Overview - EN 61249-2-5:2003 (brominated epoxide / E‑glass copper‑clad laminate)
EN 61249-2-5:2003 (adopted by CLC/CENELEC) specifies requirements for copper‑clad reinforced base materials intended for printed circuit boards and other interconnecting structures. It covers laminated sheets having a brominated epoxide cellulose‑paper reinforced core with woven E‑glass reinforced surfaces, of defined flammability established by the vertical burning test. The standard applies to copper‑clad laminates in nominal thicknesses from 0.80 mm to 1.70 mm, where the flammability rating is achieved by brominated fire retardants chemically bound in the epoxy matrix.
Key Topics and technical requirements
- Material construction: resin system (brominated epoxide), cellulose paper core, woven E‑glass faces and copper foil.
- Flammability: defined performance using the vertical burning test; flammability control via brominated epoxide chemistry.
- Electrical properties: basic electrical test requirements for dielectric behavior and suitability in PCB applications (referenced test methods).
- Mechanical and dimensional parameters: laminate thickness and tolerances, bow and twist, flexural strength, punching/machining behavior.
- Copper bond performance: pull‑off and peel strength requirements for copper‑clad laminates.
- Environmental and physical stability: water absorption, dimensional stability, glass transition temperature (Tg) and cure factor, and appearance (measling, surface quality).
- Quality assurance and documentation: supplier qualification, conformance inspection, certificate of conformance and safety data sheet (SDS) requirements.
- Panel handling and supply: sheet sizes, cut‑panel tolerances, packaging and marking.
Applications and who uses this standard
- PCB manufacturers and laminate suppliers use EN 61249-2-5 to specify and qualify copper‑clad laminates for multilayer and single‑layer printed circuit boards where a defined flame performance is required.
- Design and compliance engineers reference the standard when selecting dielectric materials to meet flammability and mechanical requirements.
- Procurement and quality teams use the standard for supplier qualification, inspection criteria, and certificates of conformance.
- OEMs in telecommunications, consumer electronics and industrial equipment rely on these laminates where controlled flammability and reliable copper adhesion are critical.
Related standards
- IEC 61249 series (materials for printed boards)
- IEC 61189-2 (test methods for materials)
- IEC 61249-5-1 (copper foil specifications)
- ISO 9000 / ISO 14001 (quality and environmental management)
EN 61249-2-5 provides the technical baseline for selecting, testing and qualifying brominated epoxide, E‑glass reinforced copper‑clad laminates for PCB production where controlled flammability and predictable electrical/mechanical performance are required.

1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.

Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.

This part of IEC 61249 gives requirements for properties of brominated epoxide cellulose paper
reinforced core/woven E-glass reinforced surfaces-laminated sheets of defined flammability
(vertical burning test), copper-clad in thicknesses of 0,80 mm up to 1,70 mm. The flammability
rating is achieved through the use of brominated fire retardants reacted as part of the epoxide
polymeric structure. The glass transition temperature is defined to be 75 °C minimum.
Some property requirements may have several classes of performance. The class desired
needs to be specified on the purchase order, otherwise the default class of material may be
supplied.
