Overview

EN 15016-3:2023 - "Railway applications - Technical documents - Part 3: Handling of modifications of technical documents" (CEN) defines the principles and procedures for revising and managing technical design documents used in the railway sector. Applicable to all material forms (drawings, parts lists, photoprints, computer-readable media, aperture cards, etc.), the standard establishes consistent revision control, notification, archiving and traceability rules to support cooperation between customers, suppliers and maintenance organisations.

Key topics and requirements

  • Scope and applicability: Applies to all technical design documents for railway applications, regardless of media.
  • Revision definition and indexing: Defines a revision and a revision index (max. 3 characters) and how to mark document states.
  • Revision procedure: Rules for designating and indicating revisions on drawings and texts (visible markings, grid references, underlining/crossing out, revision tables).
  • Revision notification: Mandatory, uniquely numbered revision notifications describing changes, reasons and initiation moment; minimum content specified (see Annex A).
  • Revision status handling: Principles for showing revision state on each document page, special handling for multi‑page documents (revision tables), and methods when parts lists and drawings share or have different document numbers.
  • Archiving and reconstruction: Minimum archival requirements (original document with revisions, revision notifications) and recommendations to archive previous states and revision requests (approved/rejected) to permit full reconstruction of document history.
  • Revision service and communication: Obligations to notify all registered subscribers after revision completion.
  • Withdrawn documents: Rules for document withdrawal and lifecycle management.

Introduction
In railway business the customer very often requires, as part of a contract, all technical documents in a certain
format. In order to support co-operation and effective exchange of information between customers, suppliers
and partners, it is necessary to have the document requirements precisely defined.
This document refers to EN, ISO or IEC standards dealing with document modifications. In cases where ISO or
IEC standards are not sufficiently precise, this document gives specific details. These additions to ISO and IEC
standards facilitate the exploitation and the administration of the document modifications.
These additions have been drawn up in order to accommodate:
— the large variety of users;
— a common understanding of the modifications by all concerned parties;
— any specific series of documentation related to the railway material they define.
