievement that contributes to the first implementation  package (IP1) of the European Air Traffic Management Master Plan (the ATM Master Plan). The Implementing Rule on Data Link Services (DLS) is requiring the following services that should be operated over an ATN (Aeronautical Communication Network( and VDL (Very High Frequency Digital Link) Mode 2 infrastructure: 1.     DLIC - Data Link Initiation Capability (log on and contact) 2.     ACM - Air Traffic Control (ATC) Communications Management 3.     ACL - Air Traffic Control (ATC) Clearances 4.    AMC - Air Traffic Control (ATC)  Microphone Check The related European standards will be developed in accordance with the implementing rule on data link services and in line with the EUROCONTROL Specification on Data Link Services.

Sistem storitev podatkovnih povezav (DLS) - Specifikacija Skupnosti za izvajanje zahtev Uredbe o medobratovalnosti na enotnem evropskem nebu EC 552/2004 za zemeljske sestavne dele in preskušanje sistema

Tehnologija podatkovnih povezav izboljšuje učinkovitost komunikacij med nadzorniki in piloti skozi dopolnjene glasovne komunikacije s komunikacijami podatkovnih povezav zrak-tla. Odbor za enotno evropsko nebo je 30 septembra 2008 podal ugodno mnenje glede Izvedbenega pravila o storitvah podatkovnih povezav (DLS), v katerih je usklajena predstavitev podatkovne povezave pri podatkovnih komunikacijah zrak-tla točka-točka, opisana od leta 2011 naprej. Namestitev podatkovne povezave je prav tako prvi velik dosežek, ki pripomore k prvemu paketu vpeljave (IP1) glavnega načrta nadzora evropskega zračnega prometa (ATM glavni načrt). Pravilo vpeljave v storitve podatkovnih povezav (DLS) zahteva naslednje storitve, ki bi morale delovati prek infrastrukture načina 2 ATN (aeronavtično komunikacijsko omrežje) in VDL (zelo visoko frekvenčne podatkovne povezave): 1. DLIC - zmogljivost zagona podatkovnih povezav (prijava in kontakt) 2. ACM – upravljanje komunikacije kontrole zračnega prometa (ATC) 3. ACL – dovoljenja kontrole zračnega prometa (ATC) 4. AMC – preskus mikrofona kontrole zračnega prometa (ATC). Ustrezen Evropski standard bo razvit v skladu s pravili vpeljave storitve podatkovnih povezav in vzporedno s specifikacijo EUROCONTROL na storitvah podatkovnih povezav.

Introduction
The European Union launched the Legislation "Single European Sky" (SES) in 2002 which was adopted in 2004 and
amended in 2009 [i.6].
The SES legislation is based on a framework of 4 regulations, which includes the Interoperability Regulation [i.6]. The
objective of the Interoperability Regulation is to ensure interoperability of the European Air Traffic Management
Network (EATMN) consistent with air navigation services. Under this regulation, the use of a European Standard
referenced in the Official Journal of the European Union as Community Specification (CS) is a means of compliance to
the essential requirements of the Regulation and/or the relevant implementing rules for interoperability.
The present document takes into account the Council Decision 2009/320/EC [i.8] endorsing the European Air Traffic
Management Master Plan for the Single European Sky ATM Research (SESAR) project.

1 Scope
The present document is applicable to the ground implementation of data link services, derived from the ICAO standard
Context Management (CM) and Controller Pilot Data Link Communication (CPDLC) applications, including test
procedures.
Any software elements related to the software assurance level of data link ground implementation are outside of the
scope of the present document. As such the essential requirements of the Interoperability Regulation are not considered
for software elements within the present document.
The present document does not give presumption of conformity to any of the requirements stemming from the
Regulation (EC) 216/2008 [i.9] as amended by Regulation (EC) 1108/2009 [i.10].
The present document does not give presumption of conformity related to the maintenance requirements, environmental
constraints, effect of harmful interference and civil/military coordination.

Introduction
The European Union launched the Legislation "Single European Sky" (SES) in 2002 which was adopted in 2004 and
amended in 2009 [i.6].
The SES legislation is based on a framework of 4 regulations, which includes the Interoperability Regulation [i.6]. The
objective of the Interoperability Regulation is to ensure interoperability of the European Air Traffic Management
Network (EATMN) consistent with air navigation services. Under this regulation, the use of a European Standard
referenced in the Official Journal of the European Union as Community Specification (CS) is a means of compliance to
the essential requirements of the Regulation and/or the relevant implementing rules for interoperability.
The present document takes into account the Council Decision 2009/320/EC [i.8] endorsing the European Air Traffic
Management Master Plan for the Single European Sky ATM Research (SESAR) project.

1 Scope
The present document is applicable to the ground implementation of data link services, derived from the ICAO standard
Context Management (CM) and Controller Pilot Data Link Communication (CPDLC) applications, including test
procedures.
Any software elements related to the software assurance level of data link ground implementation are outside of the
scope of the present document. As such the essential requirements of the Interoperability Regulation are not considered
for software elements within the present document.
The present document does not give presumption of conformity to any of the requirements stemming from the
Regulation (EC) 216/2008 [i.9] as amended by Regulation (EC) 1108/2009 [i.10].
The present document does not give presumption of conformity related to the maintenance requirements, environmental
constraints, effect of harmful interference and civil/military coordination.

The present document has been produced by ETSI in response to European Commission mandate M/438 for the
Interoperability of the European Air Traffic Management Network.
The present document has been developed in cooperation with Eurocae for compliance with the Essential Requirements
of the Single European Sky Interoperability Regulation [i.2] and/or requirements given in implementing rules for
interoperability based on the Single EuropeanSky Interoperability Regulation.
The presumption of conformity which is linked to the full application of the present document can only be claimed after
it has been listed in the Official Journal of the European Union as Community Specification.
General and specific requirements for presumption of conformity to SES Interoperability Regulation 552/2004 [i.6] are
given in the normative annexes of the present document.

Introduction
The European Union launched the Legislation "Single European Sky" (SES) in 2002 which was adopted in 2004 and
amended in 2009 [i.6].
The SES legislation is based on a framework of 4 regulations, which includes the Interoperability Regulation [i.6]. The
objective of the Interoperability Regulation is to ensure interoperability of the European Air Traffic Management
Network (EATMN) consistent with air navigation services. Under this regulation, the use of a European Standard
referenced in the Official Journal of the European Union as Community Specification (CS) is a means of compliance to
the essential requirements of the Regulation and/or the relevant implementing rules for interoperability.
The present document takes into account the Council Decision 2009/320/EC [i.8] endorsing the European Air Traffic
Management Master Plan for the Single European Sky ATM Research (SESAR) project.

1 Scope
The present document is applicable to the ground implementation of data link services, derived from the ICAO standard
Context Management (CM) and Controller Pilot Data Link Communication (CPDLC) applications, including test
procedures.
Any software elements related to the software assurance level of data link ground implementation are outside of the
scope of the present document. As such the essential requirements of the Interoperability Regulation are not considered
for software elements within the present document.
The present document does not give presumption of conformity to any of the requirements stemming from the
Regulation (EC) 216/2009 [i.9] as amended by Regulation (EC) 1108/2009 [i.10].
The present document does not give presumption of conformity related to the maintenance requirements, environmental
constraints, effect of harmful interference and civil/military coordination.
NOTE: For these ERs, please refer to the Air Navigation Service Provider procedures.

Introduction The European Union launched the Legislation "Single European Sky" (SES) in 2002 which was adopted in 2004 and amended in 2009 [i.6]. The SES legislation is based on a framework of 4 regulations, which includes the Interoperability Regulation [i.6]. The objective of the Interoperability Regulation is to ensure interoperability of the European Air Traffic Management Network (EATMN) consistent with air navigation services. Under this regulation, the use of a European Standard referenced in the Official Journal of the European Union as Community Specification (CS) is a means of compliance to the essential requirements of the Regulation and/or the relevant implementing rules for interoperability. The present document takes into account the Council Decision 2009/320/EC [i.8] endorsing the European Air Traffic Management Master Plan for the Single European Sky ATM Research (SESAR) project. Any software elements related to the software assurance level of data link ground implementation are outside of the scope of the present document. As such the essential requirements of the Interoperability Regulation are not considered for software elements within the present document. The present document does not give presumption of conformity to any of the requirements stemming from the Regulation (EC) 216/2008 [i.9] as amended by Regulation (EC) 1108/2009 [i.10].
