Overview

EN 267:1999/prA1 is a European standard developed by CEN Technical Committee CEN/TC 47 that focuses on automatic forced draught burners for liquid fuels. This amendment aligns the original standard EN 267:1999 with the EU Machinery Directive 98/37/EC, ensuring compliance with essential health and safety requirements for machinery. The standard specifies design, safety, functional, and operational requirements for these burners to guarantee safe use, maintenance, and installation throughout their lifecycle.

Key Topics

  • Scope & Applicability

    • Covers automatic forced draught burners powered by liquid fuels.
    • Classified as machinery under the EU Machinery Directive 98/37/EC.
    • Applies during manufacture, commissioning, operation, maintenance, and fault conditions.
    • Excludes burners manufactured before the standard’s publication.
  • Safety & Design Requirements

    • Burners must be designed to handle safely, including packaging and storage.
    • Means for safe lifting required if the burner or components are too large or heavy for manual handling.
    • Designed for automatic operation without manual interaction.
    • Moving parts must be guarded to prevent accidental contact.
    • Electrical equipment and connections must comply with relevant electrical safety standards (e.g., prEN 50156-1, EN 60335-1).
    • Surface temperatures of parts accessible to users must not exceed 60 K above ambient unless warnings or protections are in place.
  • Installation & Maintenance

    • Instructions must cover installation, adjustment, maintenance, and safe operation.
    • Clear guidance on electrical safety, handling, packaging, and transportation.
    • Instructions to highlight any operational modes and associated safety considerations.
    • Details on safety checks including leak tightness, safety devices, combustion quality, and safety function integrity.
    • Requirement for inspection records and documented maintenance schedules.
    • Installation, adjustment, and maintenance must be performed by trained and certified personnel.
  • Marking & Documentation

    • Burners must bear the CE mark signifying conformity to EU directives.
    • Detailed manufacturer instructions should address noise emissions and preventive safety measures.
    • Residual hazards must be clearly communicated to users in documentation.

Applications

EN 267:1999/prA1 is critical for manufacturers, installers, and maintenance personnel of automatic forced draught burners using liquid fuels. Applications include:

  • Industrial heating systems requiring automatic burners for efficient combustion.
  • Commercial and institutional boiler systems with liquid fuel burners.
  • Safety assurance and regulatory compliance for burners installed across the EU and EFTA countries.
  • Risk reduction during burner lifecycle stages-commissioning, operation, troubleshooting, and maintenance.

This standard ensures machinery compliance with the EU Machinery Directive, mitigating risks related to mechanical hazards, electrical safety, thermal exposure, environmental emissions, and operational reliability.

For relationship with EU Directive(s), see informative Annex ZA which is an integral part of this document.
ANNEX J
(normative)
Requirements for burners being a machinery according to EU Directive
98/37/EC
prEN 267:2005 together with Annex J meets the requirements of EU directive 98/37/EC. Table ZA.1 shows
the referring clauses in the standard and in Annex J to EU directive 98/37/EC.
Introduction
As all burners covered by this standard come under the scope of EU directive 98/37/EC; all requirements of
this standard and Annex J shall apply.
This document is a type C standard as stated in EN 1070.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this document.
J.1 Scope
according to clause 1 and addition:
Burners according to this standard are machines or components covered by the scope of EU directive
98/37/EC.
The risk philosophy adopted in this standard is based on the analysis of hazards on account of the application
of burners as machinery according to EU directive 98/37/EC.
This standard together with Annex J deals with all significant hazards, hazardous situations and events
relevant to burners, when they are used as intended and under the conditions foreseen by the manufacturer.
Any residual hazards are identified and communicated to the user where appropriate.
Depending on the installation situation additional requirements may apply to cover the risks arising from traffic,
wind, earthquake loading and external fire.
This standard specifies the requirements to be met by the manufacturer to ensure the safety of persons and
property during commissioning, start-up, operation, shut-down and maintenance, as well as in the event of
foreseeable faults or malfunctions. It specifies the safety requirements at stages in the life of the equipment,
and its design, ordering, construction and use.
This document is not applicable to burners which are manufactured before the date of publication of this
document by CEN.
J 4.4.1 General Design
according to 4.4.1 and addition:
The design of the burner shall be such that it can be handled safely. It shall be designed and packaged so that
it can be stored safely and without damage.
Where the weight, size or shape of the burner or its components prevents them from being moved by hand,
they shall be fitted with means to lift them easily.
The design and the construction of the burner shall be for automatic on/off or automatic operation without the
need of manual interaction.
J.4.4.2 Accessibility for maintenance and use
according to 4.4.2 and addition
The moving parts of burners must be designed, built and laid out to avoid hazards or, where hazards persist,
fixed with guards or protective devices in such a way as to prevent all risk of contact which could lead to
accidents.
All necessary steps must be taken to prevent accidental blockage of moving parts involved in the work. In
cases where, despite the precautions taken, a blockage is likely to occur, manufacturers instructions and
possibly a sign on the burner should be provided by the manufacturer to enable the equipment to be safely
unblocked.
J.4.5.2 Electrical safety
Comprehensive instruction shall be given by the manufacturer about the requirements for the electrical
equipment and connection of the burner and which standard of prEN 50156-1 or EN 60 335-1 is applicable.
NOTE EN 60335-1 stands for household application and similar use which includes appliances not intended for
normal household use but which nevertheless may be a source of danger to the public, such as appliances intended to be
used by laymen in shops, in light industry and on farms.
J.4.6 Functional and operational requirements
J.4.6.17 Surface temperatures
Surface temperatures of burner parts reachable for the user shall not exceed 60 K above the ambient
temperature. If the temperature exceeds these limits caused by application conditions warnings or protection
measures shall be provided.
J.4.6.18 Automatic operation
Prior to the automatic operation of the burner it shall be commissioned as declared in 7.4 by the manufacturer.
J.7.3 Other marking
The burner shall be marked with:
 the CE-mark;
J.7.4 Instructions for installation, adjustment, maintenance and operation
according to 7.4 and addition:
The instruction shall include the information about the electrical safety of the equipment, handling, packaging
and transportation.
If there are different operation modes possible, they shall be clearly identified and described in the instructions.
The instruction shall include information about the burner e
