prEN 1459-1 is a CEN draft European Standard for rough-terrain trucks - Safety requirements and verification - Part 1: Variable-reach trucks. It specifies safety requirements and verification methods for self-propelled rough-terrain variable-reach trucks used to transport, lift and place loads with a telescopic pivoted boom and load handling device. The document is aimed at manufacturers, test bodies, buyers, users, and maintenance teams that need to design, verify, or operate these trucks on unimproved terrain.

What does prEN 1459-1 specify?

prEN 1459-1 covers the safety of rough-terrain variable-reach trucks used as intended and under reasonably foreseeable misuse. It focuses on the truck as a machine, including fork arms as part of the truck, and it also allows for attachments such as bale spikes, mowers, and sweepers.

The scope is built around the hazards of travel, lifting, placing, steering, stability, and operator exposure on rough ground. The document does not cover sales literature, and it separates this truck type from other machine families and special operating cases.

AnnexWhat it covers
Annex ASignificant hazards, hazardous situations, and hazardous events identified by risk assessment
Annex BConsistency of motions
Annex CRules for the construction and layout of pedals
Annex DSafety related parts of control systems
Annex ZARelationship with Regulation (EU) 2023/1230

prEN 1459-1 excludes slewing rough-terrain variable-reach trucks, rough-terrain variable-reach tractors, industrial variable reach trucks, lorry-mounted variable-reach trucks, trucks with tilting or elevating operator position, mobile cranes, earth-moving machines, trucks with load suspension elements that let the load swing freely, container-handling trucks, trucks on tracks, trucks with articulated chassis, and attachments. It also leaves out several hazard contexts such as remote control, operation from a non-normal position, gas and gasoline power systems, autonomous functions, self-evolving behaviour, higher-voltage hybrid or battery systems, public roads, explosive atmospheres, underground use, personnel work platforms, and cruise-control.

What are the key requirements of prEN 1459-1?

prEN 1459-1 sets out a complete risk-reduction package for the truck, its controls, its stability, and the information given to the operator. In practice, a compliant truck is not just structurally sound - it must also be predictable to drive, stable in use, verifiable by test, and clearly marked and documented.

Safety functions, controls, and operator protection

Clause 4 requires protection against sharp edges, stored energy, unsafe starting and stopping, unintended movement, uncontrolled motion, and powered travel movement. For a buyer or designer, this means the truck must be arranged so that common machine hazards are reduced before the operator ever reaches the cab.

Clause 4.3 covers braking, including service brake and parking brake performance. Clause 4.6 covers controls at the normal operating position, including steering direction, differential locking, load handling controls, multi-function controls, stabilizing device control, and axle oscillation locking. Annex B supports this by giving consistency rules for control motion, so the hand movement matches the function in a predictable way.

Clause 4.5 covers safety-related parts of control systems, including software and protection against corruption. Annex D ties selected functions to required performance level and SIL values. In practice, the truck’s safety functions have to be designed and verified as safety functions, not treated as ordinary convenience controls.

Electrical systems, power systems, and the operator's station

Clause 4.4 covers electrical and electronic systems, wiring identification, electric shock protection, and batteries. Clause 4.7 covers exhaust systems, cooling systems, tanks, and pressure vessels. For operators and service teams, this means the truck must remain safe around energy sources, hot parts, and electrical faults during normal use and maintenance.

Clause 4.11 covers the normal operator’s position, including storage for the instruction handbook, pipes and hoses, the operator’s station, climate conditions, heating, ventilation, demisting, air conditioning, wipers, washers, pressurization, doors and windows, interior lighting, the seat, vibration, operator restraint, and display symbols. The practical result is that the cab must support safe and workable long shifts, with controls and displays that the operator can read and use without confusion.

Stability, lifting, visibility, lighting, and towing

Clause 4.8 requires stabilising devices, where fitted, to stay in position if a hose fails or oil leaks, and to give the operator visual indication when the devices are travelling or deployed. That matters because stability support has to be visible and dependable, not only mechanically present.

Clause 4.14 requires compliance with ISO 22915-14 for stability, a longitudinal load moment indicator (LLMI), a longitudinal load moment control (LLMC) to EN 15000, and extra stability provisions for certain attachments. It also requires a lateral-slope inclinometer at the normal operating position. In practice, the truck must tell the operator when stability is being approached and must be configured for the load and attachment in use.

Clause 4.15 requires visibility to EN 15830, and clause 4.16 requires work lights and any other lighting devices to comply with ISO 12509. Clause 4.22 requires trucks designed for towing trailers to comply with ISO 10896-8. These clauses matter because the truck is expected to work safely in poor terrain, reduced light, and when towing is part of the intended use.

Verification and information for use

Clause 5 says each requirement is verified by the relevant method: design check, measurement, visual examination, specific test, or functional test. It also includes structural verification, static and dynamic testing, and load-holding verification.

Clause 6 covers information for use, including warnings, graphical symbols, operating and maintenance instructions, marking, and load charts. The marking details include the manufacturer, machine designation, type, serial number, year of construction, rated capacity, engine power, operating mass, and, where relevant, tow-hook force and drawbar pull. Load charts must show the attachment, applicable load centre distance, actual capacity at lift height and reach, and any limits related to stabilizers or counterweights. For a buyer, this is the material that tells the operator what the truck can safely do in each configuration.

What terms does prEN 1459-1 define?

  • rough-terrain variable-reach truck - a variable-reach truck intended primarily for operation on unimproved natural terrain and disturbed terrain such as a construction site.
  • variable-reach truck - a lift truck with one or more articulated arms, telescopic or not, non-slewing or with only limited slewing, used for stacking loads.
  • actual capacity (Q) - the maximum load the manufacturer establishes for a given configuration, height, reach, and load centre.
  • rated capacity (Q1) - the maximum load permitted on fork arms with the boom fully retracted under normal conditions.
  • reach (d) - the horizontal distance used to describe how far the load is positioned relative to the front tyres.
  • stabilising devices - extendable and/or pivoting supports used to improve stability when the truck is stationary.
  • operator’s station - the part of the machine that surrounds the normal operating position of the operator.

Who uses prEN 1459-1?

prEN 1459-1 is used by truck manufacturers, design engineers, test laboratories, and certification or verification bodies. It is also relevant to quality managers, buyers, and technical evaluators who need to compare a machine configuration against safety requirements before release or purchase.

The standard is especially relevant to machinery safety regulators, accident-prevention bodies, and market surveillance authorities. It also matters to operators, maintenance providers, and employers who use rough-terrain variable-reach trucks on construction sites or other unimproved terrain and need the machine to be marked, documented, and verified in a consistent way.

Introduction
This document covers general safety requirements and the means for verification of these requirements
for rough-terrain variable-reach trucks.
All quantities are in SI units, and this includes metric units.
This document is a type C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B
standards, the provisions of this type C standard take precedence over the provisions of the other
standards, for machines that have been designed and built according to the provisions of this type C
standard.
1 Scope
This document specifies the safety requirements of self-propelled rough-terrain variable-reach trucks
(hereafter referred to as trucks), intended to handle loads, equipped with a telescopic lifting means
(pivoted boom), on which a load handling device (e.g. carriage and fork arms) is fitted.
For the purpose of this document, rough-terrain variable-reach trucks are designed to transport, lift and
place loads and can be driven on unimproved terrain.
Fork arms are considered to be part of the truck. Trucks can also be equipped with a variety of
attachments (e.g. bale spikes, mowers, sweepers).
This document deals with all the significant hazards, hazardous situations and events relevant to the
trucks when they are used as intended and under conditions of misuse which are reasonably foreseeable
by the manufacturer (see Annex A).
This document does not apply to:
— slewing rough-terrain variable-reach trucks covered by EN 1459-2:2015+A1:2018;
— rough-terrain variable-reach tractors covered by prEN 17968:2025;

compact truck
truck having a maximum height in normal travel mode of 2 200 mm and at least one of the following
conditions:
— a maximum operating mass of 7 000 kg;
— a maximum width in normal travel mode of 2 000 mm
Note 1 to entry: These dimensions do not include equipment such as working lights, mirrors, etc.
Note 2 to entry: If different tyre sizes are available for the truck, these values include the tyres size providing for
the minimum track width.

actual capacity
Q
maximum load, established by the manufacturer based on components strength and truck stability, that
the truck can carry, lift and stack to a specified height, at a specified standard load centre distance and
reach, in normal operating conditions
Note 1 to entry: The actual capacity depends on the configuration of the truck in terms of such variables as:
— lift height;
— reach of the boom;
— standard load centre distance;
— load handling device (fork arms or attachment fitted);
— stabilizing devices.
Note 2 to entry: This actual capacity defines the load handling ability of the particular truck as equipped. Additional
actual capacity ratings with removable attachments may also be established where permitted by the appropriate
stability test or by calculation verified by empirical data.

rated capacity
Q1
maximum load permitted by the manufacturer at the standard load centre distance (D) that the truck is
capable of lifting and transporting on fork arms in normal conditions with the boom fully retracted
3.6
reach
d
distance between two vertical parallel planes, one plane tangent to the front of the outside diameter of
the front tyres, the other plane described by the vertical projection of the centre-of-gravity of the load to
the ground
Note 1 to entry: The centre-of-gravity of the load (G) is defined in Table 1.
Note 2 to entry: See Figure 2 for examples of reach.
Note 3 to entry: For practical matters, d can be measured referring to point g, being g the vertical projection of the
centre-of-gravity (G) of the load onto the plane of the top surface of the fork arms.
