Overview
IEC TR 62757:2015/AMD1:2019 is an amendment to the technical report focusing on fire prevention measures for high-voltage electrical converter systems. This amendment updates fire safety guidelines specifically for converters used in High-Voltage Direct Current (HVDC) systems, Static Var Compensators (SVC), and Flexible AC Transmission Systems (FACTS) as well as their valve halls.
Developed by IEC Technical Committee 22 (Power electronic systems), this document provides vital safety enhancements to mitigate fire risks associated with electrical power transmission equipment. It reflects advancements in fire detection, suppression technologies, and component design to improve the overall safety and reliability of critical electrical infrastructure.
Key Topics
Component Fire Risk Mitigation
- Updates on non-flammable characteristics of key components such as thyristors, diodes, and capacitors.
- Clarification on fiber optics fire ignition risks related to conductive contamination and voltage distribution.
- Improved understanding of reactor failure modes due to cooling blockages or leaks.
Monitoring and Supervision
- Enhanced requirements for on-line monitoring systems to detect semiconductor failures and coolant leaks early, minimizing ignition risks.
- Expanded list of valve hall equipment subject to fire supervision, including wall bushings, transformer bushings, arrester devices, capacitors, and current transducers.
Fire Detection Technologies
- Classification and design guidance for aspirating smoke detection systems based on sensitivity classes (Class A, B, C corresponding to EN 54 and NFPA 72).
- Recommendation for very high sensitivity detection (Class A/VEWFD) in high-risk environments like HVDC and FACTS valve halls.
Fire Suppression Agents and Systems
- Updated table of recommended fire extinguishing agents tailored for confined electrical spaces, assessing suitability, global warming potential, and atmospheric lifetime.
- Focus on inert gases and certain hydrofluorocarbons as preferred suppression agents where environmental impact and efficacy are critical factors.
General Updates
- Inclusion of FACTS systems explicitly in fire prevention measures extending the scope beyond HVDC alone.
- Adjustments reflecting improved understanding of valve hall ventilation, natural airflow, and fire risk management.
Applications
This amendment addresses practical fire safety challenges in power transmission equipment by providing:
- Guidelines for system designers and engineers to select and design fire-resistant components and control architectures.
- Specifications for the installation of early-warning fire detection systems within converter valve halls to prevent catastrophic failures.
- Recommendations for fire suppression systems appropriate for enclosed spaces housing critical HVDC, SVC, and FACTS equipment.
- Operational procedures for continuous monitoring and supervision that detect early signs of overheating, insulation failures, and coolant leakage-helping utilities maintain safe and reliable grid operation.
- Support for compliance with international fire safety regulations in electrical infrastructure management, improving asset protection and personnel safety.

4.1 General
Add, to the end of the first sentence of the first existing paragraph, the words "and current
transducers."
4.2.3.2 Thyristors and diodes
Add, after the first existing paragraph, the following new paragraph, which is the second
paragraph of 4.2.3.3.
The thyristors and diodes themselves are non-flammable and, because failure relieves other
components from significant voltage stress, it is often arranged that other component faults
lead directly or indirectly to thyristor short circuit, thereby avoiding a hazardous condition
elsewhere.
4.2.3.3 IGBT and similar semiconductor devices
Change the existing title of 4.2.3.3 by the following new title:
4.2.3.3 IGBT- diode pairs
Delete, in the first sentence of the first existing paragraph, the words "at the time of writing".
Delete the second existing paragraph.
4.2.3.4 Capacitors
Replace the last existing paragraph by the following new paragraph:
IEC TR 62757:2015/AMD1 2019 – 3 –
© IEC 2019
Capacitors that are dry type, normally containing polyurethane, silicone gel or N2 and SF6
gas, have no flammable fluids that can leak out of the housing.
4.2.3.5 Reactors
Replace, in the first existing paragraph, the second sentence by the following new sentence:
A mode of failure of valve reactors is overheating due to total or partial blockage of the
cooling pipes or the leakage of a joint within the reactors.
4.2.3.8 Light guides
Replace the existing subclause, including its title, by the following new subclause and title:
4.2.3.8 Fibre optics
Fibre optics, either individually or in bundles, involve a risk of fire ignition, if exposed to
conductive surface contaminati
