oSIST prEN 1459-1:2026 is the Slovene publication of draft European Standard prEN 1459-1 from CEN/TC 150. It specifies safety requirements and verification methods for self-propelled rough-terrain variable-reach trucks that transport, lift and place loads on unimproved terrain. It is written for manufacturers, conformity assessors, safety bodies and others who need a clear machine-safety basis for these trucks.

What does oSIST prEN 1459-1:2026 specify?

oSIST prEN 1459-1:2026 covers self-propelled rough-terrain variable-reach trucks intended to handle loads with a telescopic lifting means and a load-handling device such as a carriage and fork arms. It applies to intended use and reasonably foreseeable misuse, while treating fork arms as part of the truck and attachments as outside the scope of this part.

The document excludes a wide range of other machines and special cases, including slewing rough-terrain variable-reach trucks, rough-terrain variable-reach tractors, industrial variable reach trucks, lorry-mounted variable-reach trucks, trucks with tilting or elevating operator positions, mobile cranes, earth-moving machines, container-handling trucks, trucks on tracks, trucks with articulated chassis, and trucks designed primarily with free-swinging load suspension elements. It also leaves out remote control, autonomous functions, self-evolving behaviour, gas and gasoline power systems, and higher-voltage hybrid or battery systems.

The standard is organized into Clauses 1 to 6, plus informative and normative annexes. It is a type C standard under EN ISO 12100, so for machines designed and built to it, its machine-specific provisions take precedence over type A or B standards where they differ.

AnnexWhat it covers
Annex AInformative list of significant hazards, hazardous situations and events
Annex BInformative consistency of motions for controls
Annex CNormative rules for the construction and layout of pedals
Annex DNormative safety-related parts of control systems, with PLr and SIL targets
Annex ZAInformative relationship to Regulation (EU) 2023/1230

What are the key requirements of oSIST prEN 1459-1:2026?

oSIST prEN 1459-1:2026 sets the main safety measures for the truck itself: starting, stopping, braking, control systems, stability, lifting and reaching, operator protection, verification and information for use. The practical aim is to prevent unexpected motion, overturning, crushing, poor visibility and incorrect use at the machine.

Control, electrical and software safety

Clause 4.2 and Clause 4.3 require controlled starting, stopping and braking so the truck does not move unexpectedly or uncontrollably. Clause 4.4 and Clause 4.5 extend this to electrical and electronic systems and to safety-related control systems, including software and protection against corruption. In practice, this drives the design of interlocks, wiring protection, power isolation and control-system integrity.

Annex D links key functions to safety-related control-system targets. It covers functions such as unauthorized starting, unintended movement, uncontrolled motion, parking brake behaviour, axle oscillation locking and stabilizing devices. For a manufacturer, this means the relevant safety functions must be designed and verified at the required level, not only described in the manual.

Controls, pedals and operator ergonomics

Clause 4.6 and Annex C set the rules for controls at the normal operating position. Steering and load-handling controls must follow the motion logic in Annex B, and pedals must be laid out so they return automatically to neutral and have slip-resistant surfaces. This matters because the operator should be able to predict control direction and avoid accidental activation.

The operator station requirements in Clause 4.11, Clause 4.12 and Clause 4.13 add practical protection for daily use: access, openings, doors, windows, hot parts, guards, audible warnings, ROPS and FOPS. These requirements reduce the chance of contact, falling, trapping and injury during normal operation and servicing.

Stability, load handling and towing

Clause 4.8 and Clause 4.14 are central to safe use. The truck needs stabilizing devices where provided, visual indication of their position, a longitudinal load moment indicator (LLMI), a longitudinal load moment control (LLMC), and a lateral slope indicator at the normal operating position. Stability is also tied to ISO 22915-14, with extra stability checks for certain attachments and bucket use.

Clause 4.10 covers lifting, tilting and reaching components such as chains, wire ropes, hydraulic systems, load holding and the attachment interface. Clause 4.22 adds towing requirements for trucks designed to tow trailers. For buyers and users, this means the machine has to be matched to the exact load, attachment and duty cycle, not just to a generic truck description.

Verification and user information

Clause 5 says each requirement is verified by the appropriate method: design check, measurement, visual examination, specific test or functional test. Structural verification includes static and dynamic tests, and load-holding verification checks the truck under operating conditions. This gives manufacturers a test-and-evidence path from drawings to production units.

Clause 6 covers information for use, graphical symbols, operating and maintenance instructions, marking and load charts. In practice, this is where the truck’s identity, rated capacity, attachment limits and operating conditions must be made visible to the user.

What terms does oSIST prEN 1459-1:2026 define?

oSIST prEN 1459-1:2026 defines the capacity and geometry terms used in the requirements and load charts. These definitions matter because truck ratings depend on configuration, reach and stability.

  • Rough-terrain variable-reach truck - a variable-reach truck intended mainly for unimproved natural terrain or disturbed terrain such as a construction site.
  • Variable-reach truck - a lift truck with one or more articulated arms, telescopic or not, used for stacking loads, with limited or no slewing.
  • Actual capacity (Q) - the maximum load the manufacturer assigns for a given configuration, based on strength and stability.
  • Rated capacity (Q1) - the maximum permitted load with fork arms, boom fully retracted and the standard load centre distance.
  • Reach (d) - the horizontal relationship between the front of the front tyres and the load centre projection to the ground.
  • Lift height (H) - the vertical distance between the upper face of the fork arms and the ground.
  • Stabilising devices - extendable or pivoting supports used to improve stability when the truck is stationary.
  • Operator’s station - the part of the machine surrounding the normal operating position.

Who uses oSIST prEN 1459-1:2026?

oSIST prEN 1459-1:2026 is used by machine manufacturers, safety bodies, machine users, service providers and consumers affected by the safety level of the truck. The introduction names manufacturers and health and safety bodies as the main stakeholder groups.

In practice, engineers use it for design and risk reduction, quality teams use it for verification and documentation, buyers use it to compare truck capability and attachments, and maintenance teams use it for access, support devices and instructions. Regulators, accident prevention organizations and market surveillance bodies use it when checking whether a truck and its information for use are aligned with the standard.

What changed in oSIST prEN 1459-1:2026 from the previous edition?

oSIST prEN 1459-1:2026 will supersede EN 1459-1:2025. Compared with the previous edition, the foreword lists these technical additions:

  • operator restraint requirements
  • protection against corruption
  • additional safety function requirements
  • visibility at height requirements
  • software requirements
  • towing requirements

Which standards are used with oSIST prEN 1459-1:2026?

This document has been prepared under a standardization request given to CEN by the European
Commission. The Standing Committee of the EFTA States subsequently approves these requests for its
Member States.
For the relationship with EU Legislation, see informative Annex ZA, which is an integral part of this
document.
Introduction
This document covers general safety requirements and the means for verification of these requirements
for rough-terrain variable-reach trucks.
All quantities are in SI units, and this includes metric units.
This document is a type C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B
standards, the provisions of this type C standard take precedence over the provisions of the other
standards, for machines that have been designed and built according to the provisions of this type C
standard.
1 Scope
This document specifies the safety requirements of self-propelled rough-terrain variable-reach trucks
(hereafter referred to as trucks), intended to handle loads, equipped with a telescopic lifting means
(pivoted boom), on which a load handling device (e.g. carriage and fork arms) is fitted.
For the purpose of this document, rough-terrain variable-reach trucks are designed to transport, lift and
place loads and can be driven on unimproved terrain.
Fork arms are considered to be part of the truck. Trucks can also be equipped with a variety of
attachments (e.g. bale spikes, mowers, sweepers).
This document deals with all the significant hazards, hazardous situations and events relevant to the
trucks when they are used as intended and under conditions of misuse which are reasonably foreseeable
by the manufacturer (see Annex A).
This document does not apply to:
— slewing rough-terrain variable-reach trucks covered by EN 1459-2:2015+A1:2018;
— rough-terrain variable-reach tractors covered by prEN 17968:2025;

actual capacity
Q
maximum load, established by the manufacturer based on components strength and truck stability, that
the truck can carry, lift and stack to a specified height, at a specified standard load centre distance and
reach, in normal operating conditions
Note 1 to entry: The actual capacity depends on the configuration of the truck in terms of such variables as:
— lift height;
— reach of the boom;
— standard load centre distance;
— load handling device (fork arms or attachment fitted);
— stabilizing devices.
Note 2 to entry: This actual capacity defines the load handling ability of the particular truck as equipped. Additional
actual capacity ratings with removable attachments may also be established where permitted by the appropriate
stability test or by calculation verified by empirical data.
